A cadre of the Adivasi Liberation Tigers (ALT) belonging to the proscribed Communist Party of India-Maoist (CPI-Maoist) was reportedly killed in exchange of fire with the police near the outskirts of Mahaboobabad in the Warangal district on November 1. According to the police, the slain Maoist was identified as Khammam-Warangal District Committee Secretary Kunja Yakaiah alias Mahesh and a carbine and a two-wheeler was recovered from the incident site.

The outfit said, "So far, peace talks means announcement of ceasefire, setting up of ceasefire ground rules, rehabilitation militants, surrender of arms and formation of some council. While doing that, the main objective of sovereignty gets its place in the back burner." A few hours before the swearing in of Ghulam Nabi Azad as the tenth Chief Minister (CM) of Jammu and Kashmir on November 2, a Fidayeen (suicide squad) terrorist detonated a powerful car bomb in the Nowgam area of capital Srinagar near the old residence of outgoing CM, Mufti Mohammad Sayeed, killing at least 10 people and injuring 18 others. A 10-year-old boy, a female pedestrian, three Jammu and Kashmir Police personnel, including a Sub Inspector, and the terrorist were among the ten persons killed in the suicide attack, responsibility for which was claimed by the Jaish-e-Mohammed (JeM). A caller, who identified himself as Jaish spokesperson Abu Qadam, telephoned local media organisations in Srinagar and said Mohammad Mubashir, a resident of Abbaspora in Pakistan occupied Kashmir, was the Fidayeen who carried out the attack.

"Banday, a prominent Congress leader of Doda, was operating as Lashkar’s main conduit for Hawala operations in the district for last more than three years", police sources told Daily Excelsior. Banday had reportedly gone under-ground immediately after three terrorists were arrested from a hotel in Doda town on July 17, 2005 along with a LPG cylinder fitted improvised explosive device (IED). The terrorists, hailing from Mendhar in the Poonch district, had gone to Doda to deliver the IED to Banday. During questioning, the three disclosed that they had already delivered a Hawala consignment of Rupees 5 lakh (INR) to Banday for further distribution among the Lashkar cadres.

"There is no let up in infiltration bids or terrorist activities despite the major earthquake on October 8," Major General V K Singh, Chief of Staff of Srinagar-based 15 corps, told reporters. He said that in 2005 there have been 39 infiltration bids, all of them which were foiled by troops on the LoC resulting in the killing of 147 terrorists as compared to 40 infiltration attempts in the corresponding period last year in which 75 terrorists were killed. Speaking to the press after reviewing security arrangements in the Maoist-affected districts in Mangalore, he said, "the Government is ready to hold talks with Naxalites provided they give up arms." Stating that special powers have been given to Deputy Commissioners and Police Superintendents to tackle the problem, he added that "talks with Naxalites would be through ballots and not bullets" and the Government was willing to withdraw cases against those Maoists deciding to surrender. After securing information from military intelligence, the district police arrested a Pakistani while he was moving near the Military Hospital in Jalandhar Cantonment. He was identified as Khurram Shehzad Ali alias Junaid Alam, a resident of Okara in Pakistan, according to Senior Superintendent of Police Ishwar Singh. During preliminary interrogation, it was found that Khurram had come to India about six months back on the pretext of watching the India-Pakistan cricket series at Mohali and failed to return to his country. He was subsequently involved in gathering information of military importance and regarding vital installations, an official release said. On information provided by Khurram, police arrested another Pakistani national, Ali Mohammed alias Qasim Mata alias Mohammed Saqlain, from Rama Mandi Chowk. Ali Mohammed had been living in India for nearly two years and gathering information of military importance to his country. Police subsequently recovered three bodies from the encounter site. One Maoist was also killed in the incident. 341 of the jail's 600 odd prisoners, including Ajay Kanu, state secretary of the CPI-Maoist, and several other cadres of the outfit, were set free and approximately 12 activists of the Ranvir Sena, a private army of upper-caste landowners, have been abducted. Pamphlets left by the Maoists at the jail said 'Operation Jailbreak' was deliberately made to coincide with the ‘great November 13 Russian revolution’ and its aim was to "rescue our comrades and to award death penalty to select Ranvir Sena activists" lodged in the jail. The Maoists, who had reportedly taken control of all entry and exit points of the town exploded a series of bombs in front of the district Collectorate, residence of the district judge and the local S. S. College where a paramilitary camp has been set up.

Tariq Ahmed Dar, who was working as a sales representative with the pharmaceutical firm Johnson and Johnson, had allegedly hatched the plot along with two LeT cadres, Abu Al Qama and Abu Huzefa, DP Commissioner K. K. Paul informed at a press conference in Delhi. Huzefa was a Pakistani and a LeT commander in Kashmir Valley. Just days before the blasts, Rupees 4.86 lakh had been deposited to Tariq’s bank account in Srinagar from a Middle-East country. The money was meant for financing the blasts in which RDX, though not in its pure form, was used, Paul said. Dar had been arrested by DP from Srinagar on November 10 and was brought to Delhi the next day where a local court remanded him to 14 days police custody, Paul informed. He also said that at least four persons were involved in the blasts, which killed at least 62 people and injured more than 200 others. While two of the conspirators and executers are from Jammu and Kashmir, the others were "foreign nationals," Paul said without identifying their nationality. A two-page statement issued on November 14 in the name of Azad, spokesperson of the Central Committee (provisional) of the CPI-Maoist, said hundreds of "comrades" were languishing in the Bewoor, Gaya, Buxar, Bhagalpur, Muzaffarpur, Hazaribagh, Ranchi, Bethia and Bagha jails in the State of Bihar and Jharkhand. Besides, scores were in the jails of Andhra Pradesh, Tamil Nadu, Karnataka, Orissa, Chhattisgarh, Maharashtra and Madhya Pradesh. The CPI-Maoist ‘pledged’ that its "heroic PLGA guerrillas" under the ‘Central Military Commission’ would secure their release. Hailing what it called the "historic politico-military campaign in Jehanabad," the statement narrated the Maoists' "siege" of the town on November 13. Both the terrorists involved in the grenade-and-firing attack were believed to have escaped from the incident site, which is a CRPF formation at the defunct Palladium Cinema. Police and CRPF personnel subsequently launched a joint operation to neutralise the terrorists and rescue civilians holed up at a number of hotels and restaurants. After six hours of the cordon-and-search operation, Inspector General of Police, Javed Makhdoomi, informed that Police managed to rescue as many as 70 civilians. According to him only four to six people were still holed up at Hotel New Peak View where one of the terrorists had been spotted after the shootout. While the exchange of gunfire was in progress, Abu Usama of the Al-Mansooran told the local news agency KNS over telephone that four cadres of his outfit had launched the suicide attack. Simultaneously, another person, who identified himself as Shams Azharul Amaan and claimed to be the spokesman of Al-Mansoorain and J&K Islamic Front, told another news agency CNS that cadres of the two groups had jointly carried out the attack.

Official sources said a large quantity of warlike stores and some important documents were recovered from a hide-out where Pahalwan had taken shelter. Recoveries made from the hide-out include 350 kg rice, 250 kg flour, 30 litres cooking oil, 30 kg dry fruit, five dozen batteries, a large quantity of tea, sugar, milk powder and utensils besides three improvised explosive devices. Another terrorist hide-out was neutralised at Buzla in the Doda district from where the troops seized 150 kg rice, 250 kg flour, 30 kg refined oil, 10 kg sugar and some clothing. One person was reportedly detained for questioning in connection with the recoveries.

Inspector General of Police (Kashmir Zone), Javed Makhdoomi, told Daily Excelsior that an explosion occurred in a Maruti-800 car on the link connecting Maulana Azad Road with Residency Road near the Corporate Headquarters of J&K Bank at 1025 hours (IST). Makhdoomi informed that the independent Member of Legislative Assembly from Bandipore, Usman Majeed, who served as Minister of State for Planning in the earlier Mufti Mohammad Sayeed-led coalition Government, sustained injuries along with 12 of his personal security guards and escort personnel. His bullet-proof car and two escort vehicles reportedly bore immediate brunt of the explosion. The Al-Arifeen, believed to be a front outfit of the Lashkar-e-Toiba (LeT), claimed responsibility for the blast. The BRO is building a strategic road linking Afghanistan and Iran. M. Raman Kutty went missing on November 19 along with an Afghan driver and two Afghan security guards while they were driving in a Maruti Gypsy. On November 20, a spokesperson for the Taliban claimed in a phone call to Reuters in Kandahar that the men had been abducted by his organisation. Deputy Inspector General of the CRPF, S. R. Ojha said both the heavily-armed terrorists were killed 15 minutes after they launched a suicide attack on the company headquarters of the 96th battalion housed at the defunct Firdos Cinema Hall. In the exchange of fire, a nearby restaurant caught fire and was damaged. Two AK assault rifles were recovered from the slain terrorists whose identity is being ascertained, Ojha informed. Ghulam Ahmed Khan and Rafiq were arrested in Jammu and Kashmir by a Delhi Police team on the basis of information provided by Tariq Ahmed Dar who was arrested on November 10. Khan, who was detained in Srinagar, was produced before a local court which remanded him to police custody till December 7. Home Minister Shivraj Patil said on November 28 that though the number of infiltrators into the country has gone down, infiltration continues in a calibrated manner with terrorist organisations in Kashmir being "funded from the other side of the border". But there is a fall in terrorist violence in 2005, giving room for increased tourist flow, he informed the Parliament. Asserting that the overall level of violence in Jammu and Kashmir had been perceptibly lower in 2005, Patil said terrorist incidents were fewer by 22 per cent during the first ten months of the current year as compared to the corresponding period in 2004. "Till October 2005, 219 terrorists are estimated to have infiltrated, which is a decline of 55 per cent over 2004," he said in a statement placed on the table of both the Houses of the Parliament. As a result of reduction in terrorist violence, the number of tourists visiting the Kashmir Valley had increased to 533,211 in 2005 as against 303,109 in 2004. Referring to the sudden spurt in violence including blasts using car-bombs, suicide attacks and killing of a few political leaders in October and November, the Home Minister said the terrorists struck in October when the entire Government machinery was engaged in providing succor to the earthquake victims. The attacks during November 14-16 were to make their presence felt during the political transition in the State, he added.

"In States like Jammu and Kashmir and in the North-East, we have been largely successful in bringing down terrorism but not so much in dealing with Naxalites," Patil said. Asked whether Naxalites/extremists were regrouping or joining hands with those carrying out similar activities in other States and other countries, the Minister said there was a "grain of truth" in such reports. The Minister of State for Home Affairs, Sriprakash Jaiswal, in a written reply in the Parliament on November 29, stated that in the first 10 months of 2005, 1,353 Maoist-related incidents were reported in which 570 civilians and police personnel were killed. Property worth Rupees 566.25 million was also lost in the violence, Jaiswal added. Andhra Pradesh topped the list with 448 incidents, in which 163 civilians and 15 police personnel were killed. Chhattisgarh, Jharkhand, Bihar and Maharashtra with 317, 271, 161 and 76 incidents respectively were the other States that witnessed increased Maoist violence. Further, Jaiswal stated that a Standard Operating Procedure has been finalized in consultation with the Maoist-affected States with an objective to formulate operational plans and undertake intelligence based on inter-State joint anti-Maoist operations in the specified inter-State border areas. Each of the inter-State border areas identified will have a separate inter-State task force/mechanism on a bilateral or trilateral basis to facilitate need-based intelligence driven joint operations. Also, the Naxalite affected States have been requested to take concrete steps to raise India Reserve Battalions on priority within two years.

Uttar Pradesh Home Ministry’s Principal Secretary, Alok Sinha, said the arrested included ‘Ghorawal Area Commander’ Rajkumar alias Doctor, Lalvrat and Raju Gaud. A gun allegedly looted by the Maoists during the attack on the 36 Provincial Armed Constabulary battalion camp on November 20, 2004 in Chandauli district were recovered from the arrested cadres.
