Speaking in a television programme on October 3, Th. Muivah added the rider that India must "understand the ground realities of history". Elaborating in another TV interview, he accused the Union Government of "deliberately backtracking" on the issue of extension of ceasefire outside Nagaland. He claimed that the Indian Government stand that the existing cease-fire agreement applies only to Nagaland and not to all Naga-inhabited areas, was a new creation and not a part of "our understanding"

A news report on October 9, citing intelligence sources, has indicated that the National Socialist Council of Nagaland (Isak-Muivah; NSCN-IM) is reviving clandestine contacts with China. The report added that intelligence agencies believed that covert contacts between the Chinese and the NSCN(I-M) were severed in the Nineteen Eighties. The report states that the NSCN-IM, after the extension of its cease-fire agreement with the Union government on August 1, has sent a top member to the Kunming province in China to strike a deal for a 'major' arms consignment, which security agencies suspect, is to be smuggled into the Northeast. The report adds that the NSCN-IM member is attempting to persuade Chinese authorities in Kunming to urge the Kachin Independence Army (KIA), a Myanmarese guerrilla group, to allow the arms cache through Kachin territory. The KIA has concluded a cease-fire agreement with the pro-China Myanmarese regime. It is also suspected that about 70 armed cadre of the NSCN(I-M) have been sent to Tirap and Changlang, two districts in Arunachal Pradesh on the border with Myanmar. These cadre are expected to ‘’escort’’ the arms consignment into Arunachal Pradesh from where it will be channeled to NSCN(I-M) bases in Nagaland and other parts of the Northeast.

Three policemen, abducted by terrorists of the United Liberation Front of Assam (ULFA) from Mayang in Morigaon district on October 8, were released on October 9. As reported earlier, the ULFA terrorists in Indian Army uniforms had walked into the Mayang police station and asked for a bus. They later, forced the three policemen into the bus and abducted them. The policemen were released unharmed. Security forces suspect that the ULFA staged the drama as a show of strength after the surrender of 200 ULFA cadre in the area in September.

Mizoram police reported, on October 28, that they suspect that terrorists of the Hmar People’s Conference (Democrats), who had abducted eleven civilians and later released ten, have crossed over to Manipur with one of the abducted. Police sources said that the eleven, who were casual labourers working on a road construction project, were abducted by the Hmar terrorists who mistakenly believed them to be employees of the public sector North-East Electric and Power Corporation (NEEPCO). Ten of them were released after the terrorists realised their mistake.

A news report, on October 31, said that intelligence information indicated that top politicians of Nagaland have been included in a hit list prepared by the Naga terrorist outfit National Socialist Council of Nagaland (Isak-Muivah). A cease-fire currently operates between the outfit and security forces. These politicians include the State Chief Minister, S C Jamir, former Chief Minister and presently opposition legislator, Rishang Keishing and a State minister Gangumer Kamei besides the Manipur Chief Minister Nipamacha Singh. The intelligence sources cited have indicated that the reason for inclusion of these leaders in the hit list is their opposition to the NSCN (IM)'s demand that the current cease-fire operating in Nagaland be extended to all Naga inhabited areas of the North-East region in India.

An alert has been declared in eight districts of Assam following interception of a communication sent by the commander-in-chief of the United Liberation Front of Assam, Paresh Baruah calling on the terrorist outfit's units in these districts to intensify operations against the security forces. Disclosing this to a regional newspaper on October 31, the Assam Chief Minister added that the communication also directed the units to carry out the attacks in the name of Assam Tiger Force. The eight districts in the hit list are Kamrup, Nalbari, Nagaon, Sonitpur, Dibrugarh, Mangaldai, Sivasagar and Tinsukia.
