Security Forces (SFs), after an encounter, arrested one militant ‘leader’ of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) from an unspecified area along the Assam-Arunachal Pradesh boundary, of Sonitpur District on March 1, reports indiablooms.com. The militant leader was identified as Badaisa Basumatary. SFs also recovered a pistol, several rounds live ammunition and other warlike stores from the arrestee.

Three Bangladeshi assailants, who were involved in the attack on three persons, a woman and her two daughters on March 1, at Jarapata village in Karimganj District were arrested by the Border Guides of Bangladesh (BGB) and Bangladeshi Police and subsequently handed over to the Border Security Force (BSF), reports The Assam Tribune on March 3. The arrested Bangladeshi nationals were identified as Numan Uddin Aajmal, Jabir Ahmed, and Sahab Uddin. Jarapata hamlet is located on no man's land on the Indian side (between zero point of India-Bangladesh border and the Indian border fence), adds The Telegraph. India has erected the border fence 150 yards from zero point. However, in some places the no man's land stretches beyond 150 yards, as a result of which many Indian villages have fallen on the other side of the fence.

Member of Legislative Assembly (MLA), cutting across party lines, on March 3 opposed the move to amend Clause VI of the Assam Accord (signed in 1985) and demanded its full implementation for the protection of identity of the indigenous Assamese, reports The Telegraph.Sources said that Indian National Congress (INC) MLA Abdul Khaleque had moved the resolution as a section of intellectuals had recently called for the replacement of 'indigenous Assamese' phrase with 'indigenous people' in the clause. Many have also said the word 'indigenous' would remove the concern from the minds of many ethnic communities.Clause VI of the Assam Accord calls for constitutional, legislative and administrative safeguards for indigenous Assamese people but the clause has remained unimplemented mainly because there is no consensus on who is an Assamese yet.

An official source of Intelligence Bureau (IB) said that the Independent faction of United Liberation Front of Asom (ULFA-I) and Garo National Liberation Army (GNLA) have planned to carry major explosions and attack on security forces in Lower Assam and Garo hills, reports indiablooms.com on March 5. The IB source further said that, the outfit groups plan to use professional criminals and carriers to carry explosives and to plant Improvised Explosive Device (IED) and bombs. After intercepting telephonic conversation between two top leaders of ULFA-I and GNLA, IB officials managed to find out the planning of the outfits. The source said that, IB has already informed the Union Home Ministry (UHM), Police and Home Departments of both States and other security agencies about the militants plan.

State Government, on March 6, said that it has instructed all Superintendents of Police (SPs) to remain alert and tighten security at all sensitive places in view of the possibility of Islamic State of Iraq and Syria (ISIS) recruiting youths from the State, reports The Shillong Times. Replying to a discussion during the zero hour in the assembly, Assam Parliamentary Affairs Minister Chandra Mohan Patowary said all the SPs have been ordered to keep a strict vigil and maintain a close watch on doubtful people. “We have also ordered to strengthen security along Indo-Bangla border and secure the river ways. Police have been strictly asked to maintain close coordination with various intelligence agencies,” he also said.Besides, security and other agencies have been keeping a close watch on social media as these can be tools of influencing youths for joining the global terror outfit, he added. The minister informed the house that two trained members of Jamaat-ul-Mujahideen Bangladesh (JMB) were nabbed from Nalbari District. Assam police, he said, has so far arrested 56 JMB extremists after the Burdwan blast in West Bengal in 2014. “Apart from them 10-12 JMB members are absconding at present,” Patowary added without elaborating.

Also, the All Assam Jatiyatabadi Yuva Sanmilan (AAJYS) has called a12-hour Dhemaji District bandh (shutdown) starting from 5 am on March 11 (today). This bandh will take the number of days affected due to similar bandh in Silapathar to five. Soon after the passing of the Council budget, the KAAC Chairman Bidyasing Tokbi gave time for discussion on the adoption of the resolution regarding demand for granting of Autonomous State as per Article 244(A) by the Central Government of India for the hill districts of Karbi Anglong and Dima Hasao. This was the third time that a resolution regarding Autonomous State issue was adopted. The CEM while referring to the signing of Memorandum of Understanding (MoU) between the then Autonomous State Demand Committee (ASDC) and Central government in 1995 and later the signing of Memorandum of Settlement (MoS) between the disbanded armed organisation United People’s Democratic Solidarity (UPDS) and Central Government for granting of Statehood for the hill districts of Karbi Anglong and Dima Hasao, said it was signed by the leaders of the hill districts, but the Central as well as State Governments have not been serious enough in resolving the matter.

Three militant outfits, Kamatapur Liberation Organization (KLO), National Liberation Front of Tripura (NLFT) and People’s Democratic Council of Karbi Longri (PDCK) had on January 2, 2017 issued ‘quit notice’ against the Bengali and Hindi-speaking communities to leave Kamatapur, Karbi Anglong and Tripura by March 31, 2017. Superintendent of Police (SP) Dr GV Siva Prasad assured the oganisations of maintaining law and order in the District. He revealed that Police personnel need to be deployed at some interior hamlets. According to the report, an Army team along with a State Police representative launched a search operation at the shop and during the course of the search a lady entered the shop and lobbed a grenade at the army team, which, however, did not explode. On further search, two more Under Barrel Grande launcher (UBGL)-type grenades were recovered. The owner of the shop along with the lady has been handed over to Boko Police for further interrogation.
