National Investigation Agency (NIA) filed a charge sheet against three militants of Kangleipak Communist Party (KCP) for conspiring and raising funds for terror activities, reports Northeast Today on February 10. One of the charge sheeted militants has been identified as Laishram Ranjit Singh Meitei alias Tamnganba, the ‘commander in chief’ of People’s War Group faction of KCP (KCP-PWG). Other militants were identified as Khumanthem Naobicha Singh who is the ‘finance secretary’ of KCP- Lamjanba Khuman faction and Thoudam Chaothoi Singh a militant of Lamjanba Khuman faction. In a written reply, Minister of State for Home Kiren Rijiju in Lok Sabha (lower house of Indian Parliament) stated that Manipur had the highest number of insurgency related incidents amongst northeastern states in 2017, reports Assam Tribune on February 11. Manipur recorded 167 insurgency relate incidents in, which was followed by Arunachal Pradesh which recorded 61 incidents, Assam with 33 incidents, Meghalaya 28 incidents and Nagaland with 19 incidents. Manipur also accounted for maximum casualties with 23 civilians and eight Security Forces (SFs). Manipur was followed by Assam which recorded six civilian and three SFs, then by Nagaland with three civilian and one SF, Arunachal with three civilians and Meghalaya with two civilians. According to Union Ministry of Home Affairs (UMHA) data, insurgency incidents declining by 63 per cent in northeast as compared to 2014 and 36 per cent compared to 2016 as the year 2017 witnessed the lowest number of insurgency related incidents since 1997. There were 824 insurgency related incidents in 2014, 574 incidents in 2015, 484 in 2016, 308 in 2017. Civilian casualties has also recorded a decrease by 83 percent, from 212 in 2014 to 37 in 2017 while casualty rate of SFs declined by 40 percent, from 20 in 2014 to 12 in 2017.

Chief Minister (CM) of Manipur Biren Singh on February 13 announced that a new and ‘attractive’ surrender and rehabilitation policy for militants in the state would be in place in a couple of months, reports The Telegraph. The CM stated that ‘the Centre is examining a proposal sent by the state government and the new revised comprehensive policy is likely to be implemented by April this year’. Following a cabinet decision taken in May 2017, state Government proposed to hike the monthly stipend of surrendered insurgents from INR 4,000 to INR 8,000 for three years. Of the INR 8,000, INR 2,000 will be counted as ration money. Additionally, one-time financial grant provided by the government to surrendered militants will be increased from INR 2, 50,000 to INR 4,00,000. Earlier Minister for State for Home Affairs Kiren Rijiju stated that GoI has revised stipend amount and fixed deposit for the surrendered militants in Northeast.

A Union Ministry of Home Affairs (UMHA) report has stated that militancy in the Northeast is on the decline, with Tripura and Mizoram emerging as the most peaceful states in the region, reports Nagaland Post on February 19. According to the report, the seven states in the northeast registered 308 militancy-related cases last year, down from 484 in 2016. The trend has been a downward one. In 2015, there were 574 insurgency-related cases reported while the year before that registered a staggering 824 such incidents. Manipur, with 167 cases reported last year, was found to be the most disturbed state, primarily owing to the activities of Coordination Committee (CorCom), a conglomeration of six Manipur-based militant outfits. The resurgence of Independent faction of United Liberation Front of Asom (ULFA-I) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S) caused more disruptions in Arunachal, which registered the second highest militant activity with 61 incidents, than in Assam, which reported 33. Meghalaya and Nagaland registered 28 and 19 militancy-related incident last year.

Both groups are under Suspension of Operation (SoO) agreement with the Government of India (GoI). The CM also added that no new militant cadre can be included in the list of cadres as per guidelines of agreement. For giving stipend to cadres, the GoI is providing INR 7, 85, 16,000 per year.Manipur CM also added that demand for creation of a separate state by militant groups having SoO with the GoI was unacceptable, reports Imphal Free Press. He added that there was a ground rule against such demands. On giving stipend to SoO militants, Biren said GoI has a role in tackling the problem of SoO and in sanctioning stipends for the surrendered militants. On alleged illegal activities by SoO cadres, Biren said there are reports that groups of people supported by SoO have indulged in extortion and kidnapping.Replying to a question regarding threats to a Aimol community, the CM stated that to prevent merger of small tribe Aimol to major tribe Naga forcibly Manipur Government has opened two Indian Reserve Battalion (IRbN) posts at Aimol Ngairong and Molnom Kuk in Chandel District, reports Imphal Free Press. He also added that state police could not find out any culprit involved in the alleged attempt to convert the Aimol community to another.

The accused was produced before the special judge on February 20 where he was remanded in NIA custody. The details of the place of arrest were not given out by the NIA, however sources state that the militant was arrested on February 3 Ningthoukhong in Bishnupur District. A militant identified as Naorem Premkanta Singh who was involved in the 2015 Paralon ambush which killed 18 soldiers has revealed that the ambush party was in India for five days after the attack, before they crossed over to Myanmar on foot, reports The Sangai Express on February 26. The militants were inside India from June 2 to June 9. According to interrogation details, the attack was carried out jointly by Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K). He also revealed that the militants crossed over to India from Munnan village. He stated that ‘A party of 10 cadres was already waiting. We were asked to don our uniforms and were given weapons. Our leader, Tamba, asked us to follow him and we were not briefed here. We walked the whole night and took only 5-10 minutes of break after every one hour of walk. We rested on June 3 to avoid detection’. After the ambush they walked continuously from June 4 to 7, and on June 9 crossed back to Myanmar. Naorem Premkanta Singh was arrested in January by National Investigation Agency (NIA). Later on February 23, a militant Moirangthem Nimaichand Meitei from Bishupur was also arrested by the NIA in connection with the 2015 ambush.
