Myanmar has indefinitely deferred signing an agreement with India to streamline the free movement of people within 16 kilometers of Indo-Myanmar border, reports The Hindu on March 4. Myanmar sighted ‘domestic compulsions’ for deferring to sign the agreement and asked more time before the agreement is sealed. A senior government official stated that ‘Myanmar has been dragging its feet on the agreement. They have asked for more time and are reluctant due to domestic compulsions. They fear that if they sign the pact, the international agreement will have to be adhered to’. On January 3, the Union Cabinet had approved the agreement between India and Myanmar on land border crossing to enhance economic interaction between people of the two countries. The Government of India (GoI) had asked Arunachal Pradesh, Nagaland, Manipur and Mizoram to distribute “border pass” to all the residents living within 16 km from the border.

The arrested militant was reportedly an Improvised Explosive Device (IED) expert. He was arrested while trying to link up with an IED courier who was smuggling the explosive consignment from Myanmar through Kamjong District. UNC was represented by Kamei, general secretary S. Milan, president of All Naga Students' Association, Manipur Seth Shatsang, and president of Naga Women's Association Asha Wungnam.The last round of talks was held on November 10 2017 where the UNC gave the government three months to work out a proposal relating to its demand. The state Government on March 23 assured to finalise its stand by April 10. Seven new Districts were created in November 2016 bifurcating seven districts, two in the valley and five in the hills, which resulted in UNC imposing a blockade in the state. Manipur Government was represented by Agriculture Minister V. Hangkhanlian, Tribal affairs and Hills Minister N. Kayisii, education minister Th. Chief Minister Biren Singh has informed that the investigation on the missing of 56 pistols along with 59 magazines from Manipur Rifles facility would be handed over to National Investigation Agency (NIA), reports Imphal Free Press on March 31. The missing pistols were reportedly part of consignment of 570 pistols purchased on September 11, 2014, by Manipur government for State Security Forces. Missing of the firearms was discovered after Commandant of 2nd Manipur Rifles P. Manjit examined the current holdings of arms and ammunitions of both the unit and police head quarters (PHQ) Pool. According to Police authorities, two personnel of Manipur Rifles identified as Damodaran NP and Narayan Chetri have been arrested in relation to the incident.Meanwhile, one of the missing pistols was recovered from a Kuki Revolutionary Army (KRA) militant identified as ‘2nd lieutenant’ Ngamboi Haokip alias Raju and Seineo Khongsai on August 13, 2017. Ngamboi Haokip alias Raju was re-arrested on March 31 in connection with the case.Further,two civilians identified as M.
