The organisers, Kuki Black Day (Sahnit-Ni) Committee, said on September 13, 1993, the NSCN (I-M) massacred more than 115 innocent Kuki villagers at Gelnel, Santing, Nungthut and Joupi. Letzamang Haokip, chairman of the committee stated that ‘NSCN (I-M) claimed part of Kuki ancestral territory for its Nagalim and started an ethnic cleansing campaign against the Kukis. Its inhuman and barbaric campaign against the Kukis caused the massacre of 1,157 lives of innocent Kukis, destruction and eviction of more than 360 Kuki villages, and the displacement of more than 1.5 lakh Kuki population from their ancestral home, who still remain homeless and destitute’.

Speaking at the concluding day of the three-day Kuki black day observance held at Kuki Inpi Complex in Tuibong in Churachandpur District, Haokip said, “KNO is in a political dialogue with the central government where we have consistently been saying that Kukis will feel safe only when our right to govern ourselves in our land is given recognition. We cannot settle for any less. The KNO is ready to stand with Kuki people till this right of ours is respected, and no attempt to trample over our land and rights will be tolerated,” He also added that while substantial talks is yet to begin, the group have reportedly prepared 45 charter of demands with “territorial council” in priority to be tabled in the next round of talks. KNO is currently engaged in tripartite political dialogue with the Centre and state government. Of the 25-armed Kuki groups operating in the state, 17 are under KNO and eight under the United Peoples’ Front (UPF). Both the umbrella groups, whose initial demand was a statehood for Kuki people, signed the tripartite suspension of operation (SoO) agreement with the government on August 22, 2008. Recently, after dropping the statehood demand, they came up with the demand for ‘territorial council’ under the framework of the Indian Constitution.

Three National Socialist Council of Nagaland-Khaplang (NSCN-K) were arrested on September 23 with sophisticated weapons from New Kaiphundai area of Tamenglong District of Manipur, reports Northeast Today. The recovered arms include two US Made M series Assault Rifles, around 425 rounds of live ammunition and three hand grenades. The militants were involved in abduction of a truck driver on September 21 when he refused to pay the extortion amount demanded by them. The cadres had also resorted to firing of 10-15 rounds to intimidate the truck drivers during the incident. Earlier on September 21, militants fired several rounds of guns at Imphal-bound goods-laden trucks after looting the truckers along Imphal-Jiribam section of NH-37 in Imphal West District, reports Nagaland Post. The looting and firing incident took place at 193 Milestone, where loaded trucks were waiting for security escorts. As per a complaint lodged by the drivers to the Police, the militants collected INR 35,000 and 20 mobile phones. Northeast Today further adds that due to economic importance of this highway, a number of incidents of extortions, kidnappings and illegal tax collection are reported along it. Insurgent groups such as United Tribal Liberation Army (UTLA), NSCN-K and NSCN-Isak-Muivah (NSCN-IM). Security Forces had launched a major drive against these illegal activities in which UTLA-P ‘commander in chief’ and four militants were arrested in a series of operation from June 10 onwards. In the recent past, four active cadres of Zeliangrong United Front (ZUF), including its ‘secretary of HR and Welfare’, were arrested along with arms and ammunition from village Ramgaijang, which lies along NH-37, in Cachar District of Assam.

On September 25, National Investigation Agency (NIA) submitted a charge sheet against those involved in the arms missing case from the 2nd Manipur Rifles arms kote, reports The Sangai Express. The Chief Investigating Officer of the case, Bibekanand Das (NIA, Guwahati, Imphal Camp) submitted the charge sheet against those who were arrested and lodged in judicial custody in connection with the case after the completion of the investigation. It may be mentioned that after the investigation of the case was handed over to the NIA on May 31 2018. During the course of the investigation, NIA formally arrested seven individuals who were in judicial custody remand in connection with the case, after taking necessary permission from the Court on June 21 and has also arrested 12 persons. It has also recovered 20 missing arms till date. The individuals arrested by the NIA in connection with the case includes MLA Yamthong Haokip, Kuki Revolutionary Army (KRA) ‘chief’ David Hangsing, Thokchom Diamond Laishram Anil Kumar Laishram Damudor alias Thembung, Haobam Brojendro, Ngamboi Haokip alias Raju, Paonam Shantikumar, Mathurabashimayum Hiranjoy Sharma alias Ngoubi, Narayan Chhetry and Nellikattil Podiyan Damodaran.
