National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on July 1 stated that issue of integration of “all the Naga territories is an integral part of the ongoing Indo-Naga political dialogue, reports Assam Tribune. NSCN-IM stated that ’Naga territories which have been kept apart arbitrarily and indiscriminately by the British in the first place and then further divided between Burma (now Myanmar) and India under Nehru without the knowledge and consent of the Naga people is totally unacceptable’. NSCN-IM also stated that now, after 21 years of negotiations, India and Naga people are prepared to finalise the political dialogue to its logical conclusion and resolve the oldest political problem in entire South East Asia. Any attempt, at this crucial juncture, to undermine or disturb the peace process without being able to make head or tail of the negotiation shall no longer be tolerated’.

Naga National Council (NNC) stated that National Socialist Council of Nagaland-isak-Muivah (NSCN-IM) which is engaged in a political dialogue with the Government of India is not a legitimate body of the Nagas, reports The Sangai Express on July 12. Talking with some media persons in Kohima NNC leaders maintained that they have very little to comment on the political dialogue and the Framework Agreement signed by the Government of India and NSCN-IM. One of the leader, identified as Nuvitshu, speaker of NNC stated that ‘As an illegitimate body is representing the Nagas, we don’t want to give any comment. Forget about Naga integration or sovereignty, nothing will come out of the ongoing dialogue process’.

According to a press release from the Confederation of Chang Students Union (CCSU), the president of the ENPO KekongchimYimchunger ‘highlighted’ the demand for ‘frontier Nagaland’ and claimed that ‘eastern Nagaland was not under any administrative establishments.’ He said that ‘as a Naga we do support the Naga political issue’ but the demand for ‘frontier Nagaland cannot be comprised or suppressed by any external force.’

The Nagaland Home Department has prescribed the rates of ex-gratia payment to the personnel or the next of kin of personnel of Assam Rifles (AR), Central Armed Police Forces (CAPF) and Indian armed forces, belonging to Nagaland who suffer fatal and non-fatal casualties during counter-insurgency operations within and outside Nagaland, reports Nagaland Post on July 17. The authorities stated that soldiers from outside the state and belonging to Nagaland suffering casualties within the State would be given INR 6,00,000. While INR 4,00,000 will be given for non-fatal casualty causing permanent disability and Rs 1 lakh for non-fatal casualty causing grievous injury. Additionally, soldiers belonging to Nagaland who suffer casualties outside the State will be given INR 6,00,000 and INR 4,00,000 for on fatal injuries and INR 1,00,000 for non-fatal casualty causing grievous injury. Nagaland Cabinet on July 4 approved the hike in ex-gratia payment to the next of kin of Central armed police forces, Army personnel, Assam Rifles and Nagaland Police who suffer fatal and non-fatal casualties during counter-insurgency operations.

R. N. Ravi, interlocutor for the Naga talks, told the committee that it was a departure from their earlier position of “with India, not within India,” and that the government called it a framework agreement and signed it. On being asked what the special arrangement will be, the Committee was told that with respect to Nagaland...Article 371A of the Constitution makes it clear that they are special and a special status has been accorded to them.A similar kind of status, with some local variation, and some change to the Nagas in the neighbouring States can be explored. According to the report, Mr. Ravi also informed the committee that the Nagas had now reached a common understanding with the government that “boundaries of the States will not be touched” and “some special arrangements would be made for the Nagas, wherever they are.” The Interlocutor apprised the committee about the broad status of the negotiations that boundaries of any State will neither be changed nor altered. Initially, the Nagas had stuck to the idea of unification of Naga inhabited areas, resolutely maintaining their stand of ‘no integration, no solution.’ However, they have now reached a common understanding with the Government that boundaries of States will not be touched,” the report said. The NSCN-IM has been fighting for ‘Greater Nagaland’ — it wants to extend its borders by including Naga-dominated areas in neighbouring States.

Assam undertook the exercise in September 2015 and published the first draft with names of 19 million people, on December 31 last year. The second draft for the remaining 13.9 million people is scheduled to be published on July 30 (today). Nagaland Chief Secretary Temjen Toy t stated on July 26 that ‘We are contemplating an exercise to undertake NRC. We will initiate after seeing its success in Assam. Illegal migrants are becoming a major issue for the State’. Naga Students’ Federation (NSF) has announced ‘spot verification’ of documents of non-indigenous people from July 31 and asked its border units to be vigilant against influx of undocumented people from Assam.

National Socialist Council of Nagaland-Khaplang (NSCN-K) has landed in trouble following the decision of the Myanmar government to break the ceasefire. Myanmar Army has restricted the movement of NSCN-K's Khango Konyak beyond Hangsen and instructed them to return in Taga area, the central headquarters of NSCN-K. NSCN-K allegedly suspect that the Myanmar Army may arrest their top leaders and handover them to Indian Government. Due to the fear of arrest, many of the group leaders are hiding at an unspecified location in the jungle. NSCN-K central headquarters of NSCN-K in Myanmar’s Sagaing division remained intact despite a confrontation with the Myanmar Army. NSCN-K functionaries stated that altercation with the Myanmar Army was triggered over a check post of the rebel group near a Buddhist monastery at Taga in Hukwang Valley where its central headquarters is located. A source stated that around 100 personnel from the army are stationed near the monastery and they wanted the outpost to be dismantled. NSCN-K was initially reluctant but later decided to withdraw. There was no exchange of fire. First post further reports that reports claiming an operation has been launched by the Myanmar Army against the rebel camps and training facilities in Taga is questionable as the test between NSCN-K and Myanmar Army has been cordial. Isak Sumi a Yangon-based spokesperson of NSCN-K had earlier stated that the stand-off between the Myanmar Army and the Naga Army has temporarily been resolved without untoward incident, but the Naga Army had to make a tactical withdrawal. His statement was misinterpreted to mean that the Myanmar Army launched a crackdown against the camps in deference to the continuous pleas from the Indian government to dismantle these facilities. Though it is not precisely known if NSCN-K chairman Khango Konyak has shifted from the headquarters, what appears certain is the presence of many mid-rung leaders from all the outfits in Taga currently. The camp belongs to eight groups from Assam and Manipur and is within a radius of 10 kilometres from the NSCN-K headquarters and only consists of only a few huts.
