According to media reports of February 3, the United Arab Emirates (UAE) successfully resisted efforts of the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency to provide safe passage to Imran Rehman Khan to Pakistan. Imran, a Dubai based alleged Lashkar-e-Toiba (LeT) terrorist and the main accused in the December 2-Ghatkopar bomb blast in Mumbai was deported to India, on January 9. Imran, during interrogations reportedly disclosed that the agents of Mafia don Dawood Ibrahim, tried to put pressure on authorities in Dubai for his safe passage to Pakistan, which was, however, turned down.

Media reports, on February 3, said the Chief Minister’s office in Hyderabad, Andhra Pradesh (AP) received a threatening letter allegedly sent by the Liberation Tigers of Tamil Ealam (LTTE) chief V Prabhakaran. The LTTE reportedly warned the AP government against human rights violation of the poor, especially the Tamils living in the areas, bordering Tamil Nadu. The reports further said that the hand written letter also carried an emblem of Tiger, the LTTE's symbol, and was signed by Prabhakaran. Chief Minister's security was beefed up subsequently.

Unearthing a racket of funding of separatist activities in Jammu and Kashmir (J&K), Delhi Police on February 6 arrested two leaders of the secessionist conglomerate All Parties Hurriyat Conference (APHC), including its Delhi-based spokesperson Shabir Ahmed Dar, for allegedly receiving funds from the Pakistan High Commission for passing them on to terrorist outfits in J&K. On a specific intelligence input, the Delhi Police arrested a woman identified as Anjum Zamrooda Habib after she came out from the Pakistan High Commission premises. An amount of Rupees 3.07 lakh besides some documents and propaganda material was recovered from her possession, Joint Commissioner of Delhi Police (Special Cell) Neeraj Kumar told reporters on February 6. He said Anjuam, leader of the Muslim Khawateen Markaz, a constituent of the APHC, revealed during interrogation that she had received the money from Pakistan’s Deputy High Commissioner Jaleel Abbas Gilani and was referred to him by the Hurriyat chairman Abdul Gani Bhat and Shabir Dar. She reportedly also revealed that Dar was frequenting the Pakistan High Commission for receiving money for an unnamed terrorist outfit. Both of them have been arrested under the Prevention of Terrorism Act (POTA) and are to be produced before a Magistrate on February 7, today, the Joint Commissioner said.

Fake currency worth Rupees 2.64 lakh was also reportedly recovered from the arrested persons, who are also reportedly wanted in the March 1993-Mumbai serial bomb blast case.

At a tripartite meeting in New Delhi, the formation of Bodoland Territorial Council (BTC) in the Bodo dominated areas of Assam was approved on February 10. This was announced after a meeting of the representatives of the Union and State governments along with a Bodo Liberation Tigers (BLT) delegation in Delhi. Among those present at the meeting were the Assam Chief Minister Tarun Gogoi and Deputy Prime Minister L.K. Advani. The BLT delegation included its 'chairman' Hagrama Basumatary who signed the agreement on behalf of the outfit, 'vice chairman' Kamal Mushahary, 'secretary general' Derhasat Basumatary and 'publicity secretary' Mainao Daimary. The BLT had declared a unilateral ceasefire in July 1999 in response to the Union government’s appeal for talks. The BTC would comprise 40 elected representatives and six more are to be nominated by the Assam government. Of the elected representatives, 30 seats would be reserved for tribals, five for non-tribals and five more would remain open for contest. Meanwhile, the Sanmilita Janagosthiya Sangram Samiti (SJSS) a platform of approximately 18 non-Bodo organisations termed the BTC accord as a 'suicidal move' for the State as well as the country. Separately, speaking in New Delhi, Chief Minister Tarun Gogoi said that the BTC accord would ensure peace and development in the Bodo dominated areas in the State. He also informed that the Union government has decided to sanction Rs 100 crores for infrastructure development in the BTC area. He added that signing of the Accord has once again proved that solution for such issues lies in a 'political settlement'.

Russia has accused Pakistan of continuing to harbour various extremist and terrorist outfits who are involved in terrorist activities in foreign countries, despite having joined the US-led global war against terrorism. While naming Pakistan, specially its North West Frontier Province region, where the "Taliban hold sway", Russian Defence Minister Sergei Ivanov said at the Munich security meet that, "it is not a secret that a number of Asian states are still harbouring the representative offices for the extremist organisations on their territories, operating unfettered and unimpeded under the guise of humanitarian relief, clerical and any other centres." Ivanov added, "For instance, the Pakistan-based Al-Rashid Trust Foundation, set up in 1996 for the purpose of rendering humanitarian relief to Afghan refugees in Pakistan, has subsequently spread its operations further afield covering the Republic of Chechnya and Kosovo." According to him, "There is a proven linkage" between the Madrassas, Pakistani Islamist schools belonging to religious parties Jamaat-e-Islami, Jamiat-ul-Ilema, Ulema-e-Islam, and Jamiat-ul-Ulemal-e-Pakistan, and different militants training centres and camps."

According to media reports, a city Court in Vancouver, Canada sentenced Inderjit Singh Reyat, one of the accused in the Kanishka aircraft bombing case of 1985 to five years imprisonment, on February 11. As reported earlier Reyat had pleaded guilty before the Court, on February 10. In his confession, he reportedly said that he had helped acquire bomb manufacturing-materials. However, he also claimed that he did not know it would be used to blow up a passenger aircraft. Two other suspects in the case, Ripudaman Singh Malik and Ajaib Singh Bagri are in police custody in Canada since October 2000. A total of 329 persons were killed when the Air-India passenger aircraft was blown up midair over the Atlantic Ocean.

He said this while talking to media persons after the inauguration of a seminar on ‘Effective Prosecution of Corruption’, organised by the CBI in Gaziabad, Uttar Pradesh. Committee chairman Richard Lugar and ranking member Joseph Biden reportedly raised the issue during a hearing on February 12 and cited reports indicating renewed ISI assistance to Taliban and Al Qaeda. They, however, believed that the ISI was carrying on with this activity without the knowledge of President Pervez Musharraf. Lugar pointed out that elements within the ISI that backed the Taliban earlier were attempting to regain influence in Afghanistan by facilitating the infiltration of terrorists across the border. He said that confession was not what he made, on February 17. Subsequently, a Magistrate had, on February 18, recorded his confession. Altaf confirmed its contents before the POTA Court and said it was voluntary. He said in his confession before the Magistrate, "Myself, Abdul Mattin, Yunus Khwaja, Muzzamil Ahmed and Zahir Shaikh are innocent and not involved in Ghatkopar bomb blast or in the conspiracy to trigger the explosion… We do not believe in jihad. Jihad is not wanted in India. It may be relevant in Palestine, but not in India. We also do not believe in fundamentalist activities," he added. The POTA Court remanded Altaf and the other accused to further custody till February 28. Altaf was deported from Dubai on January 26, 2003 and arrested under POTA.

The Maoists were reportedly distributing leaflets in Nepali calling for mobilization of people for a ‘violent and subversive struggle’ to restore democracy and hold early elections to a new ‘Constituent Assembly’ in Nepal. Speaking to media persons, a senior police official said the Nepalese government would be informed of the arrests. The interrogation of the arrested insurgents led to the trail of a Maoist ring operating in Kolkata and its suburbs. Police have detained 10 Nepalese youth for questioning. Police sources said these Nepalese youth are believed to be on a ‘recruitment drive’ and had conducted ‘motivation and training classes’ for new recruits. There are about 100,000 Nepalese living in Kolkata.
