On January 1, seven Central Reserve Police Force (CRPF) personnel and a civilian were killed in a pre-dawn terrorist attack on the para-military CRPF Group Centre at Rampur in Uttar Pradesh, reports The Hindu. Three more CRPF personnel, a civil police personnel and a home guard were injured in the attack. The Uttar Pradesh Principal Secretary J.N. Chamber said that the attack was carried out around 2.45 am (IST) by two suspected fidayeen (suicide squad) dressed as CRPF constables. They breached the outer security (which is the responsibility of the police), and started firing indiscriminately from AK-47 rifles on the security post, the guard room and the control room. The terrorists subsequently escaped under cover of darkness although unconfirmed reports said one of them was hit in the leg when the CRPF personnel opened fire in retaliation. Although no outfit has claimed responsibility for the attack, police and security agencies suspect that the attack was carried out by the Lashkar-e-Toiba (LeT).

The report said that the Intelligence Bureau (IB) had alerted the Uttar Pradesh government of a possible terrorist attack on the CRPF camp, especially during a recruitment exercise. The State government had received this communication on November 28, 2007, five days after the serial bomb blasts in the Varanasi, Faizabad and Lucknow civil courts. Meanwhile, Chief Minister Mayawati said that the CRPF was responsible for the internal security of the Group Centre. She further said that the alert by the IB had been conveyed to the CRPF centre by the District Magistrate and the police chief of Rampur.

The Delhi Police on January 4 claimed to have foiled an attempt to kill Baba Pyara Singh Paniharewala, a Ropar-based religious leader, with the arrest of four alleged Babbar Khalsa International (BKI) terrorists, according to The Hindu. On the hit list of the terrorists were four other prominent personalities of Punjab, the police said. Four pistols and 124 live cartridges were allegedly seized from their possession. Addressing a press conference in Delhi, the Joint Commissioner (Special Cell) of Police, Karnal Singh, said the terrorists - Baljeet Singh, Bikkar Singh, Kulwinderjeet Singh and Tirlochan Singh - had carried out a dry run and were planning to assassinate the religious leader on January 5. “The four monitored the security arrangements for the religious leader and planned to smuggle in weapons in a milk container,” said Karnal Singh, who, citing security reasons, refused to disclose the other targets. The police reportedly arrested Baljeet and Bikkar at Patiala and Sangrur in Punjab over the weekend. Kulwinderjeet and Tirlochan were arrested in Ludhiana and Panchkula in Haryana two days later.

Police claimed to have arrested a militant of the Hizb-ul-Mujahideen (HM) group from Kumili in the Idukki district. Altaf Ahammed, a 29-year old native of Jammu and Kashmir, was involved in various crimes against the government, Assistant Superintendent of Police Vikramjith Singh told UNI. Altaf was arrested on January 6 following information from the Jammu and Kashmir Police. He had reportedly applied for a passport in Idukki and the Kerala Police had sent his documents to their counterparts in Jammu and Kashmir for verification when his identity came to light, police said adding the accused got training from Pakistan.

On January 8, Pravat Das, a militant of the Kamtapur Liberation Organisation (KLO), was arrested from Dakshin Parokata under the Samuktala police station limits in the Jalpaiguri district, reports Telegraph. According to Police sources, the militant was absconding since 2002. He was later remanded to 14 days of jail custody by the additional chief judicial magistrate of Alipurduar.

The ‘Q’ Branch of the State Police on January 8 intercepted a consignment of explosives bound for Sri Lanka and took six persons into custody, who admitted that they were meant for use by the Liberation Tigers of Tamil Eelam (LTTE), reports The Hindu. Based on intelligence inputs of an attempt to smuggle large quantities of detonators, police personnel intercepted two persons moving in a suspicious manner near the railway station in Madurai. S. Sivakrishnan alias Nandan of Sri Lanka and S. Muthuramalingam of Kamuthi were found to be in possession of 5,000 detonators concealed in a travel bag. During interrogation, Sivakrishnan confessed he had delivered a consignment of explosives to the LTTE on January 3 through K. Murugapandi of Kamuthi and a couple of agents. The police arrested Murugapandi from a lodge in the city. He admitted to smuggling as instructed by an LTTE leader. Investigators said Murugapandi was paid INR 150000 through a hawala transaction. The money has been recovered. Special teams formed to arrest others involved in the smuggling arrested an auto rickshaw driver R. Raja, M. Poo Murugan of Kadaladi, S. Chandra and M. Senthilmurugan of Mudukulathur. Police are on the lookout for Raghu of Chennai, who allegedly supplied the explosives.

The Hyderabad city police have claimed that the Harkat-ul-Jehadi-e-Islami (HuJI) was responsible for the twin explosions in the city on August 25, 2007, that killed 43 persons, reports The Hindu. A top police officer said on January 9 that “Narco-analysis tests conducted on Rafi alias Sheik Abdul Kaleem of Hyderabad gave us names of the key persons involved. Now, we are in the process of gathering evidence against them.” In his narco-analysis test, Rafi, a lab technician, said he came to know about the persons behind the blasts while chatting with Khaja, an alleged HuJI activist, through the Internet. As per Khaja’s instructions, he went to the house of one, Imran, here to collect a parcel containing bombs. Later, the parcel was handed over to another person, Gidda Zahid of Salimnagar Colony. “The name of Khaja, along with Shahid alias Bilal, had cropped up in Mecca Masjid blast case as well. We have a fair picture with Rafi’s statement but we cannot completely depend on the narco-analysis test,” the officer explained. Efforts are on to identify the persons whose names Rafi had revealed. The police had already identified the persons behind Mecca Masjid blast as Zabi and Majnu who planted the bombs. Both have been arrested. Another Bangladeshi national, who assisted them in triggering the explosion, is, however, yet to be identified.

On January 10, a suspected Lashkar-e-Toiba (LeT) cadre, Abbas Khan alias Akhdas Khan alias Mohsin Alam, was arrested for his alleged involvement in a fake currency racket in Kolkata, by the detective department from a house at Chamru Singh Lane in East Kolkata’s Narkeldanga area, reports Times of India. He had earlier been convicted by a Gujarat court for the Godhra violence but was released on bail. He had jumped parole and remained untraceable. An unspecified amount of fake currency notes of INR 500 and INR 1,000 denomination were recovered from him. Khan was subsequently remanded in police custody till January 15.

Three Sri Lankan nationals suspected to have links with the Liberation Tigers of Tamil Eelam (LTTE) and a person from Chennai was arrested in New Delhi allegedly with forged travel documents, reports Hindustan Times. The Sri Lankan nationals, identified as Francis Jansan (29), T.S. Ranjit (28) and John Mary Agastan (22), were arrested from a hotel at Paharganj in central Delhi, an unnamed police officer said, adding that the fake travel papers were also seized from them. The fourth person, Ayakannu, was accompanying the trio who hailed from Jaffna. Acting on a tip-off, the Special Operation Squad of Delhi Police's Crime Branch arrested the four persons who were found behaving in a suspicious manner near the hotel where they were staying. The searches in their room led to the recovery of forged Indian passports and visa, the officer said. "As of now, we have not established that they have any links with Tamil Tigers. We have booked them under relevant sections of the Foreigners' Act. Further investigations are on," the officer said.

The police also arrested seven other Sri Lankan nationals, who worked under him as helpers to collect information about anti-LTTE leaders like Varadaraja Perumal and Douglas Devananda, besides posing as traders to buy items like spare parts for two-wheelers and boats to be sent back to Sri Lanka. According to police sources, Suruli, a resident of Jaffna in Sri Lanka, embarked on a Tamil Nadu mission a year ago after his leader Sanjeevi Master ordered him to increase intelligence inputs from the State. Sanjeevi Master is next to Pottu Amman, LTTE’s intelligence wing chief, in hierarchy and is reportedly in charge of the Indian subcontinent. He, along with the others in Tamil Nadu, had made several ‘business’ trips to Puducherry (formerly Pondicherry) and Rameswaram to send a variety of goods and raw materials, including steel balls, to the LTTE. While staying in Chennai, he worked as a driver of a car (which has now been seized), which was allegedly bought with hawala money sent by the LTTE.

"Selvaraj did not know about the arrest of Nathan and had come down to strike a deal with him for the sale of ball bearings. "Mohammed Imran Warsi, the ISI agent hailing from Karachi, was arrested in Bhopal yesterday with sensitive information regarding deployment, unit details and important phone numbers of the Indian Army," Inspector General of Police (STF), Sanjeev Singh, told reporters in Bhopal. On information gathered from him, police arrested two others — Iqbal and Akhtar—, who were acting as his local contacts and supplying him sensitive information, Singh said. Imran had allegedly been passing on sensitive information through e-mail and phone to his "handlers" in Pakistan and Dubai, from where he received the funding through Western Union money transfer, Singh stated. The ISI agent, who was staying in Bhopal with his wife and two children, had managed to procure a ration card, pan card and permanent resident certificate from Sagar, and had applied for an Indian Passport, he added. Picked by the ISI in 1995-96, Imran was trained and sent to Delhi by air in 2003. He got married to a woman from Kolkata, and had been staying at different places, including Srinagar, Mumbai, Bangalore and Kolkata, the officer said.

Talking to The Hindu on January 22, Commodore Phillip Van Haltren, Naval Officer In-Charge, Tamil Nadu, said he had received the communication from the Sri Lankan Navy (SLN) on the installation of the seawater defence system. The message was passed on to Chief Secretary L. K Tripathy and other departments concerned. All Naval Detachments from Rameswaram to Nagapattinam on the east coast were reportedly alerted. “The message implied there will be serious consequences if fishing boats from Tamil Nadu or elsewhere come in contact with the explosives planted in the water. Hence, the seriousness of the warning message has been immediately sent to the authorities concerned. The fishermen will have to keep away from the danger zone,” Haltren said. Although he said he had no idea what the SLN had in mind, he believed the new strategy was not aimed at Tamil Nadu fishermen but at the LTTE. “An all-out war has begun between the Sri Lankan Government forces and the LTTE. Hence, our fishermen and fishing boats should not run into it [underwater explosives],” he said. “The Indian territory is calm. It would not have any effect in our area, as the area chosen for the underwater defence is well inside their territory,” he said in response to a question.

Desai, who was released from the Yerawada central prison on October 27, 2007, after serving his term for a espionage offence, was demanding an expeditious process for his deportation to Pakistan. He had even filed a contempt petition in December 2007 against the city police chief and the Central Bureau of Investigation, accusing them of not pursuing his deportation. On January 23, a fast track court in Lucknow, capital of Uttar Pradesh, sentenced five militants of the Harkat-ul Jihad-al Islami (HuJI) to life term for waging war against the State, sedition, conspiracy and other charges, reports Press Trust of India. The convicts, Mehboob Ali, Sayeed Shoaib, Mohammad Rizwan, Farhan and Mohammad Saad, were arrested by the Special Task Force from Lucknow on April 5, 2006, along with Waliullah, the prime accused in the Varanasi twin blasts which occurred in the Sankat Mochan temple and near the railway station in March 2006. The court also awarded them 32 years of additional imprisonment under various sections of the Indian Penal Code, besides imposing a fine of INR 40,000 each. All punishments will run concurrently. At the time of their arrests, police had seized an AK-47 rifle, a large number of hand grenades, detonators, six kilograms RDX, three kilograms PETN explosives and a loaded pistol.

The duo revealed that they had plans of bombing the Hubli airport. During the interrogation of Mohammad Ghouse and his associate Assadullah Abbubukar, the police learnt that Ghouse's father Mohammad Naseeruddin is a Lashkar-e-Toiba (LeT) operative and has received training in Pakistan. Intelligence Bureau sources said that Naseerruddin is a trained suicide bomber, who was trained at Muzafarabad in Pakistan occupied Kashmir. Assadullah reportedly met Ghouse at a religious meeting in Hubli in 2007, and was influenced by the latter to take up the jihadi cause. The police have also recovered CDs and maps of various installations from the duo.
