On October 1, a gangster from Punjab identified as Deepak Mann alias Mann Jaito, was shot dead in Harsana Village of Sonipat District in Haryana reports The Tribune on October 2. The Bambiha gang member's murder was claimed by Gangster Goldy Brar on social media. His body was discovered by a farmer in the fields, prompting police involvement. The Punjab Police confirmed his identity through social media and found bullet wounds and empty cartridges at the scene. Deepak was wanted by Punjab Police for various criminal cases and was being investigated by local authorities in connection with his murder.

A suspected Islamic State (IS) terrorist and two other terror suspects (unidentified) were arrested by the Delhi Police Special Cell on October 2 (today) from an undisclosed location in Delhi, reports India Today. The IS terrorist, Mohammad Shahnawaz alias Shafi Ujjama, was on the most wanted list of the National Investigation Agency (NIA) and had a bounty of INR 300,000 on his head. The module was planning to carry out terror attacks in north India, including Delhi, based on instructions from foreign-based handlers. Authorities recovered several incriminating materials, including a liquid chemical, which is used for making Improvised Explosive Devices (IEDs).

The three suspected Islamic State (IS) operatives arrested by the Delhi Police Special Cell on September 2, were learning bomb making through exchange of videos with their trans-national handlers on encrypted messaging apps, according to intelligence sources aware of details related to their interrogation, The Indian Express reports on October 3. Terming Shahnawaz Alam “used to receive instructional videos on configuring Improvised Explosive Devices (IEDs) from his handlers who had further tasked him with sending them real-time videos of putting the devices together,” according to sources. In addition to being in contact with handlers in “Pakistan as well as Syria” through popular messaging apps, sources claimed, the three had charted out potential targets ranging including “temples, government installations and local BJP leaders…Shahnawaz had led the recce of several locations across the country and shared information of locations that could potentially be targeted with his handlers who are based in more than one international location,” sources claimed.

Indian intelligence agencies have been tasked with gathering details about Pakistani cadre of Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), and Islamic State (IS) groups operating in Pakistan, Pakistan Occupied Kashmir (PoK) and Afghanistan. Agencies will also work on getting details to unearth links between Tehrik-e-Taliban Pakistan (TTP) and the Jamaat-Ul-Ahrar (JUA) with the Pakistani establishment along with details of collaboration between the leaders and cadre of Al Qaeda, Haqqani Network and the Taliban.

Graffiti was found painted on the boundary wall of the ‘Jal Shakti’ (government office) in Dharmsala City in Kangra district of Himachal Pradesh, days ahead of Cricket World Cup fixture, reports Hindustan Times on October 5. Police said that the pro-Khalistan group Sikhs for Justice (SFJ) has claimed responsibility for the act. SFJ Chief Gurpatwant Singh Pannu had recently threatened to disrupt the ICC Cricket World Cup tournament and claimed to target the final match of the series, said the report. The Union Ministry of Home Affairs (UMHA) has issued a letter to all states, urging them to enhance security for National Investigation Agency (NIA) officials facing threats from terrorist groups and Naxals, reports NEWS 18 on October 5. The communication revealed that the Popular Front of India (PFI), in collaboration with Pakistan's Inter-Services Intelligence (ISI), is seeking information about NIA officers and other Indian intelligence units. Additionally, there is a direct threat from Al-Badr to target NIA officials in Jammu and Kashmir (J&K). Intelligence agencies have received inputs suggesting potential targeting of officials, especially during raids, as the NIA conducted numerous operations related to Naxals and Khalistan terror groups in the past 10 days, added the report.

Union Home Minister (UHM) Amit Shah on October 5, inaugurated the two-day '3rd Anti-Terror Conference' organised by the National Investigation Agency (NIA) and said that all anti-terror agencies will have to adopt a ruthless approach so that no new terrorist organisation can be formed in the country. Shah said, "All anti-terror agencies will have to adopt such a ruthless approach that no new terrorist organisation can be formed in the country.” He said that in the fight against terrorism, internationally, in the villages and in the states of India, there is a need to work with cooperation. He said that the Union government had prepared many database verticals in the last five years. Shah stressed that all the agencies of the Centre and the states should make multidimensional and Artificial Intelligence-based use of them, only then would India be successful in the fight against terrorism.

US federal court has granted 26/11 accused Tahawwur Rana an extension until November 9, 2023 to submit a motion opposing his extradition to India in connection with 26/11 Mumbai terror attack, outlookindia.com reports on October 6. Rana, previously appealed the denial of a writ of habeas corpus by a US District Court in California, and the Ninth Circuit Court has now agreed to his request for additional time, pushing the filing date to November 9. The government's response is expected by December 11, 2023, as per the recent court order. Currently detained at the Metropolitan Detention Centre in Los Angeles, Rana faces charges related to the Mumbai attacks and is linked to Pakistani-American terrorist David Coleman Headley, a key accused in 26/11 strikes. The court had earlier granted a stay of extradition in August, 2023 allowing Rana's appeal to be heard by the US Court of Appeals.

Prior to this arrest, the NIA team, with help of Kerala Police, had conducted a raid at Ibrahim’s residence, in Tholicode near Vithura in Thiruvananthapuram District. The illegal funding network of Canada-based pro-Khalistan terrorists, nurtured by Pakistan's Inter-Services Intelligence (ISI), had a strong link to gangsters incarcerated in Tihar prison, in New Delhi including Lawrence Bishnoi, Kaushal Chowdary, Amit Dagar, and Navin Bali, were roped into funnel extortion money to Arshdeep Singh Gill alias Arsh Dala and Hardeep Singh Nijjar in Canada, reports The Sunday Guardian on October 8. They received messages from ISI operatives and arranged sophisticated weapons in exchange for hawala money, while the Indian security agencies exposed the connection between Dala and Nijjar, they are among the many Indian gangsters who fled abroad, directing criminal activities from overseas. The pro-Khalistan elements had ties with Punjab-based criminals and gangsters, making obtaining Canadian visas easier for their gang members, said the report.

A special National Investigation Agency (NIA) court in Mumbai on October 9, sentenced two citizens of Bangladesh, identified as Ripen Hussain alias Rubel and Mohmmad Hasan Ali, to five years' imprisonment for harbouring terrorists of Ansarullah Bangla Team (ABT), reports NDTV. They are sentenced under relevant sections of the Indian Penal Code (IPC) and Foreigners Act. NIA had filed charge sheets against all the arrested accused in September, 2018. The searches began at 5:00 am. In Uttar Pradesh, NIA raids are underway in Lucknow, Barabanki, Bahraich, Sitapur and Hardoi. Three houses in the same locality in Lucknow were raided by NIA teams and paramilitary forces. An NIA team also reached the Mumbai residence of Wahid Sheikh, one of the accused in the 2006 Mumbai train bombings. This individual is accused of transmitting sensitive information to Pakistan. The ATS initiated its operation following military intelligence reports, which revealed the Labhshankar’s activities. The accused utilized a WhatsApp number to contact Army personnel and disseminate Remote Access Trojan (RAT) malware with the intent of extracting classified information. He used an Indian SIM card registered under the name Muhammad Saklain Thaim. This SIM card was activated on a mobile phone owned by Azgar Hajibai and subsequently transported to Maheshwari in Anand, as per the instructions of an individual associated with the Pakistan Embassy. Labhshankar was a Pakistani citizen who came to India in 1999, later acquiring Indian citizenship. His extended family remains in Pakistan.

Investigations have revealed that Shihab played an integral role within the terror network operated by the PFI, which was suspectedly responsible for orchestrating the murder of Srinivasan. The NIA had filed a chargesheet against a total of 59 accused in the case (RC-02/2022/ NIA/KOC) on March 17, 2023.
