According to official sources, the Union Cabinet is to meet on December 6 to discuss amendments to the Prevention of Terrorism Ordinance (POTO). Speaking in New Delhi, Union Home Minister LK Advani said although the government could not establish a ‘synergestic relationship’ with the opposition on the measure, it can not run away from responsibilities to the nation. The police, on December 6, arrested two suspected Hizb-ul-Mujahideen (HM) terrorists from Adarsh Nagar area in Northwest Delhi. A suspected hawala (illegal money transfers) operative, who was said to be funding the terrorists, was also arrested from the Jama Masjid area. The police also seized 1.8 kg of explosives, four live electronic detonators, three mobile phones, five phone cards and Rs 67,000 in cash from the two alleged terrorists, both residents of Baramulla in Jammu & Kashmir. An additional Rs 1.48 million of hawala money was seized in subsequent raids. During interrogation, the terrorists reportedly told the police that they were working for the HM Chief Syed Salahuddin and had come to Delhi to collect hawala money and pass it on to terrorist outfits in Jammu and Kashmir. They were also reportedly instructed to deliver explosives to contacts in Delhi.

Delhi police have chargesheeted another person, resident of Lucknow currently living in Saudi Arabia, in Red Fort shootout case in which two terrorists of the Lashkar-e-Toiba (LeT) stormed the Fort and killed two army personnel and a civilian on December 22, 2000. In a supplementary chargesheet filed before metropolitan magistrate, the special cell of Delhi police named Atharuddin alias Abdullah as the eleventh accused in the case. Police sources added that after the December 22 incident, Abdullah went to Jammu and Kashmir where he took part in an attack on a special operation group camp in January 2001. Thereafter, the accused reportedly went to Lucknow from where he fled to Jeddah, the chargesheet stated.

Foreign Minister of the Afghan Interim Authority Dr Abdullah Abdullah, arrived in New Delhi on December 12. He is scheduled to hold talks with Prime Minister Atal Behari Vajpayee and External Affairs Minister Jaswant Singh on the evolving political and security development in Afghanistan to seek India’s help in the reconstruction programme. Dr Abdullah is the third minister of the Interim Authority to visit India. A group of an estimated five terrorists attacked India’s Parliament while it was in session, a little before noon, today, on December 13. Initial reports said 11 people, including all the five terrorists were killed and 30 injured. Among the dead are six security force personnel, including a woman constable. The Prime Minister and all Members of Parliament are safe. The Cabinet Committee on Security (CCS) is meeting at 400pm this evening to review the security situation. The Army and the elite National Security Guard (NSG) have taken control of the Parliament complex. The Defence Minister is in constant touch with the Chief of Army Staff. Besides, Law Minister Arun Jaitly, who was inside the Parliament Complex at the time of the attack, said the terrorists hurled eleven hand grenades and entered Parliament precincts but could not gain entry into the building. News reports speculated that terrorist outfits active in Jammu and Kashmir were responsible, though no outfit has yet claimed responsibility. Responsibility for a similar attack on the J&K State legislature complex in Srinagar on October 1 was initially claimed by the Jaish-e-Mohammed (JeM) though, this claim was subsequently withdrawn. Another Pakistan based terrorist outfit, the Lashkar-e-Toiba (LeT) too has carried out several attacks where high security targets were stormed by the outfit’s suicide terrorists, fidayeen, including the storming of the Poonch police station in J&K on August 23. There have also been repeated threats by these groups, claiming that the Parliament, the Prime Minister, the Minister of Defence and the Minister of Home Affairs would be targeted.

A red alert has been sounded and security beefed up at all key installations throughout the country. Security forces were put on maximum alert and surveillance strengthened at Assembly buildings, State Secretariats, Governor’s houses and other installations. They were arrested on October 31 from Ahmedabad for allegedly sending a threatening e-mail to the Department of Atomic Energy (DAE), earlier on September 21, 2001. Police sources said Mudaliar sent the threatening e-mail to the DAE stating that it was from the LeT. The e-mail said, all the important government installations would be attacked in the next seven days. The police have been trying to establish the Internet link of the accused with terrorists, but sources admitted they had not found any clinching evidence, though they had checked the e-mail correspondence of the accused. Both the arrested persons have been charged with sedition under section 124 of the Indian Penal Code (IPC).

Stepping up its diplomatic offensive against Pakistan, India on December 27 decided to scale down by half the strength of the High Commissions in both the countries. It also banned Pakistani flights from over-flying Indian airspace from January 1, 2002, accusing Pakistan of not doing enough in curbing cross-border terrorism sponsored by it. The Cabinet Committee on Security (CCS) met with Prime Minister Atal Behari Vajpayee in the chair and also decided that the staff and the families of the Pakistani mission in New Delhi would not be allowed to move beyond the municipal limits of Delhi. Briefing the media after the CCS meeting, External Affairs Minister Jaswant said Pakistan had not done enough to curb the activity of terrorist groups based in that country. Asked about the possibility of a war between the two countries, the Minister said, "There is no need for anyone to worry. We are fully prepared". He added, whatever Pakistan had done had been only ‘cosmetic’ and to "dupe the international community".

A red alert has been sounded in Delhi, following the arrest of two suspected terrorists, on December 28, and investigations and intercepts, which reportedly revealed that terrorists of the Lashkar-Toiba (LeT), the Jaish-e-Mohammed (JeM) and Al-Umar Mujahideen had sneaked into the national capital to carry out more terrorist attacks. These terrorists have reportedly been assigned for suicide attacks on VVIPs and important government installations. Security at all the important installation has been tightened. Meanwhile, following a directive from the Union Home Ministry, security at all 76 government installations will be handed over to Central Industrial Security Force (CISF) as a follow up to the December 13-Parliament attack. Official sources said deployment of the CISF would ensure a common command for guarding all government buildings.

Prime Minister Atal Behari Vajpayee, at a meeting with leaders of all political parties in New Delhi, on December 30, said he was confident that diplomatic pressure would resolve the crisis with Pakistan. He said the international community was aware of India’s anger in the wake of the December 13-attack on its Parliament, which India has blamed on Pakistan-based terrorist outfits operating at the behest of Pakistani military intelligence. The Prime Minister added, "I firmly believe this will put sufficient pressure on Pakistan and it will be forced to act against the terrorist groups". At the meeting, Opposition leaders spoke in favour of pursuing diplomatic pressure and Foreign Minister Jaswant Singh unveiled a series of possible further steps, including handing over to Pakistan a list of terrorist leaders India wants to see arrested. The meeting also decided to send delegations, including government and Opposition leaders, to various world capitals in January 2002 to push India’s case against terrorism sponsored by Pakistan.

He said, "So far steps have been taken at the diplomatic level only, and even such strong measures have not been taken in the past. Any step at the non-diplomatic level can be taken only because our neighbour continues to support terrorism". Member countries of the South Asian Association for Regional Cooperation (SAARC), on December 31, agreed to make major changes to the SAARC Convention on Suppression of Terrorism to make it more relevant to the present situation.Meeting ahead of the seven-nation summit beginning January 4, 2002 in Kathmandu, SAARC Foreign Secretaries discussed the draft declaration that favoured immediate enactment of enabling legislation by member countries for implementing the 1987 Convention within a time frame. The Joint Secretary (SAARC) in the Indian External Affairs Ministry said in New Delhi that the grouping accepted India's suggestion that the Convention be referred to legal experts for updating it and to make it more effective in implementation at the regional level. Pakistan, which along with Bangladesh, has still not implemented the mandatory provisions of the Convention did not oppose the Indian proposal, he said.
