Union Home Minister L K Advani said the government was examining constitutional and legal provisions to devise steps to ensure that police personnel engaged in combating cross-border terrorism were able to discharge their duty without fear. Advani was addressing the annual conference of State police chiefs, in New Delhi, on September 5, 2001. Speaking on the occasion, he said, "There should be some provisions in the law... so that no policeman who acted firmly and without mala fide against terrorist elements in the cause of his national duty, is hounded out for extraneous reasons.'' The Minister contended that there were safeguards for the security personnel during an open war, but in an abnormal situation of a proxy war, there were no legal provisions to protect police personnel who had done something in a bona fide manner to provide security to the common people.

The Indian government expressed great shock and condemned the terrorist attacks in the United States as a ‘dastardly crime’. The Cabinet Committee on Security (CCS), at an emergency meeting at the residence of the Prime Minister, on September 11, conveyed its deepest condolence and sympathy to the people, government and president of the country. External Affairs Minister Jaswant Singh said, "India offers to the United States its deepest sympathy. We stand with the US and the rest of the international community in our commitment to defeat terrorism.'' He said details were still pouring in and that he did not wish to speculate on the casualty figures. The Minister said he was in constant touch with the Indian Embassy in Washington and the Permanent Mission at the United Nations in New York. He added that Indian diplomatic staff in the US was safe.

According to official sources, the Union government has decided to review a 1979-contingency plan to deal with emergency situations following the situation that the US has come to face in the wake of the September 11-terrorist attacks in New York and Washington D.C. An inter-ministerial group of bureaucrats and security officials held a meeting in New Delhi, on September 12, to review the contingency plan. It was felt that in the backdrop of the threats posed by cross-border terrorism and other forms of terrorist violence, several outdated aspects of the contingency plan needed to be scrapped. The contingency plan was last reviewed in 1987. Since then, the country has experienced two major terrorist strikes — the 1993 Mumbai serial blasts and the Kandahar hijack in 1999.

Two kg of RDX, a hand grenade and two detonators were recovered from their possession. Immediately after the arrests, police raided a house at Taimur Nagar in Okhla and recovered six kilograms of explosive material Police sources said, during preliminary interrogation one of the terrorists revealed that he had entered India through the Kupwara border in north Kashmir and was tasked with carrying out blasts at crowded places, among other locations in Delhi. He had been provided the hideout in Delhi by a person identified as Asad, a former Jamia Millia University student. The former student, however, managed to evade arrest.

External Affairs Minister Jaswant Singh, while talking to newsmen, said, "There have been contacts at all political, executive and operational levels about this.’’ He indicated that India would agree to provide logistical help or a staging ground for a US military operation. Speaking to a private TV channel he said, "There cannot be any bargain on terrorism. Any such bargaining will tantamount to accepting terrorism and granting it legitimacy''. External Affairs Minister Jaswant Singh, speaking at a press conference in New Delhi on September 20, said that Pakistan was still promoting cross-border terrorism and terrorist outfits continue to flourish there despite the country’s proclaimed support to the fight against global terrorism. Commenting on possible US military strikes against the Taliban regime, he said indicated that a global effort against terrorism cannot be unidimensional and military action was only one of a the options and not the final determinant in the fight against terrorism. He also said that in order to eliminate terrorism, the international community has to fight it on several fronts, which would require ‘a lot of stamina’, and military action was only for a select purpose. The Minister said that intelligence inputs have indicated that the Taliban high command has recalled its terrorists from Jammu and Kashmir in order to fight in Afghanistan in case of a US military strike. According to him, "Mohammad Omar has issued an appeal that all terrorists in Jammu and Kashmir should quickly move towards Afghanistan and come to Afghanistan to stand up against what is apprehended".

As for the India-Pakistan dialogue process, the Minister ruled out any possibility of any talks with Pakistan in the near future. He said, "Pakistan is too preoccupied both with the internal situation and what it faces on its Western front." The Minister also made it apparent that India is not dependent on the US to wage war against terrorism and said that the country had the self-confidence to fight the menace alone. He said, "India's fight against terrorism did not start on September 11. For years India has fought it alone. If the rest of the world is with us, we are glad. When the world was not with us we fought it alone."

Besides, SIMI cadres recently distributed pro-Taliban leaflets and pamphlets in Delhi and other cities.
