On May 4, police in Delhi claimed to have arrested a terrorist of the Jammu and Kashmir Islamic Front (JKIF) suspected to have planted the explosive device in Connaught Place on May 2. Six suspected agents of Pakistan's Inter Services Intelligence (ISI) were arrested in New Delhi on May 6. Delhi police said that the arrested agents were plotting to kill Tarun Tejpal, editor-in-chief of the portal tehelka.com and his colleague Anirudha Bahl. Police added that the six arrested included gangsters from Bihar and Uttar Pradesh and a large quantity of arms and ammunitions have been recovered from their possession besides some fake Indian currency. A layout plan of the office and residence of the Tehelka chief besides photographs of Tarun Tejpal and Anurudha Bahal were also recovered from them. The six arrested persons are reported to have confessed that three politicians, including a Member of Parliament (MP) from North Bihar and members of Bihar Legislative Assembly (MLAs) have aided them. An MP of Bihar’s ruling party Rashtriya Janata Dal (RJD) is alleged to have facilitated a meeting between the accused and an ISI official who had planned the conspiracy.

A team of the Delhi police left for Nepal on May 8 to try and track the agent of Pakistan's Inter Services Intelligence (ISI) code-named 'Jain' who is believed to be behind the conspiracy to kill Tarun Tejpal, the editor-in-chief of tehelka.com. Discussion on international terrorism would be one of the main agendas of Tajikistan President Enomali Sharifovich Rakhmonov, who arrived in New Delhi on May 9 on a three-day visit. Tajikistan, a front-line state of the CIS bordering Afghanistan, is faced with threat from the Taliban, international terrorism and fundamentalism and drug trafficking. A senior official of the Ministry of External Affairs said, "Certain concrete actions on terrorism are going to be discussed" during Rakhmonov's discussions in New Delhi. India which has sponsored a draft for a 'Convention on International Terrorism' in the United Nations, would be seeking Tajikistan's support for that. The two sides are also expected to discuss steps for cooperation against terrorism, drug trafficking and the threat of Taliban.

Two separate explosions were reported from two highly sensitive areas in New Delhi on May 9. The first bomb went off near Army Headquarters. Within ten minutes another bomb exploded in a parking lot on Dalhousie Road behind the south block- which houses the Prime Minister's Office, the Ministry of Defence and the Ministry of External Affairs. One person was injured in the explosion. According to senior police officials the blast was of very low intensity. Preliminary investigations revealed that the explosive used in both bombs were similar to the one found in the bomb discovered at the North Block on April 10. In the past one month two bombs have been discovered in the high security New Delhi area. While, the first one was found in the North Block on April 10, the other was discovered in a garbage bin in Connaught Place on May 2. Meanwhile, security in the entire area has been beefed up.

However, no damage was reported. A senior police official said on May 21 that the nature of the explosive was yet to be ascertained. Initially, the police termed it as 'crude bomb/fire cracker' explosion. Later, however, BSF sources said it was actually an AK-47-launched grenade. This is the first time that a grenade launcher has been used in a terrorist attack in Delhi, the national capital. According to BSF officials who have served in Jammu and Kashmir, the weapon used was identical to what terrorists in Jammu and Kashmir frequently use. After his meeting with the Prime Minister and the Home Minister in New Delhi, Gogoi stated that the State government is formally writing a letter to the Prime Minister to ascertain whether the Union government was planning to extend the area of cease-fire with National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). He reiterated his opposition to extension of the area of the cease-fire to Assam on the ground that it would legitimise the activities of the Naga terrorist outfit. At a press conference in New Delhi, on May 28, he ruled out any role for the All Parties Hurriyat Conference (APHC) in the scheduled Vajpayee-Musharraf talks. Replying to a question on whether a change had taken place in India’s stand that it would not talk to Pakistan till a conducive atmosphere was created, Jaswant Singh said it is the government’s assessment that such an atmosphere has been created taking into account the totality of the situation.
