They will make serious efforts to undermine the cease-fire". He added that "…there are also important vested interests in both the Indian and Pakistani establishments who want the (Kashmir) conflict to continue."

He added that so far, "There has been no request from the Hurriyat for visiting Pakistan and if it comes, we could consider it." In conflicting statements on December 15-16, senior leaders of the All Party Hurriyat Conference took opposing postures before the executive council of the alliance was to meet on December 17 to formulate its official response to the Prime Minister's cease-fire offer. As new reports indicate, members of the executive committee are now clearly divided in the 'hawks' and 'dove' camps. While the Hurriyat chairman, Professor Abdul Gani Butt, and other senior leaders such as Abdul Gani Lone and Mirwaiz Omar Farooq made statements on December 16 hinting at a positive response to the on-going cessation of offensive operations by security forces and warned against negative responses, other senior leaders such as Syed Ali Shah Geelani and Sheikh Abdul Aziz have hinted at taking a negative posture towards the cease-fire and insisting that support to terrorists operating in Jammu and Kashmir must continue.

Speaking to a congregation at Srinagar's Jama Masjid, the Hurriyat chairman warned that indiscipline within the alliance will not be tolerated and "Individuals or groups committing a breach of discipline would be thrown out of the alliance". Opposing this stand, a spokesman of the pro-Pakistan terrorist outfit, Jamiat-ul-Mujahideen in a statement warned the Hurriyat chief that he should desist from "forgetting the real objective". Commenting on the reported contention of the Hurriyat chief that the people of Kashmir could not afford to offer any more sacrifices, the spokesman described this contention as "a tool to demoralise and harass the Kashmiri Muslims".

Speaking to newspersons at a Lahore party on December 16, the chief of Markaaz-ud-Dawa-wal-Irshad, the parent outfit of the Lashkar-e-Toiba (LeT), Hafiz Muhammad Saeed urged the Pakistan government not to accept what he described as Indian Prime Minister Vajpayee's offer for talks. He claimed that doing so would be a blunder and deal a serious blow to the terrorist movement in Jammu and Kashmir. A news report cited him as saying that "…the Jehad should be continued according to Quranic injunctions till the time the enemy was rendered completely helpless". Hafiz Saeed, who is also the amir of the LeT, alleged that the government was changing its stance on the Kashmir issue to please the United States. He added the government should not succumb to foreign pressure on the question of Jehad only to get loans. He also said that foreign pressure could force Pakistan to accept the Line of Control as an international border. He urged the media to be watchful and not allow the rulers to do so. The Lashkar amir opined that economic conditions should not be given extra importance nor should they be an impediment in the way of Jehad.

At a meeting of its executive committee held on December 17, the All Party Hurriyat Conference (APHC) formally welcomed the Ramadan cease-fire announced by Prime Minister Atal Bihari Vajpayee and called for talks with the government on the Kashmir issue. A Hurriyat spokesman said the meeting of the seven member executive committee discussed "the situation arising out of the unilateral ceasefire and unanimously reiterated its stand that Hurriyat will take part in any meaningful and result-oriented political process aimed at resolving the Kashmir issue permanently." All top Hurriyat leaders attended the executive council meeting, including chairman Abdul Gani Bhat, Mirwaiz Umer Farooq, Syed Ali Shah Geelani, Abdul Ghani Lone, Mohammad Yaseen Malik, Maulana Mohammad Abbas Ansari and Sheikh Abdul Aziz. News reports added mild clashes occurred between supporters of the Hurriyat leaders outside the venue of the meeting. Supporters of pro-independence leader Mohammad Yaseen Malik, also the chairman of the Jammu and Kashmir Liberation Front (JKLF), indulged in a sloganeering duel with pro-Pakistan supporters of Geelani. Later, the leaders of the alliance maintained there was complete unity within the front and dismissed speculation of any imminent split.

In an interview to the Pakistani daily Dawn, published on December 17, former Hurriyat chairman Syed Ali Shah Gilani said that the alliance might split because of conflicting positions taken by its senior members on the Indian Prime Minister's cease-fire offer and New Delhi's indication that peace talks with the Hurriyat leaders were possible. He added that "Cease-fire is not the real issue. Peace is not the real issue. The real issue is solving the festering problem of Kashmir," claiming that "Peace will come naturally and it will be the only real durable peace when the issue of Kashmir is settled once and for all." He also criticised a suggestion by some Hurriyat leaders, including Abdul Gani Lone, that Mujahideen groups should work under the political leadership of Kashmir and that they should not dictate terms to it. He asserted that terrorists operating in the state "must be given good reasons to trust the political leadership. Only then will they be able to follow the leadership". Commenting on Pakistan's role in the dispute, he claimed that the country "…has supported the cause of Kashmir. But it has not always been able to sort out its friends from the foe. There are people (in Hurriyat) who need Pakistan more than they love Pakistan. I am some one who loves Pakistan first." He also said that he had he had given Hurriyat chairman Prof. Butt four points of basic principles that should govern Sunday's proceedings: Talks within the Indian constitution should be shunned; the Line of Control should not be accepted as a permanent border; any talk of accepting internal autonomy that may be offered by India should be rejected, and Hurriyat should reject any overtures by India to dissolve the state assembly in Jammu and Kashmir aimed at giving a chance to Hurriyat leaders to seek a role in power-sharing under the Indian rule.

The Jammu Kashmir Liberation Front (JKLF) chief Amanullah Khan addressing a press conference in Islamabad on December 18 said that the Indian cease-fire though appreciable, would not prove instrumental in resolving the Kashmir issue. He added that his outfit would not accept any solution to the issue, imposed on the Kashmiris against their will, nor "would it accept the division of the motherland". He also demanded that Pakistan recognise "the Kashmiris' right to act for reunification and complete independence of the divided state". Maintaining that neither the All Parties Hurriyat Conference (APHC) nor the National Conference could be termed as the sole representative of the Kashmiri people, he asked for inclusion of the JKLF in the proposed peace talks on Kashmir. He also demanded that India should publicly recognise the Kashmir issue, release all terrorists from prison and facilitate an intra-Kashmir dialogue to evolve a consensus formula towards resolving the issue.

The chief of the Tehrik-ul-Mujahideen and the Mutahida Jehad Council secretary-general Shaikh Jamil-ur-Rahman said at a press conference, in Lahore, on December 19 that jehad would continue till the withdrawal of Indian security forces from Jammu and Kashmir, implementation of UN resolutions and payment of war damages by India. He said that the terrorist outfits differed with the political leaders of Jammu and Kashmir in that the latter tackled the problem as a traditional political issue, while they considered it as jehad. He termed the cease-fire as a conspiracy devised by the US and India. He said the terrorist outfits would not accept a political or ethnic solution to the Kashmir issue. According to him, the terrorist outfits "wanted Kashmir to be a part of Pakistan where Islam is enforced in its true spirit". He also added, "If the jehad was continued, India would be forced to demand a safe passage for its troops". Shaikh Jamil said, "The chief executive should give a call for jehad instead of considering the talks offer".

The Hizb-ul-Mujahideen's (HuM) 'commander' in Kashmir, Masood, in a statement on December 19, warned the Hurriyat leadership to end its simmering feud on the approach the latter should take on the issue of talks with the Indian government on the Kashmir issue. According to him, "although his outfit favoured the merger of Kashmir with Pakistan, yet it would never rake a conflict on the matter at this crucial moment". Expressing dismay over the reported clash between the leaders of Hurriyat at its meeting on December 17, he said, "The time had come for the Kashmiris to demonstrate to the world that they were in favour of a peaceful settlement of the Kashmir issue". He also added, "there is no reason to doubt the integrity of the Hurriyat leaders for the time being, but if incidents like the one that took place on Sunday recur, they (leaders) would be taken to task".

On December 22, Abdul Majid Dar, 'chief commander' of the Hizb-ul-Mujahideen, announced ‘fullest cooperation’ to the Indian Government’s recent peace initiatives. He added that even though these latest peace moves by India and Pakistan ‘are not enough to resolve the complicated Kashmir issue’, the outfit is willing to co-operate within the framework of insaniyat (humanity). Earlier, on the same day, in Srinagar, Abdul Basit, a Hizb ‘district commander’ along with other terrorists, declared the outfit’s support for a peaceful solution to the Kashmir issue. However, he also added that, ‘the only solution to the Kashmir issue is its merger with Pakistan’. Syed Ali Shah Geelani, leader of the All Party Huriyat Committee (APHC), speaking at a congregation in Srinagar on December 22, stated that "there would be no ‘sell-out’ on Jammu & Kashmir". Describing the extension of the cease-fire as a ‘bold step’, the Hurriyat leader maintained that no solution of the Kashmir issue would be acceptable to them, outside the UN resolutions or tripartite talks involving India, Pakistan and the people of Kashmir. He also maintained that the proposed travel of the APHC leadership to Pakistan was "necessary for taking the terrorist leadership into confidence".Meanwhile the Chief Minister of Jammu and Kashmir Farooq Abdullah, stated, on December 22, that although he was not averse to the Indian government talking to the Hurriyat leadership, he doubted its final outcome. He asserted that the State Police would counter the terrorists who were attacking civilians. Quoting official figures, he said 63 civilians were killed and 183 injured during the last 21 days of Ramzan. According to him, in the preceding 21 days, 57civilians were killed and 62 were injured.Meanwhile, the Indian government has granted permission to the APHC delegation to visit Pakistan in January 2001 in their individual capacity.
