The CPN-Maoist Chairman Prachanda has said that he is in favour of providing King Gyanendra a ‘graceful exit’ from the throne that the Shah dynasty has occupied for the last 240 years, according to Kantipuronline. He said, "The King should not be ousted from the throne in a humiliating manner." But he hinted that there would be no further action against the King if he obeyed the verdict of the people. "Even after he leaves the throne he should be allowed to continue with his business affairs or other activities, including engagement in politics in future if he so desires," Prachanda added. He also said that he was ready to meet the King in person to negotiate his exit. "If necessary, I am even ready to meet him," he said.

King Gyanendra has no plans to seek exile in India following the victory of Maoists in the Constituent Assembly elections, the royal palace has said, dismissing reports that the monarch has sought asylum abroad, The Hindu reported. The reports, which appeared in national and international media saying the King has sought refuge in India, were totally "false and fabricated", Narayanhiti Royal Palace said in a statement on April 20. The King has no immediate plan either to vacate the Narayanhiti Palace or to leave the country to take refuge in India, a palace official said. "It will be pre-mature to talk about the King leaving the palace and going to India in exile. Let the legal procedure take its course," the official added.

Senior CPN-Maoist leader, Ram Bahadur Thapa a. k. a. ‘Badal’, has said that King Gyanendra will be dethroned, without giving him any rights, including cultural privileges that all Shah dynasty monarchs have been enjoying for so long. Badal said they would openly meet with the King and ask him to leave Narayanhiti Palace right away. "This is the best alternative available. If the king fails to abide by the people’s mandate, there is a state mechanism. And there are the people if the state mechanism fails to act. The king will then have to incur a big loss at that point in time," he said.

The US State Department's Deputy spokesman Tom Casey has said that there has been no change yet in the status of Maoists as a terrorist outfit despite their winning the election, according to a April 22 Nepal News report. "We have an organization being placed on the list of designated foreign terrorists organizations. (It) has legal requirements that are placed on us. We have to honour those legal requirements and we'll certainly do so in the case of Nepal," he stated, and hinting of a possible review, said, "You have an organization that moves away from violence and terror and participates in a political process and engages in those kinds of legitimate activities, that would certainly, I think, give people an opportunity to at least look again at that situation and that organisation." "But at this point, you know there's no change in their status and we'll follow the law as appropriate," he added further.

Maoist leaders held consultation with heads of UN agencies, ambassadors and representatives of donor agencies at the UN House in Pulchowk. The consultation focused on development, restoration of peace, army integration and drafting of a new constitution in alliance with other political parties. After the consultation, Maoist chairman Prachanda said there was some confusion in the international community regarding the CPN-Maoist. "We were perceived as stubborn, which is not true. It’s time the international community changed its perception towards us. We expect this meeting to effect that change in the international community’s perception," he said, stressed, "We expressed our commitment to multi-party democracy, peace and rapid socio-economic change in the country." Responding to reporters’ queries, he said special committees will simultaneously effect the integration of the Nepali Army into the People’s Liberation Army and draft a new constitution. The Maoist chairman said they have positively evaluated the United Nations Mission in Nepal’s (UNMIN) role during the monitoring of arms and armies and the Constituent Assembly (CA) polls. Consultations will be held with other political parties on the issue of extension of the UNMIN’s mandate, the Maoist chairman said. He reiterated that the first meeting of the CA would abolish monarchy and declare Nepal a Federal Democratic Republic.

The Communist party of Nepal-Maoist (CPN-Maoist) Chairman Prachanda said on April 24 that he could not rule out the use of violence in future, reports The Himalayan Times. "Right now, I cannot renounce every kind of violence," Prachanda told journalists after meeting ambassadors and United Nations (UN) staff. "We want to lead this process to a logical conclusion and we want to create a model of peace. Through this we want to renounce reactionary violence," he added, without explaining what he meant by "reactionary violence". However, Maoist spokesman Krishna Bahadur Mahara contradicted Prachanda’s statement and said the ultra-leftists had permanently renounced violence when they signed up for a landmark 2006 peace deal. "We can’t think of engaging in violence again when we are coming to power through the ballot," Mahara said, adding, "Maybe the chairman (Prachanda) was trying to say something else but it came out in a wrong way."

US, which still regards the CPN-Maoist as a terrorist organisation, has indicated it would seek "legitimate reconciliation and reintegration politically" in Nepal after the Maoists’ election victory, according to The Himalayan Times. "In any terrorist organisation or any terrorist situation, if there is a way for reconciliation legally and lawfully through the political system, obviously, we prefer that," said Dell L. Dailey, Coordinator of the Office for Counter-terrorism, while briefing reporters on the State Department’s annual terrorism report. The Country Report on Terrorism 2007 acknowledged that Nepal experienced no significant acts of international terrorism in 2007, but said "several incidents of domestic terrorism and politically-motivated violence occurred in urban areas and in the Terai." The report said, "Despite ending their 10-year insurgency and entering into the interim government, the Maoists continued to engage in violence, extortion, and abductions." The People’s Liberation Army ostensibly settled into UN-monitored cantonments but at times attempted to circumvent the disarmament and combatant verification process, the State Department said. Over a dozen extremist groups in pursuit of independence or autonomy and some criminal elements followed the Maoist lead of "negotiation" via armed struggle, the report said. The Maoists exacerbated bloodshed in the Terai in a scramble to regain influence it had lost in the region, the report alleged, but "the Government of Nepal largely ignored the conflict in the Tarai," it said.
