The US ambassador to Nepal, Nancy Powell, met with CPN-Maoist Chairman Prachanda at the latter's residence at Nayabazaar in Kathmandu on May 1, reports Kantipuronline. According to a Maoist source, Prachanda during the meeting said the US government should remove the Maoists from its terrorist list. Powell assured Prachanda that her government would soon remove the Maoists from the terrorist list. "Powell said the act of removing the Maoists from the US terrorist list is delayed due to bureaucratic process," the source said. The US embassy in a press statement issued on May 2 said the meeting was held to discuss the result of the Constituent Assembly (CA) election. The statement added that Powell provided Prachanda an overview of current US government assistance to this country, designed to help create a more prosperous, democratic and stable Nepal. The envoy sought assurances from Maoist Chairman Prachanda that the new government would respect current donor agreements and ensure the safety of those implementing them. This is the first ever meeting of a US official with the Maoist leadership in Nepal.

A cadre of Jwala Singh faction of the Janatantrik Terai Mukti Morcha (JTMM), identified as Srilal Prasad Yadav, died when villagers of Tikuliya village in the Saptari district assaulted him on May 2, reports The Himalayan Times. He had reported entered the village to abduct Bechu Mandal of Tikuliya-8, and was killed in a clash with villagers, the Saptari district police office said. Another cadre Ananda Ram Yadav of Siraha’s Inarwa Village Development Committee -3 was critically injured in the clash. A country made pistol and bullets were seized from the possession of the two cadres.

Despite their commitment to return land confiscated during the insurgency period, the CPN-Maoists have confiscated 40 bighas (6.422 hectares) of land in the Bara district on May 2, Kathmandu Post reported. 106 local residents of the Gadahal Village Development Committee (VDC) in the district claimed that their land have been seized by the Maoists. The deadline to submit the final list of candidates to be elected under the proportional representation (PR) system to the Constituent Assembly (CA) ended on May 2. All the 25 parties qualified to win at least one seat in the CA submitted lists. Under the PR, the Maoists have 100 seats, the Nepali Congress 73 seats, the Communist Party of Nepal-Unified Marxist Leninist (CPN- UML) 70 seats, the Madhesi People’s Right Forum 22 seats, and the Tarai Madesh Democratic Party 11 seats. The rest will go to the fringe parties, from far-Right to the far-Left. The UML, however, decided not to send any of its standing committee members to the CA. The Election Commission will now ask the parties to make necessary corrections, if any, in their PR list and announce the final names of the 575 members. The Cabinet will nominate the remaining 26 members, taking the total to 601.

Cadres of the Jwala Singh faction of the Janatantrik Terai Mukti Morcha (JTMM-J) shot dead one Maoist area committee member, Mukhtiyar Darjee, at Bethani VDC area in the Banke district on May 3-evening, according to Nepal News. The armed JTMM cadres also assaulted Darjee's family members and threatened to kill all of them if they didn't quit the Maoist party immediately. Darjee's nephew Arun is a Maoist combatant. Kantipuronline reports that the dead body of an abducted Village Development Committee (VDC) secretary of the Bispitti VDC, Allauddin Ansari, was found buried at the bank of Chharahara River in the Sitamarhi district of the Indian State of Bihar on May 3. According to Ramshila Devi of Halkhori-5, who was arrested in connection with Ansari's abduction, Ansari was murdered a week after his abduction by an unidentified armed group on January 10 from his rented home. Indian Police has reportedly arrested three Indian nationals, including a woman, in connection with the murder.

The Maoists attacked meeting coordinator and teacher Deepak Subedi when the issue of CPN-Maoist district adviser Dharma KC having grabbed some land belonging to Jankalyan Lower Secondary School was raised. The meeting ended abruptly after the Maoists attacked Subedi. According to a press statement, the bank will provide US$ 50 million under the Emergency Peace Support Project to help the Government fulfil commitments made under the Comprehensive Peace Agreement and the subsequent 23-Point Agreement inked between the Government and Maoists. The grant will be used to pay compensation of NPR 100,000 each to the families of the war deceased. Likewise, the money will also support payment of NPR 3,000 per month to approximately 19,600 verified Maoists in cantonments, including arrears on these payments that have built up over the past 10 months, the statement said and added, "The project will also help the government pilot reintegration initiatives."

Chief Election Commissioner Bhoj Raj Pokharel handed over the certificates to the winning candidates from 25 political parties amidst a function organised at the commission premises. According to Pokharel, the CA has 33.22 percent representation of women, 34.09 percent Madhesis, 8.17 percent Dalits, 33.39 percent Janajatis and 3.83 percent candidates from backward regions. Other groups have 33.91 percent representation. The list of 574 elected candidates was due to be submitted to Prime Minister and Parliament secretariat. The CA Court has ordered to hold the result of Mahottari-6. Victory of Sarad Singh Bhandari of the Madheshi Janadhikar Forum from this constituency has been challenged at the court. Other 26 members of the 601-member CA will be nominated by the council of ministers. The Prime Minister has to call the first sitting of the CA, which will take place within the next 21 days.

Prime Minister Girija Prasad Koirala formally asked the CPN-Maoist Chairman Prachanda to take the initiative to form the next Government, reported The Hindu. In a meeting of leaders of three major parties — Maoists, Nepali Congress and Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) — held at the Prime Minister’s official residence, Koirala said that Prachanda, as the leader of the largest party in the Constituent Assembly, should build a consensus among the major parties. According to Peace and Reconstruction Minister Ram Chandra Poudel, Prachanda said he would come back to the parties on May 25 (today)-morning with his party’s proposal.

Nepal became a Federal Democratic Republic after the CA overwhelmingly voted for abolition of the monarchy in the country. The chairman of the meeting, Kul Bahadur Gurung, announced, “I declare that the proposal tabled by the government for implementation of a republic has been passed as 560 members out of 564 present today voted in favour of the proposal and 4 against.” Only the royalist Rastriya Prajatantra Party-Nepal members voted against the proposal. The CA also instructed the Government to make sure that King Gyanendra Shah and his family leave the Narayanhiti Royal Palace within the next 15 days. Earlier in the day, a meeting of the major political parties agreed to have a ceremonial President as the Head of the State and an executive Prime Minister as the Head of the Government.

He said, "We are not ready to offer head of state and other key posts to those who were defeated in the elections. If those overthrown by the people still claim them, we will not accept it."
