Nepal News reports that Autonomous Tharuhat National Council formed Tharuhat Liberation Army in Kailali district in the far-western region in order "to make the revolt of the indigenous people successful". The Council was founded by Laxman Tharu alias Roshan after he defected from the CPN (Maoist) following differences with the party's top leadership some time back. Tharu is currently the chairman of the council. Tharuhat Liberation Army has vowed to fight for "liberation of Tharu people" and establishment of Tharuhat province in federal Nepal and in the long run to make "the revolt of the united Indigenous people successful". People from Tharu community who mostly live in the Terai belt of the country have started to reorganize under different community-based organizations lately to oppose demands by Madhesi parties to turn entire Terai region into a single Madhesh province.

He said, “Our friends abandoned study and got involved in the revolution (armed conflict). Whatever skill and knowledge they earned, they must receive recognition.” The Maoist ideologue’s statement comes in the wake of various quarters saying that the Maoist combatants must be integrated into the national army as per the criteria of the Nepal Army for new recruitment.

Kantipuronline reports that Kirat Janabadi Workers Party (KJWP), an ethnic armed group, on November 6 forwarded a six-point precondition, seeking the government’s commitment to fulfill it before coming to the negotiation table. In a press statement issued by the party’s army Supreme Commander Bidroha Bibash Binesh, the KJWP has demanded that the government should create conducive environment for talks and take the entire responsibility of their security. The armed group has forwarded conditions such as making attempts to reach an agreement through discussion, releasing its cadres under custody and withdrawal of all action proceed against them, invitation to come to talks table by cancelling all the protest programmes and fixing date, time and venue for talks after the mutual agreement.

He further informed that the dialogue with the groups would begin by the end of November. He met Anurag, spokesperson for the Samyukta Janakrantik Party (SJP), at Maghawapur in the morning and later met spokesperson for the Madhes Rastriya Janatantrik Krantikari Morcha, Bibas Bidrohi, at an undisclosed location. He also met a top leader of the Madhesi Virus Killers (MVK) in Trikaul late in the previous night. Talking about the outcome of the meeting, MVK spokesman Gaurab said the talks ended on a positive note. "We put forth our demands in an hour-long informal meeting," Gaurab said, adding, "As we were satisfied with the preliminary talks following the minister’s assurances, we have declared truce w.e.f. Monday (November 17)." He said the talks would move depending on the government’s actions. SJP spokesman Anurag said, "We raised the demand of One Madhes One Pradesh. The minister said he would take up our cause in Kathmandu and invite us for talks later." He said the minister was for opening a liaison office to facilitate more talks and assured him of security. Sharma also held informal meetings with 15 Terai armed outfits led by Jwala Singh at an undisclosed location near Sitamadhi. Talking to the media at Janakpur airport, Sharma said he met leaders of the Jwala Singh faction of Janatantrik Terai Mukti Morcha (JTMM-J), MVK, Terai Janatantrik Party, Janatantrik Terai Mukti Morcha and Samyukta Janatantrik Terai Mukti Morcha (SJTMM), among others. He said he was yet to meet the co-ordinator of the Akhil Terai Mukti Morcha (ATMM), Jaya Krishna Goit. He added, "I am due to meet him later."
