An amended European Union (EU) report on Kashmir has asked Pakistan to disarm militants, shut down terrorist training camps and end the flow of weapons and money to the Taliban and other militants based in Pakistani territory, Press Trust of India reported. The report, cleared by the European Parliament’s Foreign Affairs Committee, said Pakistan-based militant groups like the Lashkar-e-Toiba (LeT) and Harkat-ul-Mujahideen (HuM) were continuing operations. It noted that while there has been a steady decline in the number of victims of terror attacks over the past five years, the activities of constantly mutating terrorist groups like the LeT and Harkat-ul-Mujahideen have caused "hundreds of deaths in Jammu and Kashmir and beyond."

Ten more people were killed and an unspecified number of them wounded in renewed fighting between the pro-government tribesmen and foreign militants on April 2, even as the Ahmadzai Wazir tribe gave a call to all the tribesmen to go after the foreign militants and their local supporters to purge the area from outsiders, according to The News. The foreign militants also publicly executed Juma Khan alias Haji Jimak in the Azam Warsak area of South Waziristan to punish the family of a tribal journalist, Din Muhammad, accused of leaking information about the fighting to media from the region. The Uzbek militants, backed by ‘commander’ Haji Omar and his supporters, attacked the house of Din Muhammad in Wana on April 2 and killed Muhammad Amir, father of Din Muhammad, his brother Muhammad Islam and a cousin on the spot while abducting four persons along with them. At least seven tribesmen from both sides were reportedly killed in fresh fighting on April 2-evening in the Zeirha Letta area of South Waziristan.

Two people were killed and nine others injured in a clash between two religious groups at Khyber Agency in the Federally Administered Tribal Areas (FATA) on April 2, according to Daily Times. The fighting started when the Lashkar-e-Islami, headed by Mangal Bagh, cordoned off the Ansarul Islam’s centre in the Shalobar area, three kilometers from Bara Bazaar. Consequently, both groups exchanged gunfire which killed Sher Hasid of the Ansarul Islam and a student, identified as Faisal, and injured nine others.

Two religious seminaries, Jamia Faridia and Jamia Hafsa, are planning to enforce Shariat (Islamic law) in the national capital Islamabad and across the country and said they will announce their movement in the Lal Masjid (Lal Mosque) in Islamabad on April 6, according to Dawn. They warned the government of serious consequences if it tried to create hurdles in implementing the Islamic law. "We will start our Islamic revolution in Islamabad on Friday by launching a crackdown on CDs, DVDs and other secular activities in the G-6 sector. The exercise will be extended to the NWFP [North West Frontier Province] and other areas at later stages. We have full support of madressahs in various cities," Jamia Faridia and Jamia Hafsa in-charge Maulana Abdul Aziz told Dawn on April 2. "Ten thousand students of the two seminaries are ready to sacrifice their lives for Shariat and we are determined to enforce the Islamic law in Islamabad in order to make it example for people," said Maulana Aziz, elder brother of Ghazi Abdul Rashid. He claimed that thousands of people and government officials in Islamabad had lauded the recent raid on a brothel which, he said, was the first successful step of the movement. Asked what the funding source of the two seminaries and the Lal Masjid was, Maulana Aziz said: "Whenever we are short of essential items we close our eyes and demand the goods from Allah. Within a few minutes, we find the desired things in our kitchens." He said he was supporting the Taliban in Afghanistan and South and North Waziristan and conceded that students of his seminary had joined the Taliban but on their own. "No doubt, our students are joining jihadis because we are teaching them jihad but we have not pressurised them to fight, rather they are doing it by their own," he said.

A tribal army of 900 volunteers was raised on April 3 to support Maulana Nazir, a pro-government militant commander waging a fight against Uzbek militants and their local supporters in South Waziristan, according to Daily Times. A Jirga (tribal council) of Ahmedzai Wazirs met again in Wana’s Rustam Bazaar to consider the request for an army from Nazir, the chief of the Taliban in South Waziristan, against Uzbeks resisting attempts to be expelled from the area. "Tribal elders of Ahmedzai Wazirs gathered in the bazaar and approved raising a lashkar [army] of 900 volunteers," said reports. Uzbek militants are reportedly in full control of western parts of Wana, such as Azam Warsak and Kaloosha, giving them a safe passage to the Afghan border, while Nazir is strong in the eastern and southern parts of Wana and cannot cut off Uzbek supply lines from the Afghan border.

An estimated 50 people were killed in fresh clashes between pro-government tribesmen and foreign militants in South Waziristan on April 4, reports Daily Times. A tribal army led by Maulana Nazir, a pro-government militant commander waging a fight against Uzbek militants, captured the strategic area of Sheen Warsak west of Wana after a fierce battle in which 19 Uzbeks and five tribesmen were killed. Three paramilitary soldiers were also killed during the fighting. In a gunbattle in Zaghunday, north of Sheen Warsak, the tribal army killed 25 Uzbeks.

The deputy in-charge of Lal Masjid and its Madressah Hafsa, Maulana Ghazi Abdul Rasheed, said the court had been set up but its formation would be formally announced on April 6, today, with the commencement of a three-day Nifaz Shariat-o-Azmat Jihad Conference to be held in the Lal Masjid. He said the court was not a new thing because there was a general practice that Muftis often sat in the mosque to issue decrees (Fatwas) to resolve different kinds of disputes in the light of what he called ‘Shariat’. Mohammed Shakil, 30, of Beeston, a suburb of Leeds; Sadeer Saleem, 26, also of Beeston; and Waheed Ali, 23, who recently lived in London but was originally from Beeston, were arrested on March 22, 2007. Saleem was reportedly arrested in Leeds and the other two men were detained at the Manchester airport as they were preparing to board a flight to Pakistan. Arbab Muhammad Arif, Secretary (Security) for the FATA, told The News that 40 persons were killed and 43 injured in the fighting in Kurram Agency. He said authorities have not kept any count of the number of Sunnis and Shias who have died in the clashes. However, he denied the suggestion that Pakistan Army’s helicopter gun-ships had caused most of the fatalities by firing at combatants from the air. The petition moved by Shahid Orakzai, a freelance journalist, has been filed under Article 184 (3) of the Constitution as a matter of public importance and urges the court to restrict the activities of Aziz and Ghazi. The petitioner has also requested the court to issue immediate orders stopping the government from using force against the seminaries to prevent the loss of life or injury to any person. Formally announcing the establishment of a parallel judicial system, the pro-Taliban Lal Masjid administration on April 6, 2007, had vowed to enforce Islamic laws in the federal capital Islamabad and threatened to unleash a wave of suicide bombers if the government took any action to counter it.

An official said that around 2,000 tribal volunteers and militants allied to ‘commander’ Maulana Nazir entered Azam Warsak on April 9-morning and hoisted white flags, according to Dawn. "With God’s help, we have forced Qari Tahir Khan and his supporters to flee," Mullah Owais Hanafi, a spokesman for the tribal army led by Maulana Nazir, said in a statement. Qari Tahir Khan is a local name for Tahir Yuldashev, leader of the outlawed Islamic Movement of Uzbekistan. "By (Monday) mid-day, the tribal army reached the centre of Azam Warsak to hoist a white flag – signifying the return of peace – and Uzbek militants left the area long before our mujahideen’s arrival," Hanafi said. "There was no resistance… It was a problem area but it’s clear now," South Waziristan administrator Hussainzada Khan told Dawn. At least 45 more people were killed during sectarian clashes in the Kurram Agency of Federally Administered Tribal Areas (FATA) on April 10-night and April 11 as Shia and Sunni combatants continued to attack each other’s villages with heavy weapons despite warnings of military action by the government against those refusing to stop fighting, The News reported. For the sixth day, fighting occurred in most parts of the Kurram Agency bordering Afghanistan. Certain villages such as Inzari and Shiblan, which were peaceful so far, are now reportedly witnessing violent clashes. Two other villages, Jelamai and Chardiwar, were burnt and more than a dozen of their male inhabitants were shot dead. The highest number of casualties took place in Sadda, when missiles reportedly fired from Ibrahimzai village on April 10-night hit positions manned by Sunni fighters drawn from a army of Massozai, Orakzai and other tribesmen. Sources said 19 men were killed and 30 injured. Combatants in Sadda retaliated with heavy firing at Ibrahimzai, Balishtkhel and Sangina villages. There were reports of death of eight people in this attack on Balishtkhel. Casualties in other parts of Kurram Agency included one dead and four wounded in two missile attacks on houses in the border village of Kharlachi, one killed and two injured in Shingak village, one dead and two wounded in Shiblan village. Three persons were injured when a missile allegedly fired from Afghan territory hit the border village of Bhurki. There were unconfirmed reports that 10 bodies of fighters were transported to their native villages in Hangu district for burial.

He also said that Pakistan would shortly commence fencing of its borders along a 12-km stretch with Afghanistan to ‘choke off’ cross-border infiltration. “No regular movement is taking place between South Waziristan and Bermal of Afghanistan. It is very less; if at all there is any movement. If someone proves it through satellite imagery, I am responsible,” Major Gen Gul Muhammad told a group of Pakistani and foreign journalists visiting the region. Gul, who commands Pakistani troops operating in most of the tribal region along the Afghan border, said he had made what he described as `coercive deployment’ of troops to stop cross-border infiltration. He disclosed that Pakistani forces had set up 33 check-posts along South Waziristan’s borders with Afghanistan, conducting regular patrolling, mostly through the night and sharing information with western forces across the border. According to him, troops operating in the border region had also imposed a night curfew in a stretch of three kilometers to check cross-border movement.

He said the Taliban had support from southern Afghanistan where locals supported Taliban guerrillas. "Mulla Omar is also in south Afghanistan. He never came to Pakistan," he claimed, adding that Pakistan alone could not stop movement on its border with Afghanistan. Gen. Musharraf also claimed that there was no Pakistani Taliban in the Balochistan province. "They are Afghan Taliban who cross the border and find sanctuaries in refugee camps. We have arrested 700 Qaeda men and eliminated Al Qaeda from our cities," he said. He said Pakistan had taken six initiatives to contain extremism: stopping misuse of loudspeakers at mosques, banning sectarian outfits and arresting their leaders, checking hate material, revising the schools syllabus, mainstreaming madrassas, and trying to ensure Islam is understood in its true perspective. "The degree of success in these areas varies ... but we are in the right direction." He asked the West and particularly the United States to help the Muslim world in bringing about socio-economic change.

Pakistan has adopted a four-pronged strategy based on military, political, administrative and developmental measures to tackle terrorism and extremism, President Pervez Musharraf said on April 23, according to Daily Times. In an interview to Polish Television, the president said besides taking effective military action, Pakistan has launched administrative, political and development reforms in the areas near the Afghan border to combat terrorism. "We are spending a lot of money and the US is giving us $150 million annually for development projects in those areas," he said. "We are sealing our borders so that the people do not go across into Afghanistan, but the ultimate battle remains in Afghanistan," he added. Explaining Pakistan’s strategy, Gen. Musharraf said it involved military action against the Taliban, followed by reaching out to people through an agreement that his government was trying in North Waziristan. He claimed the agreement aimed to end fighting, adding that "We are putting pressure on the people who signed the agreement to deliver what they signed." He said the tribal people had killed 350 foreigners because of the political deal. The president said no country in the world had done as much as Pakistan, adding that no other country had arrested any al Qaeda leader. He informed: "We have lost 500 soldiers, and killed thousands of people and arrested over 700 al Qaeda members in this war against terrorism." He also said the majority of Pakistan is moderate but some parts of the country do have Taliban and al Qaeda elements. He noted that religious groups had never secured more than seven percent of the seats in parliament, but due to the fallout of 9/11, they had a 17 percent share in the present assemblies.

Six people were killed and 12 others sustained injuries when Lashkar-i-Islam activists and security forces (SFs) exchanged fire at Bara in the Khyber Agency of Federally Administered Tribal Areas (FATA) on April 23, according to Dawn. The clash occurred when Lashkar-i-Islami activists and a group of school-children marched to the residence of their opponent Pir Saifur Rehman in the Mandi Kas area at around 9.30am. Officials said that when the children and armed Lashkar activists reached the fortified residence, some people in the crowd opened fire on the SFs. The troops retaliated and four students were killed and 12 people wounded. Two of the injured died in hospital. Eyewitnesses told Dawn that most of the dead and injured were aged between 15 and 20.

"Those who do nothing against terrorism, like (Afghan President Hamid) Karzai, are also the ones who criticise those who are fighting, like us," Gen. Musharraf told the Spanish daily El Pais. He denied accusations of President Karzai that the al Qaeda chief Osama bin Laden and Taliban leader Mullah Mohammad Omar were in Pakistan, saying the two men were ‘probably’ holed up in Afghanistan. "Those who say that the ISI [Inter-Services Intelligence] helps the Taliban because we want a weak Afghanistan are liars," claimed President Musharraf. "They say these things to hide their shame because they are losing the war against the Taliban," he observed. President Musharraf also said any attack by the US on Iran would fuel sectarian tension in Pakistan. Abd al Hadi al-Iraqi, who was taken to Guantanamo Bay within the past week, was reportedly intercepted as he was trying to reach Iraq to manage the al Qaeda operations and possibly plot attacks against western targets outside Iraq, Pentagon spokesperson Bryan Whitman said. "He also in recent years was involved in plots to assassinate perceived opponents of al Qaeda to include Pakistan President Musharraf as well as other officials," he stated. Recently, he associated with leaders of extremist groups allied with the al Qaeda in Afghanistan and Pakistan, including the Taliban, the Pentagon added. Al-Iraqi was held by the Central Intelligence Agency (CIA) before being turned over to US military authorities, said Whitman. The clerics asked the people to restrict the entry of female staff of NGOs into their houses, saying these women were urging local women to go for family planning against their husbands’ will, which was a sin. “Attack the offices and workers of such NGOs who brought such women to our areas to spread obscenity,” the clerics were quoted as having said in the sermons. Sources added that two partner NGOs of the BADP had inducted four female employees for their health and education projects but the local clerics objected to this and asked them to expel the women.
