Local residents said that a civilian was killed when the security forces opened fire after the attack. No group has claimed responsibility for the attack, but telephone calls to local journalists in Khar asked them to report the attack as a ‘’fidayee hamla’’ (suicide attack).

Six bomb blasts were reported from different localities of Khyber Agency’s Bara area on September 1-night, reported Dawn. Political Agent Roshan Khan informed that the explosions occurred in the Pakka Tarha, Alam Godar, Speen Kabar, Nala Khwarh, Naway Qamar and Dogra areas. However, no casualty was reported. While officials claimed that the explosions were aimed at creating harassment in the area local people said they had found letters at blast sites “heralding” the arrival of the Taliban in Bara. The letter said the local Taliban had no enmity with any individual or a religious organisation, but warned of strong resistance if anybody tried to harass or arrest them. It said the blasts were a warning to people in Bara who had shed the blood of Pakistani and Afghan “Mujahideen”.

He said a jirga (council) was holding talks with local tribesmen to secure safe passage for the soldiers. Arshad told Daily Times that the soldiers were not missing or held hostage but were staying with the Mehsud tribe. He said the fighters had surrounded the soldiers and forced them to surrender their weapons. “We took them into custody because the soldiers were preparing to launch an operation in South Waziristan,” he said, claiming responsibility for the kidnapping of 10 additional soldiers of the Frontier Corps on September 1. He said negotiations for their release could start once the government agreed to honour a peace accord it concluded with tribal militants in February 2005, under which Islamabad agreed to withdraw troops from the area.

Some attackers appeared driven by anger at the presence of international forces and the civilians being killed in their anti-Taliban operations, the UN Assistance Mission in Afghanistan (UNAMA) study said. Others were motivated by religious zeal or were young boys who had been abducted and forced into the task or somehow persuaded they would survive and earn rewards such as cash, a motorcycle or a cell phone, it noted. There were 77 suicide attacks in the first six months of 2007, about twice the number for the same period in 2006 and 26 times higher than from January to June 2005, the survey disclosed. This year to June, suicide bombings killed 193 people, including 121 civilians, even though three-quarters of the attacks were targeted at Afghan and international security forces, it stated. 62 Afghan security personnel and 10 international soldiers were also killed. Till August 2007, there had been 103 attacks, compared with 123 for the whole of 2006. The first such attack in Afghanistan was carried out by al Qaeda operatives on September 9, 2001, in which the then Northern Alliance leader Ahmad Shah Massoud was killed. There were five between 2001 and 2005 - and they jumped in 2006 to become today an "integral part" of the Taliban's strategy but also used by other Islamist anti-government groups. Little was known about the attackers said the study, based on interviews with about two dozen men jailed in Kabul for failed suicide attacks, and analysis of data and media reports. "They appear to be young (sometimes children), poor, uneducated, easily influenced by recruiters and drawn heavily from madrassas across the border in Pakistan," the report said. The "majority of those who came from Pakistan are Afghan, but not all, either refugees or coming in and out of Afghanistan," UNAMA head Tom Koenigs told reporters ahead of the document's release. There are more than two million Afghan refugees in Pakistan. The report, however, cited a "senior" Taliban commander as saying that more than half were not Afghan citizens, with some coming from Pakistan, Uzbekistan, Tajikistan and Arab countries. He also said 80 percent of suicide attackers passed through recruitment centres, training facilities or safe houses in Pakistan's Waziristan area. "The tribal areas of Pakistan remain an important source of human and material assistance for the insurgency generally but suicide attacks in particular," the report said.

Secretary to the Election Commission Kunwar Irshad said on September 16 that the poll panel has amended Presidential election rules, so that Article 63 of the Constitution that has a clause to bar Government servants from participating in elections unless they have been retired for at least two years, no longer applies to the President. Irshad said the rule of Article 63 (K) stating that "if he (the candidate) has been in the service of Pakistan or of any statutory body or any body which is owned or controlled by the Government or in which the Government has a controlling share or interest, unless a period of two years has elapsed since he ceased to be in such service" has been amended to exempt Musharraf who continued as Chief of Army. According to an Interior Ministry report on suicide attacks, 51 suicide attacks took place since January 2007 to date in which 14 attacks targeted military personnel, four targeted FC, four targeted police, while the remaining 29 targeted the civilian population. The report said that Lal Masjid military operation had caused an increase in suicide attacks on army and paramilitary forces. According to the report, the deadliest attack on Pakistan Army was conducted on September 14 in Tarbela Ghazi in which a suicide bomber blew himself up inside the mess killing 16 personnel of Special Services Group. It’s for the first time in military history that militants targeted the elite force of Pakistan Army and that too in a highly secure and fortified military base. The report also reveals that military was mostly targeted in the North West Frontier Province (NWFP) and tribal areas. Mir Ali, Miran Shah and Tank remained the most favorite targets of suicide bombers. During the period in question three suicide attacks took place in the Punjab targeting army. The first attack was conducted in Kharian Cantonment on March 29 and the second and third in Rawalpindi on September 4 at the same day. According to the report, 56 police personnel died in four suicide bombings during this period. The deadliest attack on police was carried out in Qissa Khawani Bazaar, Peshawar, on January 27 during the holy month martyring 12 police officials including a deputy inspector general of police.

The area’s residents attacked the locals because a Jirga (council) had decided that Shah would no longer be granted sanctuary. Upon learning that Gul Khan and Jehanzaib had violated the Jirga’s decision by sheltering Shah, a Lashkar (tribal army) raided their homes and in the resultant clashes, Karim, an Afghan refugee, was killed along with one of Rahim Shah’s nephews. According to political authorities, local elders have managed to negotiate a truce between the warring parties, but the Lashkar is still holding its position around the houses. Jehanzaib, meanwhile, has surrendered himself to the custody of the Lashkar and a Jirga will decide his fate.

A meeting convened to discuss the response of the civil society to the September 25-attack on the Dera Ismail Khan offices of Strengthening Participatory Organisation also decided to convene a roundtable conference of NGOs, donor agencies, UN agencies and other stakeholders to develop a consensus on the issue of stopping all aid work in the country. The conference would also prepare a strategy for countering growing extremism in the country. UN agencies, which reportedly bore the brunt of extremist attacks earlier this year in Bagh, were also represented at the meeting.

Militants belonging to some unnamed banned outfits have started a new campaign of issuing life threats through letters to Christians, especially in the North West Frontier Province (NWFP) and Punjab for the last three months, according to The News. Aftab Alexander Mughal, in his report on minorities' concerns in Pakistan, said Christians in Peshawar, Charsadda and Shantinagar had been receiving threatening letters for the last three months. The letters read, "We have already sent you letters some times back but you did not listen to our advice. We know that either you have torn or burnt the letters. Through this action you have committed blasphemy and you are liable to death. We will spare you only if you follow our demand otherwise you will be killed." He said people were scared and did not know what to do. "Police and other local authorities are not taking this issue seriously and they are living in fear. Christians, Hindus and Sikhs form a tiny minority in the NWFP and are living under constant pressure. Many laws also curtail their freedom as equal citizens. The blasphemy law is a classic example, which has been misused against us," he added.

The Supreme Court on September 28 cleared the way for President Pervez Musharraf to contest the October 6 presidential election while remaining Army chief, by dismissing as "non-maintainable" all petitions challenging his eligibility, according to The Hindu. The 6-3 majority verdict of the nine-judge Bench did not, however, touch upon the substance of the petitions. Nor did the Bench make any observation on the recent changes to the election rules made by the Election Commissioner, favouring President Musharraf. The verdict said the petitions, which pleaded for the court’s intervention as an issue of public importance relating to fundamental rights was involved, could not be maintained on these grounds. Among the three dissenting judges was Rana Bhagwandas, who headed the Bench. The Opposition parties and the legal community denounced the verdict, and called into question the independence of the judiciary. Government spokesmen said justice and the rule of law had prevailed. Attorney-General Malik Qayyum denied that there was any government pressure on the Bench and reiterated that President Musharraf would step down as Army chief after his election.

An anti-terrorism court at Dera Ismail Khan in the North West Frontier Province (NWFP) on September 29 sentenced a man to rigorous imprisonment for 24 years after convicting him of being a would-be suicide bomber. The man, Sohail Zeb, was arrested by the Tank city police on March 8, 2007, along with two jackets used in suicide bombings, explosives and nuts and bolts. Besides the jail sentence, the judge also fined him PKR 50,000. The name of Sohail Zeb, who was a student of the Tank Degree College, was in the list prisoners whose release was sought by militants during talks with a tribal jirga (council) held for the release of abducted soldiers in South Waziristan. The convict, whose organisational name was Waheedullah, had admitted during interrogation to having received terrorist training in a camp in the Azam Warsak area of South Waziristan.
