A suicide bomber rammed his motorcycle into a Pakistan Air Force (PAF) bus, killing seven officers of the Pakistan Air Force and three civilians on the Faisalabad Road in Sargodha in Punjab province on November 1-morning, according to Dawn. At least 28 people were wounded in the attack. The bus was reportedly carrying PAF staff from the Mushaf Mir Airbase to Kirana Ammunition Depot when the bomber targeted the bus at approximately 6.45a.m. Sources said that 50 PAF personnel and civilians were in the bus. "It was a suicide attack and the target was the bus which was carrying the air force officials and civilians," military spokesman Major General Waheed Arshad told AFP. The District Police Officer Waseem Ahmad Khan Sial informed that the head of the bomber had been found and appeared to be a local. It was the second suicide attack in Sargodha. In an attack in the Police Lines area in mid-August, three police personnel were killed.

According to Dawn, three security force personnel and two civilians were injured in two landmine explosions in the Dera Bugti area of Balochistan on November 1-night. According to official sources, a vehicle of the Frontier Corps supplying food to a check-post in the Gandoai area was blown up after hitting a powerful landmine. In another incident in the Pir Suri area, two civilians suffered injuries after their vehicle struck a landmine.

Daily Times reports that militants and security forces on November 1-night exchanged fire in various parts of the Bajaur Agency in the Federally Administered Tribal Areas (FATA), injuring four Levies personnel. Militants blew up a Levies Aurang checkpost in Utman Khel tehsil (revenue division) and Qamarsar and Sahui checkposts in Mamoond tehsil. Levies at the checkposts opened fire on the attacking militants. Havaldar Bacha and soldiers Ali Rehman, Jehangir and Farooq were injured in the crossfire. The militants also snatched four Kalashinkovs from the security forces and escaped.

Military spokesperson Major General Waheed Arshad said that the latest round of fighting began at 4:30 am when the militants attacked a check-post and the troops responded with mortar and small arms fire. He informed: "It is going on and helicopters are still engaged by law enforcing agencies… According to the information I have from the police and Frontier Constabulary, between 60 to 70 miscreants were killed in Swat's areas of Khwazakhela today." Locals of Khwazakhela, the main point of fighting on November 1, said that the military helicopters started strikes at 4 am, leading to an exodus of the local populace for safer places in the upper parts of the district – Madyan, Bahrain, Miandam and other places. Mortar shells were fired at the Taliban's alleged hideouts at Baryam, Salandai, Imam Dherai, Koza Bandai from the FC camp near Mingora, airport and other areas.

"Unless we clear the high ground positions and dislodge them from hilltops, it would be very risky and dangerous to move foot soldiers in Khwazakhela", he said. He also said that Matta, a major militant stronghold, would be targeted later. He put the militants’ strength in Swat at between 4,000 and 5,000. Virk added that food and ammunition had been provided to police holed up in a police station in Matta. "It’s too dangerous to evacuate them now. They can better defend themselves from inside," he stated.

According to Daily Times, a militant hideout, once owned by the late Taliban commander, Mullah Dadullah, was destroyed in North Waziristan, killing nine unidentified people on November 2. Two foreign militants were among the dead, sources added. Residents and local sources said that the drones flew over the site in the village of Danday Darpakhel before two missiles hit the site. Local sources said that 12 militants were also injured in the blast. The house was used as a training camp and explosives store by militants loyal to Baitullah Mehsud, the leader of local Taliban. Meanwhile, the Military spokesman, Major General Waheed Arshad, said his forces were not involved. He further added, "The army has not fired any weapon in the area."

Militants loyal to pro-Taliban cleric Maulana Fazlullah paraded 48 security force (SF) before media personnel in Swat of North West Frontier Province (NWFP). The SF personnel had surrendered during a week of fierce clashes. One unnamed soldier said, "The militants told us that we would not be harmed if we surrender. If not, then the entire population from the village below will climb up the hill and may kill you." The soldiers subsequently were given PKR 500 each before being released. One of the soldiers told BBC that they do not want to fight with their Muslim brothers who are fighting for the implementation of Sharia.

According to Daily Times, an official statement without using the word 'President' for Musharraf said, "Chief of Army Staff General Pervez Musharraf has imposed a state of emergency in the country and issued a Provisional Constitutional Order." Under the PCO, the Constitution would remain in abeyance. However, the Senate, National Assembly and the Assemblies of Punjab, Sindh and Balochistan were not suspended. The local governments would also continue to work. The proclamation of emergency order reportedly cited "increasing interference by some members of judiciary" and increasing terrorist attacks as justifications. About 250 lawyers were arrested. In Karachi, rangers and police surrounded the Sindh High Court building in Karachi, denying entry to journalists, litigants, lawyers and even some judges. Security forces based in Fizzagat, Frontier Constabulary Camp at Kanju and Saidu Sharif airport fired rockets and used mortar guns to target Taliban strongholds at Matta, Khawazakhela, Kabal and Charbagh subdivisions. The militants retaliated by firing at security forces. A minor boy received injuries when a mortar shell fired by security forces hit his family home in Shakardara area of Matta. Several other houses at Shakardara, Golra and other mountainous villages of the subdivision were badly damaged due to heavy shelling by security forces. According to Daily Times, the crack-down started after the Pakistan Bar Council (PBC) said it saw the ruling of a seven-member Supreme Court bench declaring the emergency illegal, as still valid, and urged lawyers to avoid appearing before any judge who had taken oath under the new Provisional Constitutional Order (PCO). Militants loyal to the rebel cleric Maulana Fazlullah are reportedly in control of six tehsils (revenue division), including Kabal, Matta, Khawazakhela, Charbagh, Maydan and Kalam, out of the eight tehsils in the Swat district. According to Online, the militants have ‘appointed’ officials in the towns they control and ‘seized’ government and non governmental organisation vehicles. According to court officials, they were remanded in custody for two weeks by the Sindh High Court, two days after they were arrested for criticising Musharraf in addresses at the press club in Karachi. The amendment would allow intelligence agencies to apprehend any person suspected of terrorism. Attorney General Malik Muhammad Qayyum addressing the Geo News channel said that some new clauses and offences were being added to the existing Army Act to provide legal cover to law enforcement agencies. He said the ordinance would allow law enforcement agencies to legally arrest and prosecute alleged terrorists without an arrest warrant. Qayyum added that the new ordinance was necessary and inevitable for protecting the sovereignty of the country, and it would be similar to the United States’ Patriot Act. The amendment in the Army Act is missing persons specific, the channel reported. It said that the Supreme Court had questioned the intelligence agencies’ legal authority to apprehend and detain people during the missing persons’ case and this ordinance sought to redress that. The channel said that following the enactment of this ordinance, people arrested and shifted to an unknown location would not have to be presented before any court of law. It reported that the families of missing persons could not ask the courts to force law enforcement agencies to produce suspected terrorists.

Speaking in a news conference, he further said that he would quit the military and be sworn in as a civilian president as soon as the Supreme Court struck down challenges to his October 6 re-election. He, however, declined to say when the constitution would be restored or emergency lifted. He said the decision to impose the emergency had been the hardest he had ever taken but said it reinforced the battle against militants and ensured fair polls. She made the demand on November 13-morning as the Punjab government initiated a massive police action and arrested nearly 100 PPP workers and senior leaders from various parts of Lahore to foil her party’s planned ‘long march for democracy’. The PPP claims that more than 400 workers have been arrested. Talking to reporters by telephone, Benazir Bhutto said Gen. Musharraf had lost the confidence of people and he was incapable of resolving the crisis. “I’ve tried to work with him and negotiated with him to ensure a smooth and peaceful transfer of power to people through fair, free and transparent elections. But he has made a mess of everything,” she said. According to the villagers, security forces (SFs) started fired mortar and artillery shells on the militants’ positions from 1 am to 5 am. Some of the shells fell on the nearby Kooza Alpuri town where a number of houses were reportedly damaged and a number of villagers injured. Majority of the residents were later seen carrying white flags in their hands leaving the town for safe areas in the distant Bisham and Battagram districts after shelling on their villages. On Shangla Top, residents said the militants occupied a rest house of the NWFP Forests Department, a police post and a local hotel owned by an Afghan national. In what appears to be a revenge action for sectarian killings at Parachinar in the FATA, the Taliban beheaded three truck drivers near Darra Adamkhel in the NWFP on November 19, according to Dawn. The drivers belonging to the Juzara and Marai areas of Kohat district had been abducted by the Taliban on November 18-evening when they were passing through the Darra Adamkhel bazaar on their way to the troubled Kurram Agency. The three were identified as Islam, Fateh Ali and Rafique. After the incident, a mosque in Darra Bazaar came under fire when prayers were in progress. Six people were injured in the attack. Tribesmen reportedly chased the culprits and killed one of them and arrested another. Later, the Taliban took away the body from the Zarghunkhel hospital. According to unconfirmed reports, the Taliban had abducted three more people from Darra Adamkhel after checking their national identity cards.

Speaking at a press conference at the US Embassy, he termed the recent police action against protesters, the suppression of media and the arrests of political and human rights leaders as “unfortunate”. He said the sacking of the Supreme Court’s justices also ran counter to the progress made by the country. Negroponte is reported to have encouraged reconciliation between Pakistan’s moderate political forces as the most constructive way forward for the country. “In the current circumstances, engagement and dialogue — not brinkmanship and confrontation — should be the order of the day for all parties,” he stated. He also said that “the best way for any country to counter violent extremism is to develop and nurture a moderate political centre.” Negroponte added that President Musharraf was a strong voice against extremism and the US valued its relations with Pakistan under his leadership. “President Musharraf has been and continues to be a strong voice against extremism,” he noted. "Our offensive against militants has been continuing since last night and there are reports that 20 to 30 more militants have been killed," military spokesperson Major General Waheed Arshad told AFP. Maulana Fazlullah’s spokesman, meanwhile, claimed that 15 soldiers had been killed and their weapons seized in the Shangla district, but the calm could not be confirmed from independent sources, Dawn reported. Waheed said troops were now controlling a key road in Swat's Shangla district, which leads to Alpuri. Residents in different areas of Swat valley said that gunfire continued and helicopters hovered in the sky as scores of people abandoned their homes in the Dagai and Akhund Kalai areas of Kabal sub-division. The military had asked the residents to vacate the area on November 19 so that there are no civilian casualties. Witnesses said people were moving towards safer areas with their belongings packed in vehicles. Civilians were reported fleeing in large numbers from various parts of Shangla and the government sought the help of the United Nations High Commissioner for Refugees (UNHCR) to set up four relief camps, according to Dawn.

A minor girl died in Satellite Town when miscreants hurled a hand grenade at a house. Separately, three police personnel were killed while a fourth was injured, resulting in eight policemen dead in the last three days. The BLA claimed responsibility for all the killings, and also rejected government claims that Nawab Bugti’s grandson had killed Marri. A BLA spokesman alleged that the government was spreading false rumours about the killing of Marri. Meanwhile, police detained dozens of protesters across Balochistan. Talking to the media after arriving in Lahore from Medina at 6.25pm (PST), he said all decisions regarding participation in elections would be made on the All Parties Democratic Movement (APDM)’s platform. He said the APDM would participate in the elections if General Pervez Musharraf withdrew the emergency declaration he issued on November 3 and released opposition members who had been jailed. “Everything that was done must be reversed and drawn back completely… You must have a level playing field for fair elections,” he said. He said the Pakistan Muslim League-Nawaz (PML-N) would never welcome ‘turncoats’, adding that he wanted to unite the PML and the PML-N. He said he had made no deal with President Musharraf. “I haven’t met any Pakistani government functionary over the last eight years, although there were a lot of overtures from the Pakistani side to meet me and to talk to me,” he claimed. On Gen. Musharraf, the former Prime Minister stated that “He is not a legitimate president of the country. I do not accept that, not at all.” He added that there was “no question” to him ever agreeing to a power-sharing deal with Gen Musharraf as president and himself as prime minister. In the North West Frontier Province (NWFP), owners of garment shops in capital Peshawar have either removed the mannequins used for displaying dresses or covered them with clothes after receiving threatening letters from militants, according to Dawn. A meeting of the shopkeepers’ association of Karimpura on November 27 was informed that 10 militants visited the Shaheen Bazaar, a market for women, and asked the shopkeepers to remove mannequins which, they said, promoted obscenity. The letter sent by the militants warned them of dire consequences, if they did not carry out the instruction.

While confirming the death of senior militant commander, Khan Khitab, near Guli Bagh, he claimed that Khitab was killed by local villagers when he and his colleagues tried to escape and hide in a village. There were also reports that another prominent commander of the militants Muslim Khan, who was a close aide of Fazlullah, was killed in fighting with the SFs. Officials stated that another commander from South Waziristan, identified as Arshad Mujahid, was also killed alongside Muslim Khan and their bodies were still lying near Najia Top, an area between Ningwalai and Bandai in the Kabal subdivision. Some reports indicated that Maulana Fazlullah, who was also on the run with Muslim Khan, was seriously injured in an attack on them by the troops. Consequently, militants were seen abandoning their roadside check-posts near the Saidu Sharif airport and other areas under their control in the Kabal and Matta subdivisions, where the armed militants used to search vehicles. Officials in Mingora said the militants had vacated all the major towns, which they used as their strongholds like Mam Dherai, Bara Bandai, Kuza Bandai, Ningwalai, Dherai, Charbagh, Guli Bagh, Matta, Khwazakhela and Madyan. He said 230 militants had so far been killed in clashes with the SFs in the Swat and Shangla districts. He said most of the militants were killed in Shangla while their death toll in Swat was 56. “Security forces entered the town of Imam Dheri, the main base of Maulana Fazlullah… He has gone underground,” Major Iqbal told AFP. Earlier, the chief military spokesman Major General Waheed Arshad said in Rawalpindi that 200 to 215 militants were killed in Swat and Shangla. However, there was no independent confirmation of the claim. About losses suffered by the military, Major Iqbal said four soldiers were killed while 15 wounded in the two days of fighting. He added that six more bodies of slain militants were recovered on November 28. He claimed one of them was an Uzbek national. Major Iqbal informed that the SFs had cleared the area between Mingora and Shakardarra in Matta subdivision, which had been a stronghold of the militants.
