According to Daily Times, unidentified miscreants blew up two electricity towers of 500 kilovolt transmission line carrying electricity from HUBCO power plant to Jamshoro in the Hub industrial area of Balochistan on October 1. Official sources said that the miscreants had planted eight bombs out of which six exploded while two were defused by the police. It was reportedly the second attempt to disrupt the transmission line in the last two days. However, no loss of life or injuries was reported.

On October 1, a suicide bomber disguised in a woman’s burqa (veil) blew himself up at a busy police checkpost in Bannu in the North West Frontier Province (NWFP) killing at least 16 people including four police personnel, reports Daily Times. Police officer Asar Islam told, “A man disguised in a burqa got out of an auto-rickshaw when police stopped the vehicle for a search at a checkpoint. He then blew himself up.” Bannu police chief Ameer Hamza Mahsud said that examination of the remains “confirmed that it was a male suicide bomber” wearing women’s clothing. Interior Ministry spokesman Brig Javed Cheema said that a further 29 persons were injured in the attack.

"Our movement and activists are peaceful and they have no role in the violent and terrorist attacks in the district," the spokesman, Sirajuddin, told Dawn. "We do not believe in intimidating, harming or killing Muslims, and this is against the teachings of Islam," Sirajuddin claimed. He also said the Lal Masjid operation had caused hatred among people against the army and the law and order situation would worsen if movement of troops in the area continued. He stated, "We do not want army’s deployment here. Before deployment no violent incident had taken place in Swat. Peace will prove elusive as long as army is stationed here."

A terrorist network allegedly involved in recent suicide attacks in different parts of the country, including Islamabad and Rawalpindi, has been neutralized, according to Dawn. In a weekly press briefing on October 2, Interior Ministry spokesperson Brigadier (retd) Javed Iqbal Cheema said eight terrorists were arrested on October 1 in the Chauntra area of Rawalpindi in a predawn raid by the Punjab Police. "This is one network and we are searching for another involved in suicide attacks as they are linked with each other and with al Qaeda militants in South Waziristan," he informed. The gang members were identified as Sami Ullah, Sheraz, Hassan Majeed, Abu Bakar, Zahid Mehmood, Muhammad Hussain, Ejaz Hussain and Muhammad Arsalan, all belonging to Rawalpindi. Cheema said preliminary interrogation had revealed that they were providing transportation and communication facilities to the suicide bombers. "The raiding team has recovered weapons, laptops and material for making bombs," he said.

President General Pervez Musharraf on October 2 promoted Lt. Gen. Ashfaq Pervez Kiyani to the rank of four-star general and nominated him as his successor as chief of army staff, according to The News. Kiyani will replace the outgoing Vice Chief of Army Staff General Ahsan Salim Hayat and assume office on October 8 – two days after the presidential election. He would succeed Gen. Musharraf when the latter quits the post of the army chief. Musharraf had already given a commitment to the Supreme Court that he would doff his uniform before he takes oath of the office of the President for the second term.

The ruling Pakistan Muslim League (PML-Q) and its coalition partners on October 2 endorsed a proposed legislation that would give Benazir Bhutto, former Prime Minister and the Pakistan People’s Party chairperson, and some of her top associates indemnity from court cases, according to Dawn. Sources indicated that a legislation - either in the shape of a bill or a presidential ordinance - had been prepared and sent to the president and it could become law within a day or two. Through the new law, the sources added, the government would grant a "general amnesty" to all those who had held public offices between 1988 and 1999 and against whom corruption cases were pending. However, those who had been convicted by any court during the period would not benefit from the law. Former Prime Minister Nawaz Sharif, too, could get no benefit because of convictions.

She singled out parliamentary elections due early 2008 as a "critical test" of the Musharraf administration’s commitment to democratic principles. Rice said this weekend’s presidential election and the parliamentary elections due by January 2008 were "very important political events." "This area remains a support and sanctuary area for the insurgency as results of those peace accords," US Major Tim Williams, future operations intelligence planner, told journalists at the Bagram Air Field, the main US base in Afghanistan. He said the militants were likely to maintain their presence in those areas despite apparent efforts by Pakistani army to root them out. Musharraf bagged 98 per cent (671) of the total votes polled (684), and overall he got 57 per cent out of total 1,170 votes of parliament and four provincial assemblies. According to the unofficial count, 257 senators and Member of National Assemblies (MNAs) polled votes in the 100-member Senate and the 342-member National Assembly. Musharraf secured 252 and Justice (retd) Wajihuddin Ahmed bagged two votes while three votes were declared invalid as announced by Chief Election Commissioner Justice (retd) Qazi Mohammad Farooq. In the 371-member Punjab Assembly, 257 members polled their votes out of which 253 voted for Musharraf. Ahmed got three votes while one vote was declared invalid. It was a Russian-made time device, which badly damaged at least 10 shops, police and officials of the Bomb Disposal Squad said. Military spokesperson Major General Waheed Arshad said the bombing had targeted militant hideouts in the Ipi, Khedherkhel and Khushali Torikhel villages of Mirali sub-division, adding that he had no confirmation of the number of fatalities. He, however, put the number of militants killed in three days of fighting at 150 and the army’s casualties at 45. Local Taliban militants shot dead six alleged criminals to avenge the death of their four associates in the Pandialai tehsil (administrative division) of Mohmand Agency in the Federally Administered Tribal Areas (FATA) on October 11, reports Dawn. They also abducted six other ‘criminals’. Locals told Dawn that the militants attacked a hideout of Yousaf Khan, an alleged anti-social element, in the Dwezai village of Pandialai during their ‘anti-vice campaign’. Four local Taliban militants were killed when the ‘criminals’ fired back. Eyewitnesses said that after the exchange of fire, hundreds of Taliban supporters surrounded the house of Yousaf Khan, who had by that time left the place along with his family, and set it ablaze. Residents said that the Taliban later traced down the fleeing ‘criminals’ in the Kasorai mountains of Tamanzo area killing six of them while abducting six others. During the past one month, militants have killed at least eight persons in their drive against ‘crimes’ in the agency. Two of them were reportedly beheaded.

Deputy chief of the Jamaat-e-Islami in Bajaur Agency and former Member of National Assembly Sahibzada Haroonur Rashid filed the civil miscellaneous application through his counsel Barrister Farooq Hassan praying it to restrain General Pervez Musharraf from deployment of the armed forces in the FATA. He had also filed a constitutional petition in the Supreme Court under Article 184(3) of the Constitution recently, challenging the Army action in Bajaur Agency. He has prayed to the court to declare that the use of force by the respondents in Bajaur Agency on October 30, 2006, in which over 80 civilians, mostly students and teachers, were killed was unlawful and unconstitutional. In his civil miscellaneous application, the petitioner prayed to stay the military action in the FATA in the national interest, adding that the unlawful use of Army for such purposes, in the historical context of Pakistan’s own background, was strategically disastrous for the integrity of the Federation. He submitted that unconstitutional use of the country’s armed forces was contrary to Article 245 of the Constitution, and resulted in the deaths of many people in FATA daily besides heavy casualties to the Army personnel.

Terming the attack a suicide bombing, Sindh Home Secretary, Brig (retd) Ghulam Mohammed Mohatarem, said on October 19 that the bomber first threw a hand grenade at the rally to disrupt the security cordon and then blew himself up, according to The News. Mohatarem said at a press conference that there was no doubt the second explosion was a suicide attack as the suicide bomber carried 15 kilograms of explosive material. He disclosed that the first explosion was caused by a hand grenade, which was thrown inside the security cordon of Benazir Bhutto by the suicide bomber or any of his accomplices to divert the attention of the security force personnel. The device was reportedly made of steel bits, screws and nuts and bolts to make it more lethal. He also said the grenade was identified as Russian-made ‘Archer’ and it weighed one kilogram. The attack bore the hallmarks of militants linked to Mehsud and al Qaeda, according to him. The Home Secretary also informed that six police personnel were killed and more than 20 wounded in the incident. He said the security layer consisted of eight Elite Force mobile vans and hundreds of police commandos, adding that the authorities had provided more security to Benazir than the security being provided to the president and prime minister.

President General Pervez Musharraf unveiled on October 23 a political, administrative and development reforms package for the Northern Areas, according to Dawn. Addressing notables of the area after inaugurating the 18 Megawatt Naltar hydel-power project, the president also announced that the Northern Areas council had been given the status of a legislative assembly with powers to debate and pass its budget. The existing council has 36 seats, 24 elected and 12 reserved (six for women and six for technocrats) and it has the power to legislate on 49 subjects. Gen Musharraf said that the deputy chief executive would henceforth be called the chief executive with full administrative and financial authority and the existing chief executive (a federal minister) would be the chairman of the Northern Areas government. The president said that the chief executive would be elected by the new assembly. He also stated that all administrative and financial powers of the federal Ministry of Kashmir Affairs and Northern Areas would be transferred to the Northern Areas government. The assembly will be able to take up no-confidence motions against the chief executive, speaker and deputy speaker. Gen Musharraf also announced that there would be an accountant general’s office for Northern Areas. He said a seventh district consisting of Hunza and Nagir subdivisions would be carved out of the Gilgit district and two subdivisions of Dagone and Raundo will be set up in the Baltistan region. The president also announced that cases registered by the National Accountability Bureau against officials of the Northern Areas administration would be transferred from Islamabad to Gilgit. The president announced the setting up of a commission under the deputy chairman of Planning Commission to resolve boundary disputes between the Northern Areas and the North-West Frontier Province. The region has so far been governed by the government of Pakistan through the Ministry of Kashmir Affairs and Northern Areas under the Northern Areas Legal Framework Order, 1994.

The blast occurred at Nawan Killi, about a kilometer from Swat city, at around 2:45 pm (PST). It set off an explosion of ammunition carried inside the military truck, triggering bullet fire. The blast also damaged 25 shops, a service station, a CNG station and a petrol pump. "I suspect this was the handiwork of a suicide bomber… Part of the truck has been blown up. There is no crater to suggest that it was a roadside bomb. It has been hit from the side," Frontier Constabulary Commandant Malik Mohammad Naveed, whose force suffered most casualties, told Dawn. Masked militants armed with rocket-propelled grenades and assault rifles brought the four men to the village at around 5pm, fired a few shots in the air and later beheaded them. "Let this serves as a warning to all those who spy for the government or help the government. All sons of Bush will meet similar fate," a resident quoted one of the militants announcing shortly before the execution. People in Shakkardarra said that militants of Jaish-e-Mohammed (JeM), who had set up check-posts on the main road and took positions on hills, seized the four men during the checking of vehicles. The dead included 15 militants, 11 SF personnel and three civilians. Unconfirmed reports, however, said that 20 SF personnel were killed in a suicide bombing in Sangota. There were conflicting claims from both the sides as the military spokesperson Major General Waheed Arshad put the death toll of the militants at 50-60. “The report about the casualties is based on intercepted messages of the local militants,” he claimed. However, he had no information about the fatalities suffered by the SFs. “I can’t give you an exact figure of the casualties from the security forces because the Army is not directly involved in the operation. We have provided them only gunship helicopters,” Waheed added. Sirajuddin, a purported spokesman of the local Taliban and military commander, claimed that no one was killed from their side. He added that 20 SF personnel were killed in a suicide attack in the Sangota area. Sirajuddin also claimed of having blown up a police post in Manglawar on the Malam Jabba Road.

"There is a temporary (truce) arrangement," NWFP Inspector General Police Sharif Virk told Daily Times. Both sides were holding fire and no clashes were reported in the district. District Coordination Officer Arshad Majid told AFP that the cease-fire came into effect at 8:00am (PST). A deputy to cleric Maulana Fazlullah announced the truce on his unlicensed FM radio station. "The ceasefire was reached to facilitate wounded persons’ treatment," Maulana Shah Dauran said. He did not say how long the cease-fire would last. "Later on we will hold negotiations with the government on establishing Sharia" in the region, he added. The blast may also be a reaction to an ongoing government crackdown on militants in northwest of the country and a raid on Lal Masjid in Islamabad in July, the Islamabad police chief said. "Taliban and Al Qaeda elements are there. Most probably they could be instrumental in this attack," police chief Saud Aziz told AFP. He disclosed that police had found the disfigured head of the bomber, who is believed to be about 23 years old and who blew himself up when police stopped him at a check-post guarding a high security area.
