Election Commissioner Mahinda Deshapriya on August 1 set the date for elections to the war-torn Northern Provincial Council (NPC) and two others for September 21 after the conclusion of accepting nominations, reports Colombo Page. This will be the first time the polls will be held for the war-ravaged NPC since the provincial council system was established under the 13th Amendment to the Constitution introduced by the 1987 Indo-Lanka Accord as a measure for power devolution. The polls will be held for Central and North Western provincial councils as well. The Election Department has accepted 201 nominations from 3,785 candidates in total for the three provinces. The political parties have fielded 2,279 candidates while independent groups have fielded 1,506 candidates. The Election Department has taken measures to invite three international organizations to monitor the elections to assure a free and fair election. South Asian Association of Regional Cooperation (SAARC), Commonwealth, and the Association of Southeast Asian Nations (ASEAN) will be invited to monitor the polls for Northern, Central and North Western provincial councils.

A former Liberation Tigers of Tamil Eelam (LTTE) cadre has revealed details about the massacres committed by the outfit during their reign in the North and East, Colombo Page reports on August 4. The LTTE cadre, who is in Police custody, has revealed information on ‘detention and execution’ of over 80 captives, including a Tamil inspector of the Terrorist Investigation Division (TID) of Police and an Army Captain. The former cadre disclosed to the Police how the LTTE held the captives in illegal prisons named 'Alpha-05' and 'Alpha-02' at Vallipuram in Pudukuduirippu before they were executed and has also revealed the location where the victims were burnt after they were killed. His account of the executions has been confirmed by three other former LTTE cadres in custody currently.

Major General Mahinda Hathurusinghe, Security Forces’ Commander of Jaffna rejected a claim made by the Tamil National Alliance (TNA) on the troop strength in the peninsula, Colombo Page reports on August 4. Major General Hathurusinghe, responding to the allegation by the TNA Spokesperson and Jaffna District Parliamentarian, Suresh Premachandran, that 150,000 Security Forces are present in Jaffna, said even during the peak time of the war in 2008, there were only 43,000 security personnel in Jaffna. The troops have been gradually transferred out from Jaffna and at present there are only 13,150 security service personnel in Jaffna, the Commander said. According to the Jaffna Commander, 77 houses and 20 blocks of land have been given back to their original owners through the Jaffna District Secretary Office. He said that steps have been taken to hand over 90 percent of the private lands and houses occupied by the security forces in Jaffna to their legitimate owners. The Commander said that some owners living overseas have requested the Army not to vacate their properties while others have indicated that the security provided by the Army is needed to maintain peace. Premachandran had said, "Jaffna is only a part of the entire Northern Province, where one million people live. However, there are 150,000 Security Forces personnel present in Jaffna. But, the government says there are only 13,000 troops stationed in Jaffna."

The Tamil National Alliance (TNA) expressed disappointment over President Mahinda Rajapaksa’s stance on land and Police powers to provinces, Colombo Page reports on August 4. Leader of the TNA, R. Sampanthan, said that the President changes his stance on devolving Police and land powers from time to time. Sampanthan said, "He (the President) does not seem to have any steady decision. The TNA is observing his comments and at the right time the Alliance will come out with the response to the President." The President Rajapaksa had earlier said that his stance on the issue of distribution of Police and land powers to provincial councils has not changed and reiterated that the powers will remain with the Government. The President said Police and land powers were not implemented since the introduction of the Provincial Council system to the country and he doesn't consider that the issue should be given special attention now ahead of the first ever provincial council election to the Northern Province Council (NPC).

Vigneswaran, is in an agenda to weaken the Central Government at a future election. He further said that Vigneswaran would start to grab power when he becomes the Chief Minister and merge with the Eastern Provincial Council with the support of the Sri Lanka Muslim Congress led by Minister Rauf Hakeem. Weerawansa was referring to R. Sampanthan’s statement where he had said, in response to the President Mahinda Rajapaksa's statement that the land and police powers will not be granted to the NPC, that it could be dealt with when they win the power of the NPC.

Department of Elections on August 10 said it has recorded 68 polls related violations so far, reports Colombo Page. The most number of complaints were reported from the Kurunegala District in North Western Province while the least number of incidents have been reported in the Vavuniya and Kilinochchi Districts in the Northern Province. There were 15 incidents of poll violations from Kurunegala District and 26 violations reported in Central Province which comprises Districts of Kandy, Matale and Nuwara Eliya. However, most incidents reported were of minor in nature related to misuse of Government property for election activities, the Department of Elections said. Provincial Council Elections for the Central, Northern and North Western provinces are scheduled to be held on September 19, 2013.

Police said a Constable attached to Maniyachi Police Station in Tuticorin District received the call on August 24, with the caller, purportedly speaking from Sri Lanka, claiming that 32 terrorists had sneaked into the state. Defence Intelligence Units on August 29 said that nearly 5,000 Security Forces (SFs) and Police personnel who are believed to be abducted and disappeared during the 30 years war perished at the hands of Liberation Tigers of Tamil Eelam (LTTE) terrorists, having being subjected to torture, reports Daily News. The total breakdown is 3,484 SFs personnel, 1,189 Police personnel and 1,175 civilians that disappeared at the hands of LTTE terrorists. This is in addition to the abduction and forced conscription of 609 Tamils into terrorist ranks. LTTE cadres still under custody had confided that these abducted forces personnel and civilians were engaged in slavery, tortured and systematically killed by LTTE terrorists from time to time.

Representatives of the Dead and Missing Persons’ Parents’ Front on August 29 said that the United Nations Human Rights Council (UNHRC) has to study the atrocities perpetrated by the Liberation Tigers of Tamil Eelam (LTTE) on the Tamil people during the entire three decades that they operated with impunity and not just the last few months of conflict when efforts were made to eradicate terrorism from the country to guarantee human rights of all Sinhala, Tamil and Muslim people, reports Daily News. They added that the TNA was not paying attention to the sufferings of the Tamils. They have forgotten the fact that 900 Tamil civilians were abducted and killed by the LTTE during 2001 to 2005 only. Two suspected Liberation Tigers of Tamil Elam (LTTE) cadres were arrested by the Indian Police, reports Colombo Page on September 1. The 'Q' Branch of Tamil Nadu (TN) Police arrested the two LTTE suspects, Sivaneshwaran alias Nesan (34) and Gopi alias Manoharan (37) from an apartment in Chennai city on August 30. Police said Sivaneshwaran was formerly an important functionary in the political recruitment wing of the LTTE while Gopi had completed his training and was a member of the outfit. The two suspects were reportedly making improvised explosive devices (IEDs) to trigger explosions in Sri Lanka. They said although they were initially not planning to plant bombs in Sri Lanka, but after seeing that Sinhalese are being settled in Tamil areas, they decided to plant bombs to discourage the ‘Sri Lankans’ from settling in Tamil areas.
