Indian Foreign Minister Salman Khurshid at the Indian Ocean Rim Association (IORA) in Perth, Australia held talks with his Sri Lankan counterpart Professor G.L Peiris on the sidelines of the meeting on November 1 and said that a highest level of delegation of his country will participate in the CHOGM in Sri Lanka, reports Colombo Page. Khurshid reiterated that he would attend the summit but was not yet sure about the Indian Prime Minister's attendance.

The Government on November 2 summarily dismissed a video documentary released by the Britain's Channel 4 just ahead of the Commonwealth Heads of Government Meeting (CHOGM) that is to take place in two weeks, reports Colombo Page. The Government dismissed the Channel 4 video which shows the killing of a Tamil woman who was said to be a television presenter for the Liberation Tigers of Tamil Eelam (LTTE), as "fake" and said the Channel 4 as usual is making another attempt to discredit Sri Lanka as the Commonwealth Summit approaches. The Government said Isaipriya alias Shoba, the Tamil woman whose killing by army troops is shown in the Channel 4 video, is a "Lieutenant Colonel" of the LTTE and actually died in the final battle with the Sri Lankan Army. Channel 4 on November 4 telecast the video footage showing Isaipriya being captured alive and taken away by army troops, with hands tied behind her back. The video claimed that Isaipriya was raped and executed after being captured by the troops and not during the final battle as claimed by the Government.

The Jaffna Tamil Buddhist Association has said that Sinhalese who wish to live in the Jaffna peninsula should be allowed to do so, Colombo Page reported on November 6. It said Sinhalese should not be prevented from living in Jaffna. President of the Association, Ravi Kumar issuing a statement said that Sinhalese and Tamils in the North should be encouraged to live in harmony without any differences. He pointed out that Tamils live peacefully with Sinhalese in certain areas in the South. He made this comment in reference to statements made by some Tamil National Alliance (TNA) members against Sinhalese settling down in the North.

Police recovered a cache of explosives suspected to be used in a subversive act from Vavuniya District in Tamil dominated Northern Province on November 6, reports, Colombo Page. The explosives cache of 13 kilos of C-4 explosives was found hidden in a lorry which had been abandoned near a vehicle check point in the District. Police media spokesman Ajith Rohana said that the recovery was made when the lorry was thoroughly inspected at an Army camp in the District. The search also discovered 36 detonators. Terrorist Investigation Department of Police is conducting further investigations.

Tamil National Alliance (TNA), which formed the Northern Provincial Council Government recently, say they are not opposed to Indian Prime Minister Manmohan Singh’s visit to Sri Lanka, especially if it includes a trip to Jaffna District, reports The Hindu on November 7. Speaking to The Hindu on condition of anonymity, a TNA member — who earlier publicly sought a boycott — said “The benefits of Dr. Singh’s meetings with TNA leaders in Jaffna are bound to accrue over time.” Echoing the sentiment, another member said “Dr. Singh’s visit may be helpful and give India more leverage, but we just cannot antagonise Tamil Nadu.”

India's Prime Minister Dr. Manmohan Singh, facing strong opposition within his own party as well as from the Tamil political parties, is unlikely to attend the CHOGM, reports Colombo Page on November 8. The Prime Minister and the Congress Party core group headed by party president Sonia Gandhi had deliberated the pros and cons of PM's participation in the summit for over an hour but the discussions had not produced any conclusive result. The Prime Minister is in a dilemma as some of his party members suggest Singh to attend the summit while Tamil members of the congress and Tamil political parties in Tamil Nadu urge the PM to boycott the event in protest of Sri Lanka's alleged treatment of Tamils.

He said the planned visits by the heads of state to North are a slap in the face of the Sri Lankan Government. He explained that the visits would show the international community's focus on the North and the Sri Lankan Government will be unable to ignore the issues over the 13th Amendment to the Constitution. According to Ganeshan, the Government will not be able to amend or repeal the 13th Amendment that devolves power to the provinces.

External Affairs Ministry Additional Secretary Rodney Perera said international participation at CHOGM 2013 in Sri Lanka at summit level will be no less in comparison to the level of participation at any previously held CHOGM summits, reports Daily News on November 9 (today). Perera said "The participation at CHOGM 2013 will be no different from any other previously held summit. Who will want to be isolated and who will not be, by not participating is a matter to be discerned later. As of today, confirmed international participation at the summit is 3,000. More than 1,600 delegates have confirmed participation from the Commonwealth countries, including Prime Ministers and Foreign Ministers. More than 1,800 business leaders have confirmed participation at the summit's Business Forum and 500 for the People's Forum so far. Over 850 journalists, including Channel Four director of controversial "Sri Lanka Killing Fields" will cover the summit.”

The Commonwealth Secretariat will assist Sri Lanka in setting up a National Inquiry on Torture, its Secretary-General Mr. Kamalesh Sharma said in an interview to The Hindu at the Secretariat headquarters at Marlborough House in London on the eve of his departure to Colombo to attend the Commonwealth Heads of Government Meeting (CHOGM), reports The Hindu on November 9 (today). To be set up under the aegis of the Sri Lanka National Human Rights Commission and to be assisted and monitored by the Commonwealth Secretariat, the inquiry will investigate all allegations of torture committed by Government agencies or arms of the state from 2009 (the final stages of the civil war) to the present, he said. The inquiry would take 18 months to complete its work, Mr. Sharma said.

Dr. Singh has written a short letter to Mr. Rajapaksa informing him of his decision not to attend the CHOGM meet, sources said. The letter will be delivered to the Sri Lankan President by the Indian High Commission in Colombo, the sources said. However, it is believed that the letter, whose contents were not disclosed, does not talk about the reasons for Dr. Singh skipping the meet. The Prime Minister has decided against undertaking the visit in view of the opposition by parties in Tamil Nadu as well as a section in Congress.

The group ‘Alliance to Promote National Unity’ organized the protest comprising members from Sinhala, Tamil and Muslim communities who had lost their loved ones to Liberation Tigers of Tamil Eelam (LTTE) atrocities. Main opposition United National Party (UNP) on November 14 decided to boycott the Commonwealth Heads of Government Meeting (CHOGM) following several attacks on the party's headquarters, reports Colombo Page. The UNP accused the Government of harassing the party and said it would therefore boycott CHOGM entirely. The UNP earlier said the party would boycott the meeting but the party leader would attend the opening ceremony. However, UNP General Secretary Tissa Attanayake said the party has decided to boycott the CHOGM entirely because the Government is using devious methods to harass the UNP. The UNP together with several opposition political parties organized an exhibition on Human Rights and the Implementation of Lessons Learnt and Reconciliation Commission (LLRC) recommendations at the party headquarters SiriKotha. However, several groups protested the UNP for bringing in the kin of Tamil people went missing during the war for the exhibition and allowing the Channel 4 journalists to participate in the party press conference. The protesters attacked the party headquarters and the opposition leader's vehicle on November 14 and the protests continued November 15 (today) as well. The NPC appointed the committee following a discussion between members of the Muslim community and Northern Province Chief Minister C.V. Wigneswaran on November 17. Wigneswaran said that five Muslim representatives from the Districts in the Northern Province have also been appointed to the committee. He stressed that the committee will look in to the welfare of the Muslims, improvement of infrastructure facilities, make recommendations and devise measures and proposals to find solutions to them. Muslims in the North were evicted by the Liberation Tigers of Tamil Eelam (LTTE) during the period of the war and almost all of them have remained displaced in other parts of the country. Following the end of the war, the government invited former residents of the North to resettle in their original lands.

Addressing a gathering in Kandawalai, Punnaineeravi in the North he said that people in some areas in the North do not have any documents for their lands and are unable to show ownership of their lands. He explained that many civilians without proper deeds to their lands have faced problems following the end of the war. However, Chandrakumar said that people in the North who do not have deeds to their lands will be provided with documents for the lands occupied by them. The government has taken measures to provide documents for state lands without any issue, but other measures are being taken with regard to private lands.

The census would be conducted by the state's statistics office "to assess the human and property damages occurred during nearly three-decades-long conflict," an official statement said. The census would seek detailed information on deaths, missing persons, injured or disabled persons and damages to property. It will cover the period between 1983 and May, 2009, and would include over 14,000 villages in the country.

The Department of Census and Statistics started a nationwide exercise on November 28 to assess the loss of human lives and damage to property in the final stages of its civil war against Liberation Tigers of Tamil Eelam (LTTE) rebels, which ended in May 2009, reports The Hindu. The census would cover the period from 1982 to 2009 would involve 16,000 officials. Though U.N. estimates point to 40,000 civilian deaths in the final phase of the war, the Government has denied the figure and termed the campaign a “humanitarian operation,” which could not have caused so many deaths.

Economic Development Minister Basil Rajapaksa while delivering a speech winding up the budget debate in Parliament on November 29 said that only the Sri Lankan Government can solve the country's ethnic issue, not any foreign institution, reports Colombo Page. "It is only we who can solve the ethnic issue. This is our country's problem. It is a national problem. Foreigners have no feelings for us. I know that if they wanted they could have intervened in our crisis. But they had no interest to do so," the Minister said. He said the country should appreciate the efforts taken to give people of the North not only development but also peace and democracy and appealed to the Tamils to solve the ethnic issue within the country. "I appeal to the Tamil people and Tamil National Alliance (TNA) let us, being citizens of this country, solve the problem on our own. We treat all people of this country equally. Hence let us consider this our problem which we have to solve it on our own," the Minister requested.

India and Sri Lanka, recognizing the complex task of battling piracy in the Indian Ocean, on November 29 agreed to join forces to enhance maritime security cooperation in the strategic region, reports Colombo Page. India's Chief of the Naval Staff Admiral D.K. Joshi discussed, among the other topics, the problem of combating piracy in the Indian Ocean with President Mahinda Rajapaksa when he called on the President at the President's Office in Colombo. At the outset of the discussion, Admiral Joshi informed the President that the Indian Navy will be offering training to Sri Lankan Navy officers to follow the four-year Bachelor of Technology course that is currently offered to Indian Navy officials.

Sampanthan on November 29 said that the Government has not yet presented a political solution to the national problem as recommended by the Lessons Learnt and Reconciliation Commission (LLRC), reports Colombo Page. R. Sampanthan said that although the LLRC had recommended that the Government present a political solution to the national question, such a solution was not presented by the Government despite holding several rounds of talks with the TNA. According to the TNA Leader, the Government following pressure from some of its allies has set up a Parliamentary Select Committee (PSC) claiming to find a political solution to the national problem, with the real intention of delaying the process of finding a permanent solution.

The Director General of the Department of Census and Statistics, D.C.A.Gunawardena on November 30 said that the household of Velupillai Prabhakaran, leader of the Liberation Tigers of Tamil Eelam (LTTE), will not be included in the on-going nation-wide census on human and material losses inflicted by the civil wars in the country since 1982, reports Daily Mirror. Gunawardena told that there was no one in Prabhakaran’s family now alive to answer the enumerators’ queries about the losses it had suffered. Prabhakaran and his immediate nuclear family perished in Eelam War IV and his parents died of old age and illness while they were under the Government’s care after the war.
