Minister of State Languages and National Integration Vasudeva Nanayakkara on July 1 announced that he would leave the Government if it takes steps to abolish the powers of the provincial council system, reports Colombo Page. He slammed the idea circulated by some other members of the Government that provincial councils are a "white elephant". He argued that the cabinet of 95 ministers was more a white elephant than provincial councils. He said that mere 7% of the cost of provincial councils is spent for maintaining them. The majority of the expenses of the provincial councils are for sectors like education and health which the Government will have to bear in case the provincial councils are abolished.

A Canadian Liberation Tigers of Tamil Eelam (LTTE) operative extradited to the United States (US) to face charges of supporting the LTTE on July 2 pleaded guilty in Brooklyn in New York to the charges against him, reports Colombo Page. The suspect, Suresh Sriskandarajah (32), could face up to 25 years in prison after admitting that he provided material support including sophisticated military technology to the LTTE. According to court filings, Sriskandarajah and several co-conspirators have assisted a principal LTTE procurement officer to research and acquire aviation equipment, submarine and warship design software, and communications equipment. Sriskandarajah has used students as couriers to smuggle prohibited items into LTTE-controlled Wanni region in Sri Lanka. He has also helped the LTTE launder its proceeds in the US and elsewhere.

Jathika Hela Urumaya (JHU) General Secretary, Minister Patali Champika Ranawaka, on July 2 said that the Indo-Lanka Accord and the 13th Amendment to the Constitution are invalid, reports Colombo Page. The Minister noted that India had failed to disarm the Liberation Tigers of Tamil Eelam (LTTE) as agreed in the Indo-Lanka Accord. He explained that India had pledged to disarm the LTTE in 72 hours after entering into the agreement but had failed to do. Therefore, he notes that the Sri Lankan Government should realize that the agreement is invalid.

The Government on July 4 decided to add 53 more recommendations made by the Lessons Learnt and Reconciliation Commission (LLRC) to the National Action Plan (NAP) established to implement the LLRC recommendations. Those 53 recommendations were not included in the initial stage NAP prepared in July 2012 to implement the LLRC recommendations since a majority of the recommendations overlap with other recommendations or form part of the recommendations contained in the National Human Rights Action Plan. However, Sri Lankan President has made a proposal to include those recommendations in the NAP in order to fully represent the recommendations stated in the LLRC Report and the cabinet has given its approval.

The Sri Lankan Government on July 4 requested approval from the cabinet to provide loan facilities to over 4,700 rehabilitated and re-integrated persons in the North for self-employment. In the first phase of the program of providing of loan facilities for self-employment the Government has distributed SLR 300 million in the form of loans through state banks to 1,549 beneficiaries from the Northern and Eastern Provinces for self-employment purposes. In the second phase the Government has requested SLR 525 million to provide loans to another 4,724 rehabilitated persons and the cabinet has approved the request. According to the Government, 11,573 people have been rehabilitated and re-integrated into the society after the conflict in the Northern and Eastern Provinces. Minister of Rehabilitation and Prison Reforms Chandrasiri Gajadeera has made the proposal seeking the funding.

Former leading arms procurer and international wing leader of the Liberation Tigers of Tamil Eelam (LTTE) Kumaran Pathmanathan alias KP on July 5 criticized the main Tamil political party in the country, the Tamil National Alliance (TNA) for deciding not to participate in the Parliamentary Select Committee (PSC) to discuss constitutional amendments, reports Colombo Page. He told that the TNA should not boycott viable avenues to find a political settlement to the Tamil question and instead of boycotting the PSC should have decided to participate in it. "If the TNA believes there should not be any changes to the 13th Amendment, it could very well articulate such concerns at the PSC, instead of shouting from the sidelines," KP said. He added that the TNA is delaying the process of finding a solution to the Tamil issue by not participating in the PSC.

The official website of the National Action Plan for the Implementation of the Lessons Learnt and Reconciliation Commission (LLRC) recommendations was launched on July 5, reports Daily News. The website www.llrcaction.gov.lk will provide updated information relating to the progress of implementing recommendations of the LLRC. Speaking at the event, Secretary to the President Lalith Weeratunga who launched the website said it is the need of the hour to have a dedicated website for the progress made in implementing LLRC recommendations. In May 2010, President Rajapaksa appointed the eight-member Commission to report on the lessons to be learnt from the events in the period, February 2002 to May 2009, their attendant concerns and to recommend measures to ensure that there will be no recurrence of such a situation. The LLRC comprised Chitta Ranjan de Silva PC (Chair), Chandirapal Chanmugam, Prof. Karunaratne Hangawatte, M. T. M. Bafiq, Maxwell Paranagama, H.M.G.S. Palihakkara, Dr. Amrith Rohan Perera PC and Mano Ramanathan. In 2012, the Cabinet approved the National Action Plan on the implementation of LLRC recommendations and plan was drafted by a committee headed by the Secretary to the President who was appointed to oversee the implementation of recommendations.

The July 7 issue of The Sunday Times quoted Senior Adviser to the President and Economic Development Minister Basil Rajapaksa as saying, “Some things can be said openly and some things cannot be said openly in diplomatic business between governments. They [India] gave us some of their views, we expressed our views. That is what usually happens. Not only between countries but there must be that sort of exchange of views even in a family, between husband and wife. Then a lot of problems will be sorted out. This was like that.” Basil Rajapaksa had visited India and July 5 met with India's External Affairs Minister Salman Khurshid. During the meeting Khurshid has emphasized that the 13th Amendment should not be diluted and Sri Lanka should go beyond the amendment to ensure meaningful devolution of powers. The PSC, which was constituted in June 2013, presently has 19 members, all from the ruling coalition — United People’s Freedom Alliance — led by the Sri Lanka Freedom Party. The main opposition United National Party (UNP), led by Ranil Wikremesinghe, the TNA, as well as the Sri Lanka Muslim Congress (SLMC) which is in the ruling alliance and has been in favour of implementing the 13th Amendment in its original form, is not part of the PSC. Members of the PSC, meanwhile, held their first meeting on July 9, and would meet again on July 26.

Leader of the Eelam People's Democratic Party (EPDP), Minster Douglas Devananda on July 7 said that at least 38 ministers are supportive of the 13th Amendment to the Constitution, reports Colombo Page. He told that he has collected the signatures of 38 Government ministers expressing their support to the 13th Amendment in its current form. He observed that the Government would not be able to get the required two-thirds majority in parliament to pass any amendments to the 13th Amendment. If the Government tries to dilute the 13th Amendment, we will oppose it. We want the full implementation of the 13th Amendment. According to him, the existing provincial council system was the best way to devolve powers to the provinces.

During the second National Security Advisor (NSA) level meeting held in Colombo on July 8, the three neighboring countries agreed to cooperate in carrying out surveillance, anti-piracy operations and curbing illegal activities including maritime pollution. The three countries have reached an agreement on the importance of raising the maritime cooperation among them in the current context of maritime security environment in the Indian Ocean region, Sri Lanka Defence Ministry said. President Mahinda Rajapaksa, during a discussion with India’s National Security Advisor Shivshankar Menon, in Colombo on July 9 said the Parliamentary Select Committee (PSC) is the best forum to reach a consensus on the implementation of the 13th Amendment, reports Daily News. It is a top priority of the government to reach a consensus on the 13th Amendment, President Rajapaksa said. The President agreed with Menon that the participation of the Tamil National Alliance (TNA) in the PSC is important. The President also urged India to encourage the TNA to participate in the PSC and stated that the government is committed to taking the process forward despite any obstacles. President Rajapaksa explained to Menon the practical problems involved in devolving land and police powers to the provinces in a small country such as Sri Lanka -- and stressed that the structure that is implemented ‘should apply and be acceptable to all parts of the country.’ Shivshankar Menon, meanwhile, emphasised the need for Colombo to fulfil its commitment to India and the international community regarding a political settlement that would go beyond the 13th Amendment of the country’s Constitution, adds The Hindu. “We have made our views clear on how we would like to see much more positive and forward movement towards reconciliation and a political resolution of the various issues which have led to ethnic politics being so polarised and fragmented in Sri Lanka in the past. They told me their plans … and as friends and very close neighbours we exchanged opinions. The Committee hopes to call those who submit relevant and valuable opinions before the Committee for oral evidence. The PSC met for the first time in the Parliament complex on July 9 under leadership of its Chairman, the Leader of the House Minister Nimal Siripala de Silva. The Opposition parties, including the main opposition party United National Party (UNP), the Marxist party Janatha Vimukthi Peramuna (JVP) and the Tamil party Tamil National Alliance (TNA), however, have decided not to participate in the Committee despite the Government's request. The Vavuniya High Court will indict two cadres of the intelligence unit of the Liberation Tigers of Tamil Eelam (LTTE) on July 15 at Vavuniya District for the killing of 26 personnel of state military, burning and burying their bodies. The two LTTE cadres identified as Madaarayan Sulakshan and Ganeshan Darshan are accused of executing the 26 military personnel who were captured and detained at the LTTE torture camp in the LTTE's Victor 1 camp in Puthukudiyiruppu town of Mullaitivu District. As the Sri Lankan military advanced into the Tiger territory the senior cadre in charge of the camp named Ratnam Master ordered the two suspects to kill all the captured soldiers, douse their bodies with diesel and burn. Following the orders the suspects on January 15, 2009 built a 5 feet high and 10 feet long pyre and lined up the blindfolded soldiers against the pyre and shot them. Darshan shot 3 of the soldiers and Sulakshan shot the other 23. The 26 military personnel included 18 Sri Lanka Navy and eight Army personnel.
