A resolution in the Eastern Provincial Council (EPC) calling for the full implementation of the 13th amendment was passed on October 1, reports Daily Mirror. Sri Lanka Muslim Congress (SLMC) Group Leader Mohamed Jameel proposed the resolution asking for the meaningful implementation of the 13th Amendment which provided for the establishment of provincial councils in Sri Lanka. The Tamil National Alliance (TNA) which is the main opposition in the EPC supported this resolution with the SLMC and the United National Party (UNP). Government member Wimalaweera Dissanayake raised his hand in support of the resolution. There were 16 votes in favour of the resolution with one vote against.

Meanwhile, Eelam People's Democratic Party (EPDP), a Tamil ally of the governing party on October 2 called on the Government to allocate powers meant for the Northern Provincial Council (NPC), reports Colombo Page. EPDP said the Government should assign powers meant for the NPC without heeding to racial and religious extremists. EPDP organizer for Vadamarachchi in Jaffna District A. Sri Rangeswaran warned that the people in the North would commence a protest campaign if the Government fails to vest the rightful powers of the NPC with the Council. He has said there have been many sacrifices and losses on the part of the people in the North to finally achieve the power in the NPC. According to Rangeswaran, separatists in the South are propagating communal and religious disharmony through various forms of propaganda to achieve their political agenda.

The Commission to Investigate Missing Persons appointed by President Mahinda Rajapaksa has received over 60 complaints so far since its establishment, the Chairman of the Commission said on October 3, reports Colombo Page. The three-member Commission chaired by Attorney Maxwell Parakrama Paranagama is tasked with investigating cases of persons from the Northern and Eastern Provinces who went missing during the war. Paranagama told that the Commission is currently receiving complaints of disappearances and since its appointment on August 14 until October 2; the Commission has received over 60 Complaints. The Chairman explained that a legal system to probe the disappearances and a legal department to enforce the law are already in place in the country and there is no need for a special delegate as the UN Human Rights Commissioner Navi Pillay has suggested.

Military on October 4 demolished an underground bunker of slain Liberation Tigers of Tamil Eelam (LTTE) leader Velupillai Prabhakaran in Pudukuduirippu town of Mullaittivu District, reports Colombo Page. Military Spokesperson, Brigadier Ruwan Wanigasooriya told that the bunker was detonated and destroyed as it is useless to keep LTTE monuments. The well-fortified bunker had four stories under the ground. The camouflaged bunker was discovered after the Army ended the offensive in 2009. It was built to keep the LTTE leader and other senior LTTE leaders protected from Government forces.

Tamil National Alliance (TNA) is in a crisis over the assignment of ministerial portfolios in the Northern Provincial Council (NPC) to the constituents of the alliance, reports Colombo Page. The four constituent parties of the TNA - People's Liberation Organisation of Tamil Eelam (PLOTE), Tamil Eelam Liberation Organization (TELO), Eelam People's Revolutionary Liberation Front (EPRLF) and Illankai Tamil Arasu Kachchi (ITAK) - have been requested to nominate suitable representatives for Ministerial positions of the Council. The leaders of the TNA coalition partners have expressed their displeasure over the decision arrived at a meeting between the TNA leader R. Sampanthan and the President on October 4. They have reportedly expressed disapproval that Sampanthan along with MP M. A. Sumanthiran and the Chief Minister-elect had taken a unanimous decision without consulting the party leaders. Member of TELO M. K. Sivajilingam has said that the Chief Minister and the elected councilors should take oaths before the TNA leader. The TNA Leader meanwhile has asked the coalition leaders to work in harmony with the Government in order to ensure successful functioning of the NPC.

Tamil National Alliance (TNA) Member of Parliament (MP) Mavai S. Senathiraja from Jaffna District in an interview to The Hindu on October 6 said that the first priority for the new Government should be to ensure that lands destroyed in the war be reclaimed and livelihood programmes for the people introduced, reports The Hindu. He said the international community has to put pressure on the Sri Lankan Government to rebuild the devastated areas. The second priority should be to pass laws to bring in money for the development of provincial councils. The local bodies, at present, were unable to access necessary funds for development, he said. The third thing, Mr. Senathiraja said, should be to give the people the right to self-rule, for which India’s support was necessary.

Addressing a meeting of the movement held in Anuradhapura District, the Buddhist monk blamed the Government for allowing the TNA to engage in politics. Meanwhile, India on October 7 said that it looks forward to an early resumption of the dialogue process to reach a political settlement in Sri Lanka based on the full implementation of 13th Amendment to the Constitution in a timely manner, reports Colombo Page. Issuing a media statement following a meeting with his Sri Lankan counterpart Prof. G.L. Peiris, the visiting External Affairs Minister of India, Salman Khurshid said India is committed to the unity, sovereignty and territorial integrity of Sri Lanka and ready to offer its assistance to take the process forward. Khurshid said "It is our hope that the vision and leadership that resulted in an end to armed conflict and holding of elections to the Northern Province, will now be employed to work for genuine reconciliation. Meanwhile, the visiting Indian External Affairs Minister Salman Khurshid during his visit to Jaffna District on October 8 said "India remains committed to uplifting the lives of the people of the Northern Province through its efforts to restore the social, educational, economic and cultural infrastructure, which were devastated by the armed conflict", reports Colombo Page. He said India's assistance to Sri Lanka with a timely and phased approach has taken into account the ground situation and the immediate needs of the people at any given time. He further said the Housing Project in Sri Lanka is the largest grant assistance project undertaken by the Government of India in any part of the world. The project has completed 1,000 houses under the Pilot Phase and nearly 16,000 houses are under various stages of construction in the 2nd Phase of the project. The Tamil coalition party won 30 seats of the 38-member Council at the elections held on September 21. The party has elected P. Aingaranesan of Ilankai Tamil Arasu Kachchi (ITAK) as the Minister of Agriculture, Livestock, Water Supply and Environment. Former Director of Education in Kilinochchi District, T. Kurukularajah has been appointed as the Minister of Education and Cultural Affairs. P. Sathyalingam has been appointed as the Minister of Health while P. Suresh Sriskandarajah, who pleaded guilty in July to conspiring to provide material support to the LTTE, has already been in custody for about 10 months. Sriskandarajah was arrested in 2006 and freed on bail three years later before his extradition to the U.S. in 2012.
