Vigneswaran speaking during an event in Mullaitivu Dsitrict on December 1 said that the military presence in the North has posed an obstacle for democracy, reports Colombo Page. Wigneswaran pointed out that people in the North are leaving their region and even the country since they have lost their lands to the forceful acquisition of lands by the military. He explained that there were four reasons for people in the North and East to try and leave for Down Under even risking their lives. "First reason is the heavy military presence in the North and East. Second - unlawful settlements of outsiders from the South in the North. Third - Our people do not have the security, Fourth - No job opportunities," Wigneswaran has said at the event.

The United Nations (UN) special envoy on human rights of internally displaced persons arrived in Sri Lanka on December 2 to examine the status of people rendered homeless by the country’s three-decade civil war, reports The Hindu. Chaloka Beyani, Special Rapporteur on the Human Rights of Internally Displaced Persons, said he intended to meet all stakeholders during his five-day visit. “I will gather first-hand information from all parties, including displaced persons and affected communities themselves. I will also look at the challenges and opportunities for durable solutions for IDPs, while I discuss the progress made with regard to their protection and assistance,” he said.

Vigneswaran on December 3 informed United Nations (UN) Special Rapporteur for Internally Displaced Persons Dr. Chaloka Beyani that military is acquiring civilian lands in the North, reports Colombo Page. Police have deployed thousands of Tamil speaking officers to the Northern and Eastern Provinces, reports Colombo Page on December 5. Police Media Spokesperson SSP Ajith Rohana told the media that 900 Tamil police officers and 1,500 Sinhala police officers fluent in the Tamil language have been deployed to police stations in the Northern and Eastern Provinces. He explained that the Tamil speaking citizens in the North and East areas could then get their statements recorded in Tamil. According to the spokesman, the Northern Province has 53 police stations with bilingual police officers while the East has this facility in areas dominated by a Tamil-speaking majority. He said the Police Department has taken measures to deploy more Tamil speaking police officers to the North and East in order to avoid miscommunications and delays due to the language barrier in carrying out services.

Main opposition United National Party (UNP) called on the Government to form an all-party process to defeat moves against the country at the next United Nations Human Rights Council (UNHRC) sessions, reports Colombo Page on December 7. Parliamentarian Sajith Premadasa senior leader of UNP told a news conference that all political parties in the country need to form a process to face and defeat any resolution against the country at the UNHRC. While stressing that any domestic issue needs to be solved internally and not internationally, the opposition MP noted that any international sanction would have a direct impact on the poor masses in the country. According to Premadasa, it is Sri Lanka's dilapidated foreign policy that has resulted in international interventions.

He said the needs of the province have not been properly reflected in next year's budget. The Northern Provincial Council will seek financial resources from stakeholders within the country as well as well-wishers living abroad to address the needs of the Province, the Chief Minister indicated. According to Wigneswaran, the capital allocation for the Northern Provincial Council is Rs. 5.831 billion out of the total budget capital allocation of Rs. 1.341 trillion. He explained that the Northern Province as a society emerging from conflict has special problems and complexities that cannot be tackled under the National Policies which are decided on the basis of national parameters. He added that there are huge gaps and problems in terms of development capacities of stake holders of governance, specific social issues and war impacts.

Referring to the attack on a group of protestors near the Trincomalee bus stand in Trincomalee District on Human Rights Day that fell on the 10th of this month, the TNA leader noted that the incident indicated the total breakdown of the rule of law in the country. "Such an attack on peaceful protesters is not merely highhanded; it is also indicative of a fascist approach, and constitutes a very grave violation of the human rights of the people on Human Rights Day," Sampanthan said in his letter. "The demonstration was absolutely peaceful and those participating in the demonstration carried posters demanding justice. I was informed that some police officers were present at the scene," he added. The letter has also noted that some persons, a few of whom had their faces covered with a piece of cloth, had set upon the demonstrators a little while after the demonstration got underway and had manhandled them. Several demonstrators were reportedly injured in the attack.

Defense and Urban Development Secretary Gotabhaya Rajapaksa said that Sri Lankans who have left the country for various reasons was a serious loss to the country. Addressing an event in Colombo, the Defense and Urban Development Secretary observed that many of the country's best and brightest had left the country to seek greener pastures in other countries due to the uncertain situation that prevailed in the country from the 1980s until 2009. He noted that regardless of whether these individuals left to escape the conflict, pursue higher education, obtain more lucrative employment or enjoy a better quality of life, their departure was a serious loss to the nation. However, Rajapaksa said that it is now time for the Sri Lankan expatriates from all communities to return to their homes since the country has overcome the problems it faced in the past and is poised for rapid and equitable growth.

TNA Parliamentarian M.A. Sumanthiran said on December 24 that the decision to reject the census was taken at the special meeting of TNA leaders held in Vavuniya District. TNA Parliamentarians, the Chief Minister of the Northern Province, the NPC Ministers and members participated in the meeting chaired by TNA leader R. Sampanthan. TNA Parliamentarian Mavai Senadhirajah said the five-party amalgam had decided not to cooperate with the census on the grounds that the procedures adopted by the officials in gathering information were not agreeable to them. Police Department on December 26 said that all Police Stations in the Northern Province will have the facilities from January 2014 to record statements from the residents in Tamil, reports Colombo Page. DIG North Rohan Dias told the Jaffna District Development Committee meeting that arrangements have been made in all Police Stations across the region to initiate the service of assisting residents in the North in the Tamil language. The Government has initiated a programme to educate public sector workers to be able to converse in Sinhala and Tamil. The Police have also initiated the programme paying special attention to enable Police personnel serving in the North to have a good knowledge of Tamil. Sri Lanka Police had deployed 900 Tamil Police officers and 1,500 Sinhala Police officers fluent in the Tamil language to police stations in the Northern and Eastern Provinces. The Police Department has taken measures to deploy more Tamil speaking police officers to the North and East in order to avoid miscommunications and delays due to the language barrier in carrying out services.

The Department of Census and Statistics dismissing the TNA's claim said the census conducted by the Department was done according to international standards and norms with every aspect of loss being addressed. The Director General of the Census and Statistics Department, D.C.A Gunawardena said “We have devised a questionnaire after consultation with a steering committee which comprises experts in their relevant fields and all stakeholders. This was not conducted in an ad hoc manner; we provided the technical expertise to the officials who are conducting the census. We are trying our level best to eradicate any duplication or gathering of false data." The survey, carried out in 14,022 Grama Niladhari Divisions, island wide deploying 16,000 officials to collect information, was completed by December 20. The report of the island wide survey will be available in March next year, according to the Department.

Rohana said that the excavation work was carried out at the mass grave in Mannar District in presence of the authorities. The grave site which was stumbled upon this month had at least 10 human skeletal remains buried inside, following which an investigation and forensic examinations were being carried out. Cuban Ambassador Indira Lopez Arguelles in an interview told Daily Mirror that Cuba, as a matter of principle was opposed to any country-specific resolutions because such resolutions were against the spirit of international law. “When a country is singled out in this manner, it is not co-operative. It is an infringement of the country’s sovereignty and an unnecessary interference of its internal affairs. It creates unnecessary pressure on a country is contrary to the spirit of international law,” she said. Ms. Lopez said the two previous resolutions on Sri Lanka were unfair by the country and had confused the situation. The housing project funded by New Delhi made significant progress during 2013, the Indian High Commission in Colombo on December 31. “The second phase of the Indian Housing Project, involving the construction of 43,000 housing units for IDPs in the Northern and Eastern Provinces, which is being implemented in consultation with... the Government of Sri Lanka, has made significant progress by attaining the target of completing 10,000 new houses during 2013,” a statement said. It said 16,000 more houses are expected to be completed during 2014, and the remaining 17,000 houses will be built in 2015. In the east, the housing project was launched in May and 66 houses have been completed so far while 400 more are nearing completion. The construction of 43,000 houses for resettling and rehabilitating people displaced during the ethnic war in Sri Lanka is part of India’s overall commitment to build 50,000 houses, which was announced by Prime Minister Manmohan Singh in June 2010. The third phase of the housing project, involving the construction of 4,000 houses for Indian-origin estate workers of Central and Uva Provinces, will be taken up by April 2014. The fourth phase will be launched in the northern and eastern provinces for the most vulnerable conflict displaced people next year. The project is being implemented with full grant assistance from India, with the total outlay of Rs 1,372 crore making it one of the largest grant assistance projects undertaken by the Government in any country, the High Commission said.
