The Assam Police arrested Simanta Phukan alias Bastav Deodhai Phukan, chief of the United Liberation Front of Asom’s (ULFA) 'Enigma unit' along with his associate Dulal Baruah, from Napam Mising village under Gaurisagar police station in the Sibsagar district on August 2. According to reports, Phukan had joined the outfit in 1988 and was based in Myanmar. The Sentinel quoting unspecified intelligence sources stated on August 6 that Paresh Barua, ‘commander-in-chief’ of the United Liberation Front of Asom (ULFA), has affected a major reshuffle in the organizational set-up of the outfit in some specific districts of the State. Barua has reportedly asked ‘action commander’ Lal Deka to strengthen the organizational base of the outfit in the Bongaigaon, Dhubri and Goalpara districts of lower Assam and to launch a fund collection drive. Deka has reportedly collected more than Rupees 50 lakh in the last month through extortion.

The United Liberation Front of Asom (ULFA) exploded four powerful Improvised Explosive Devices (IED) targeting two transmission towers of the Power Grid Corporation of India Limited and Assam State Electricity Board at Titabor in the Jorhat district of Assam on August 8. The blasts caused damage to the towers, but did not disrupt power supply. In an interview to The Sentinel, the Minister said, "The ULFA leadership is sharply divided on the issue of talks, with one faction in favour of negotiations and the other faction against it.
