A Lashkar-e-Toiba (LeT) ‘district commander’, identified as Hanzala, is believed to be dead in an encounter in the forest area of Handwara in Kupwara District in the evening of August 2, reports Daily Excelsior. On a specific information, Army cordoned off Dudipora village in Handwara. When the cordon was laid, the militant fired from inside the house of one Ajaz Ahmad Hajam. The sources further said that during the encounter the house caught fire. Police sources said that LeT ‘district commander’ Hanzala is believed to be dead as the Police and the Army received information about his presence in the village. The sources said that Hazala was most wanted militant in the area and was active for past 2 years.

Police have detained two minor boys in Sopore town of Baramulla District for allegedly hurling grenades at Police and Security Forces, reports Deccan Herald. The boys aged 12 and 13 were picked up by the Police after CCTV footage captured their acts on Wednesday. Search is on for the third boy seen in the footage. The blasts have injured three people. Superintendent Police Sopore, Imtiyaz Hussain, commented, “We are investigating. It is a big network as the LeT is banking upon little children now to carry out attacks on security forces,” He also said that LeT ‘commander’ Fahadullah was using children through Muzamil Amin Dar alias Husham alias Urfi for carrying out grenade attacks in the area.

The 'Country Report on Terrorism 2011', released by the United States (US) State Department this week states that the Pakistani Government is providing complete back up to the terrorist organisation functioning in areas of Pakistan and Pakistan occupied Kashmir (PoK), as reported on August 3, by Daily Excelsior. Besides, they have also been continuously trying to push terrorists along the Line of Control (LoC) and this remained an area of serious concern for the Government of India. Several terrorist organisations like Lashkar-e-Toiba (LeT) have also been collecting funds in the form of donations from wealthy persons including Kashmiri business persons and several Pakistan expatriate communities in the Middle East and Europe, particularly the United Kingdom, Islamic non-governmental organizations and Pakistani business families. Secretary of State of the Department had also designated certain organisations as Foreign Terrorist Organizations (FTOs) in accordance with Section 219 of the Immigration and Nationality Act (INA). Those designated as FTO included Harkat-ul-Jihad Islami (HuJI), Harkat-ul-Mujahideen (HuM), Jaish-e-Mohammed (JeM) and LeT, which are also conducting terrorist activities in Jammu and Kashmir State. Elaborating further on the FTOs, the Report stated that HuM had several hundred of armed supporters located in PoK and some militancy infested areas of Jammu and Kashmir. "The organisation is based in Muzaffarabad (PoK), Rawalpindi (Pakistan), and several other cities in Pakistan and the terrorist outfit conduct insurgent and terrorist operations primarily in Kashmir and Afghanistan. Further, the outfit trained its militants in Pakistan, Afghanistan and collected donations from wealthy and grassroot donors in Pakistan, Saudi Arabia, and other Gulf States. HuM's financial collection methods include soliciting donations in magazine ads and pamphlets", the Report stated. Another FTO is LeT, which is one of the largest and most 'proficient' of the traditionally Kashmir focused militant groups that has the ability to severely disrupt already delicate regional relations. "The outfit has LeT has conducted a number of operations against Indian troops and civilian targets in Jammu and Kashmir. The actual size of LeT is unknown, but it has several thousand members in PoK and Punjab Province of Pakistan, besides southern Kashmir, and Doda regions. LeT has global connections and a strong operational network throughout South Asia. The outfit maintained a number of facilities, including training camps in Pakistan and collected donations from Pakistani expatriate communities in the Middle East and Europe, particularly the United Kingdom; Islamic non-governmental organizations; and Pakistani and Kashmiri business people. Another terrorist outfit that has been active in Kashmir is JeM, which had several hundred armed supporters including a large cadre of former HuM members - located in Pakistan, Kashmir and Doda regions. "In 2011, JeM restarted its fundraising and recruitment activities in Pakistan. In anticipation of asset seizures by the Pakistani Government, JeM withdrew funds from bank accounts and invested in legal businesses, such as commodity trading, real estate, and production of consumer goods. In addition, JeM collected funds through donation requests in magazines and pamphlets, sometimes using charitable causes to solicit donations", the Report states. The Report stated that another FTO - HuJI has an estimated strength of several hundred members and its operations extend throughout South Asia, with its terrorist operations focused primarily in India and Afghanistan. The outfit had experienced a number of internal splits and a portion of the group has aligned with al-Qaeda in recent years, including training its members in al Qaeda training camps.

A local news agency reported that newspaper offices in Srinagar received a hand-written letter on August 1 that accused "some media men" of "working on the payrolls of the state and Indian government machinery" and warned "of strict action for anti-freedom movement journalism". One Abu Irfan has issued the letter. "We warn journalists to mend their ways or face dire consequences," it said. The letter warned editors against ignoring the warning and asked them to publish it in their newspapers. Earlier, KNS reported that members of eight little-known terrorist groups met under the ‘chairmanship’ of Lashkar-e-Toiba’s (LeT’s) Abdullah Ghaznavi and warned journalists "to remain away from security agencies and police officers". Journalists were warned against "strengthening the occupation and instead highlight the pain and suffering of Kashmiris due to oppressive state-sponsored policies" at the meeting, it reported. In March 2012, seven militants groups had warned Kashmir-based journalists and owners of local newspapers against "interest-based biased reporting". But the groups had withdrawn the threat after separatist leaders like All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani protested.

The Union Ministry of Home Affairs (UMHA) on August 12 sounded a high alert in Jammu and Kashmir (J&K) Airports along with few other sensitive Airports of the country on the inputs given by the Intelligence agencies that 14 militants of Lashkar-e-Toiba (LeT) were plotting to hijack an aircraft to get some of their top colleagues released from the jail, reports Daily Excelsior. The alert, which was received by Anti-Hijacking Police of Jammu Airport Security wing, called for maintaining a very strict surveillance on both Jammu and Srinagar Airports in view of presence of the LeT cadre in J&K, especially the Valley. The alert stated that 14 persons from the LeT outfit were plotting a major conspiracy to hijack a plane and, in the bargain, seek release of some jailed militants of the outfit especially Pakistanis. The alert specifically pointed out towards the involvement of 14 militants of the LeT cadre in hatching the conspiracy for hijacking of a plane. It said the militants could enter the plane taking valid and genuine tickets on their names to dodge security agencies. Sources said the alert has also been sounded for some other Airports of the country but the threat was more significant for J&K.

The intelligence agencies have cautioned the Jammu and Kashmir Police to keep a close watch on the activities of Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT) who are trying to rope in surrendered militants back into their fold, according to Deccan Chronicle. In a recent advisory sent to the State Police and other security agencies active in the Valley it has been disclosed that both HM and the LeT are feeling extremely frustrated in wake of the acute manpower crunch they are facing. Also, following intensified patrolling along the International Border and the Line of Control (LoC) as many as 800 militants are stuck at the launching pads in Pakistan-occupied Kashmir (PoK) waiting to cross over. Therefore, these terror groups have now turned their attention to the former cadres who had surrendered before the security agencies. Sources said the terrorist organisations are trying both threat and the lure of money to bring back the surrendered terrorists into active militancy once again. “They are threatening these surrendered militants and their family members to pressurise these militants. We have asked the state government to look into this matter and take immediate measures. If need be these surrendered militants and their families should be provided adequate security cover as well,” an unnamed senior official of the Union Ministry of Home Affairs said. The terror outfits are also giving financial incentive to the surrendered militants offering them huge sum of money. There are concrete reports, sources added, that for this purpose these militant organisations are getting money through the hawala channels. Intelligence agencies are keeping track on suspicious money transactions, particularly from abroad, in the Valley. Intelligence agencies have also cautioned in their advisory that by September the militant organisations will start exerting more pressure on their ex-cadres as the season will start changing and some of the upper reaches will start getting snowfall by end of the month.

Militants who stopped the work at the Wullar Conservation Project (Wullar barrage) construction site in the Sopore area of Baramulla District in the night of August 27 are said to have been sent specially for this particular mission as Pakistan feels the project is against its interests and in violation of Indus Water Treaty of 1960 between the two countries, highly placed sources said on August 29, reports Daily Excelsior. Sources said that eight among the 16 militants who stopped work of the Project at Ningli were Pakistani nationals. Sources further revealed that these foreign nationals might have been Pakistani Army commandos sent specially for safeguarding the interests of Pakistan in Wullar Lake. The sources said that security agencies are looking for the route which these eight specially trained militants or Pakistan Army commandos have adopted for entering into Kashmir for Mission Wullar. They further felt that these Pakistani nationals must have fled Kashmir valley after carrying out their mission. The security agencies, meanwhile, ruled out the possibility of the Lashkar-e-Toiba (LeT) top ‘commander’, Fahadullah, operating in Sopore area being the part of the mission. Fierce gun fight followed when Security Forces (SFs) in the morning of August 29 trapped the ‘divisional commander’ of the Lashkar-e-Toiba (LeT) in Kashmir valley, Mohammad Qasim, and ‘district commander’ of the outfit, Mudasir Sheikh, in village Brinail in Pirpanchal Mountains in Kulgam District, reports Daily Excelsior.
