Police neutralized a recruitment module of Lashkar-e-Toiba (LeT) and arrested seven militants from Sopore town and its adjoining areas in Baramulla District. One Pika Gun, 75 rounds of Pika ammunition, two Chinese Pistols, two Pistol magazines, nine Pistol ammunition rounds, one UBGL Thrower, six UBGL Shell, one Detonator, one Rocket Launcher and four Hand grenades were recovered from the arrestees. The module was tasked to target VIP rallies and Security Forces (SFs). Superintendent of Police (SP, Sopore) Imtiaz Hussain said that local boys were recruited into the outfit building a network of LeT operatives who were bent upon executing various terrorist actions in and around Sopore in criminal conspiracy with one Pakistani terrorist code named Fahadullah, who is operating in Sopore, who in turn has been taking directions from another terrorist code named Hanzullah-an LeT ‘commander’ based in Pakistan. He said that Fahadullah is the only surviving LeT terrorist of Pakistani origin in Sopore active as on date. "After being indoctrinated with Jihadi ideology, the group members had formally joined LeT organization and were provided the communication gadgets and weaponry", he added. "The members of the module have been assigned with various tasks of couriering the weapons and money, identifying the targets vis-a-vis security installations and arranging communication devices. Some of the members of the module were preparing to visit Pakistan on legal documents to get further training in bomb making and other terrorist activities, while others were preparing other terrorist actions including grenade attacks on VIP rallies and attacks on police and security forces", the SP added.

Militants of Lashkar-e-Toiba (LeT) on July 7, struck on the Jammu-Srinagar national highway in the outskirts of Srinagar killing an Army personnel, identified as Deepak Singh and injuring another, identified as Trilok Nath, reports Daily Excelsior. DIG South Kashmir, Vijay Kumar, said that LeT militants came in a Santro car and fired upon at two Army personnel, who were deployed for Road Opening Party (ROP) duty near Kadalbal Chowk, Pampore in Pulwama District. Militants also snatched an AK rifle from the possession of one of the Army soldier. LeT claimed responsibility for the attack.

Security along the National Highway has been intensified after July 7 attack by the LeT in Pampore, reports Daily Excelsior. The LeT has developed a militant module in the outskirts of Srinagar that is based in Nowgam area of Srinagar, Newa and Pampore area of Pulwama bordering Srinagar. The module has posed a major security challenge for Srinagar city and parts of National Highway. The sources said that the militant module is headed by a Pakistani militant and comprised of a local militant and some Over Ground Workers (OGWs). Srinagar city is already on alert and surprise security checks and frisking is being conducted for past one week following the reports of this module and other militant modules operating in Tral, Pulwama and Sopore aiming at Srinagar.

Some of the people may be here as top commanders but instructions flow from across the border. Letters allegedly written by a terror outfit have exposed the liaison, militant organizations share with the Pakistani Army and also revealed their significant infiltration strategies, reports claimed on July 11, according to Zee News. The letters, accessed by a leading English TV news channel, have an authoritarian tone and give an interesting peek into the terror groups’ modus operandi. The letters also reveal how these terror groups dictate terms to the Pakistani Army when it comes to deciding the targets of attack or claiming responsibility. These letters were written in November 2011 by a terror outfit identified as United Jihad Council and addressed to various places in Pakistan, one address being that of a Commander in Pakistani Army, based in Pakistan occupied Kashmir (PoK) near the Line of Control (LoC). As per the letters, several Indian Army Bases, religious sites and top figures are on the radar of the Pakistan-based terror groups. The letters have revealed that a specific instruction has been given to Lashkar-e-Toiba (LeT), under international scanner for its terror-related activities, not to claim responsibility for any militant attacks. These letters provide a clear view of the rapport shared by the militants with Pakistan’s Army as one of them complains about Army “not implementing” their instructions. Militants have also mentioned in one such letter that Pakistan Army won’t fire until a terror group gets under the clutch of Indian Army and that they would communicate with few chosen Pak Army officers. The letters also reveal a detailed account on the methodology used by the militants, while infiltrating to India, including specific routes and the “launching camps”, the places from where the infiltration has been planned. The militants have specified five “launching camps” namely - Hassan Forward Kahuta, Nakiyal, Khoi Ratta, Samahni and Dhali Bagh. The letters have clearly instructed the militants to return to their launching camps, in case they had been sent to PoK for training.

One of LeT ‘commanders’ searched is the ‘divisional commander’ of LeT for South Kashmir, Mohammad Qasim, a Pakistani militant. Mohammad Qasim reportedly infiltrated into Kashmir valley in 2010. He lied low and was hiding in the Dacchigam forests for almost 18 months. After the killing of then LeT’s South Kashmir ‘divisional commander’ Abdul Rehman alias Rehman Bhai on October 3, 2011, Qasim shifted his base from Dacchigam to South Kashmir and took over charge of South Kashmir. Mohammad Qasim is believed to be operating in the Chadoora area of Budgam and Pulwama and Pampore areas where security presence is thin. Another LeT ‘commander’ who is being hunted is Bilal Ahmad Bhat of Lalhar in Pulwama District. Bilal, though being very young is thought to be more active and as per security agencies more ruthless and daring. He was lured into LeT by Rehman Bhai. He is a local trained militant and has worked with Rehman Bhai and is thought to have learned the operational skills from him. Security agencies have inputs that Bhat is mostly operating in the outskirts of Srinagar city in Nowgam area to Pulwama town outskirts as this area has least presence of SFs.

Sources said that in a recent security review meeting for the South Kashmir it was suggested that few security camps will be set up in a couple of areas where the security presence is less giving chance to militants to re-group. One of such camps is proposed in the outskirts of Srinagar on the border between Pulwama and Budgam Districts where the security agencies felt that militants are making much movement, sources said. It may be mentioned here that the security presence in various areas of South Kashmir and Central Kashmir was reduced over the years following decrease in the number of militants and militancy incidents. Security agencies admitted that over the years Security Forces focused on North Kashmir where there are more militants than South Kashmir but militants chose South Kashmir where security forces had decreased their presence following relative calm in the area. Security agencies data revealed that there are 25 LeT militants operating in South Kashmir Police Districts of Pulwama, Shopian, Awantipora and Anantnag while there are 62 LeT militants operating in Bandipora, Sopore, Baramulla, Handwara and Kupwara Police Districts. However, the number militants in North Kashmir increased with every successful infiltration attempt and in 2012 as per security agencies around 10-15 militants managed to infiltrate into North Kashmir.

They were crossing illegally to J&K to avail the Return & Rehabilitation policy for Kashmir youth who have gone for arms training to Pakistan occupied Kashmir (PoK). The militants - 22-year-old Maroof Iqbal, 21-year-old Javaid Iqbal (both HM) and Showkat Ali (25, LeT), his wife Shamida Kouser (22), his two children Khalid and Umar - had crossed over from PoK to this side through the LoC in Hamirpur-Bhimbher Gali belt of Poonch late in the night of July 22, an Army officer told PTI. "We told them that this is not the right way to cross via the LoC to this side. This cannot be allowed", he said, adding that they were told to adopt a proper procedure for crossing and return back to Jammu and Kashmir as per the mechanism laid down under the policy. The infiltrators had SIM cards, mobiles, passports from Pakistan and other items but nothing incriminating, he said. Earlier report had mentioned only Showkat Ali.

He said there have been increased infiltration attempts from across the border, possibly with the aim to sending more terrorists into Jammu and Kashmir before the onset of winter. "The militant groups are making concerted attempts to push the terrorists through the border. Security forces are dealing with them," he added. Sources further said inputs indicated that some terrorists belonging to Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) had crossed into the State during May while some more entered it by early July. The terrorists have started using infiltration routes from Uri and Nowgam sectors in Kupwara in North Kashmir that were being used in the 1990s and early 2000 and which have been since been lying dormant, the sources said.

Residents said that two militants intercepted Sarpanch Mohammad Yaqoob Malla when he was coming out of a nearby mosque after. Yaqoob was accompanied by his younger brother Muhammad Rafi Malla, who had an argument with militants resulting in a scuffle during which Yaqoob fled towards his house. The militants fired three shots at Rafi during the scuffle injuring him. Police said the militants involved in the attack have been identified as Inam-ul-Haq Malla alias and Irshad Ahmad Sheikh. It may be mentioned here that the Lashkar-e-Toiba (LeT) militants over the months targeted the Sarpanchs and Panchs (members of Panchayat) in South Kashmir Districts of Shopian, Kulgam and Pulwama forcing scores of them to resign.
