Police busted a Lashkar-e-Toiba (LeT) module in the Budgam District by arresting six militants, reports Daily Excelsior reported on October 2. The arrestees, identified as Zahoor Ahmad Khan alias Zubair, Barkat Ahmad Malik alias Abu Talha, Assadullah Dar alias Assad, Aijaz Ahmad Dar alias Imran, Rouf Ahmad Dar alias Rafeeq and Farooq Ahmad Mir, as per investigations, were found involved in the burning of Baba Hanief-ud-din shrine at Ratsuna in Beeru on July 15, 2012, and a Masjid (mosque) in Narbal Magam, both in Budgam District. Police said Farooq Ahmad Mir confessed before the Budgam Judicial Magistrate that he was directed by the LeT militants in Pakistan to burn the religious places to ignite an agitation like that of 2010. Mir had travelled to Pakistan's Faisalabad in early 2012 and met LeT men there. His travel was facilitated by Zahoor Ahmed of Arth of Budgam District, Police added. Mir told his interrogators that the LeT militant Waleed (in Pakistan), wanted to start an agitation similar to that in 2010 by targeting Masjids and Shrines in Kashmir valley. On Mir’s tip-off, five others were arrested and they are being interrogated.

Such posters were earlier restricted to Drangbal, Naranthal and Jalsheeri areas of Baramulla District. There has been no change in the Government's official position, which states that only 50 letters of resignation have been received so far.

Police have come across with revelations made by three militants, including a woman from Pakistan occupied Kashmir (PoK), who had returned from Pakistan via Nepal, that they had been plotting to target Baglihar hydro-electric power project at Chanderkoot in Ramban District. Official sources said that three militants, who have been charged with plot to target Baglihar project, were Ghulam Ali alias Muzammil, Seeraj Ahmad alias Shakeer and Faizal, originally a resident of Jamaan Chanka in Mansera area of PoK, presently putting up at Shopian with Shakeer. The plot to target Baglihar project was hatched in PoK by top Lashkar-e-Toiba (LeT) ‘commander’ Abu Faraar with the help of Pakistan Army and Inter-Services Intelligence (ISI). All three militants including the PoK woman had been sent to India with the purpose of executing the plot along with their other associates. They had been assured that some officials posted in Baglihar project would also assist them. Sources said all three were provided with passports and visa to fly to Kathmandu in Nepal from Karachi in Pakistan by the Army and ISI officials. On reaching Kathmandu, the militants traveled to Uttar Pradesh from Nepal border and boarded a train to reach Jammu Railway Station, where they were arrested by a team of Shopian Police, which had developed prior information of the militants’ movement.

The Lashkar-e-Toiba (LeT) militants in the evening of October 19 attacked an Army convoy in Srinagar on Bypass near Srinagar Railway Station in Jammu and Kashmir and while fleeing through a nearby hotel fired at their staff, killing one of them and injuring two others, reports Daily Excelsior. The 3-4 militants came in a car and targeted an Army convoy outside Silver Star hotel at around 4:20 pm. Inspector General of Police (IGP, Kashmir Range), S M Sahai, said that the initial reports suggested that around 3-4 militants tried to launch an attack on the highway. "After the attack they tried to force their entry into the hotel which they couldn't and fired indiscriminately killing a hotel employee and injuring two others," he added. "There was minor damage to one of the Army vehicles and it seems that they failed to carry out the attack as was planned by them", the Security Agencies said. "It was an Army truck that was targeted by the militants", they said, adding that they feel their target might have been the Army bus which was behind the truck. The militants fled towards the hotel after the attack and forced their way into the lobby. One of the owners of the hotel, Waseem Abbas, said the militants fired just outside the main gate of the hotel and then entered the ground floor of the hotel. "Few shots were fired inside the premises. We are not sure where our staffer was killed but it seems he was taken hostage and later shot dead behind the hotel," said Abbas.

Two Lashkar-e-Toiba (LeT) militants, including a ‘divisional commander’, identified as Muzamil Amin Dar alias Urfi alias Abu Hushaam, were killed by the Security Forces (SFs) in Shallapora locality of Sopore in Baramulla District on October 21, reports Daily Excelsior. The other slain militant was identified as Abdullah Shaheen, a Pakistani resident. Inspector General of Police (IGP, Kashmir), S M Sahai said that Muzamil was involved in hatching a conspiracy to bomb Delhi markets. With the two killings, the operation that was launched on October 20 ended. On October 20, SFs had launched a search operation in the area after a tip off about the presence of two top LeT ‘commanders’. The militants opened fire from a house resulting into an encounter. One Central Reserve Police Force (CRPF) trooper was injured in the initial fire. SFs later rescued about 60-70 civilians, including women and children, who were trapped in the encounter and halted the operation in the night. The operation was resumed in the morning of October 21 as SFs tried to storm the target house, triggering an encounter. An Army trooper and Policeman were injured during the initial gun battle in the morning. The intermittent firing continued till afternoon in which both the militants were killed. Three houses in which these two militants were hiding during the encounter were raised to rubble while over a dozen of houses were partially damaged in the gunfight

Principal Sessions Judge, Ramban District, M. A. Chowdhary on September 29 awarded 14 years imprisonment and fine of INR 20,000 to two Jaish-e-Muhammad (JeM) militants, reports Daily Excelsior. The Judge observed, "Having due regard to the facts and circumstances of the case, court is of the considered opinion that the interests of justice shall be served with a sentence of imprisonment for a period of seven years and fine of INR 10,000 under Section 307 read with Section 34 RPC and Rigorous imprisonment for a period of seven years and fine of INR 10,000 for the commission of offence punishable under Section 27 (2) Arms Act". The Court clarified that both the sentences will run concurrently. According to the Police case, these two militants namely Mohd Shaheen code Aarif, son of Abdul Gani Naik of Manjoos in Banihal and Badar Din code Umar, son of Nazir Ahmad Wani of Tanta in Thathri surrendered before the Security Forces following a gun battle in Dheda under the jurisdiction of Gool Police Station on April 4, 2005. According to the Police, around 18 youths from the Jammu and Kashmir have joined different militant groups during the year 2012, reports Greater Kashmir. Most of these young persons have joined Hizbul Mujahideen (HM) or Lashkar-e-Toiba (LeT), two key militant outfits operating in the State. Among these, two have been killed in encounters and one has been arrested. Sources said, “They (local militants) know the topography and have a good network of friends and relatives who act as couriers.” They are also used to garner support of the local population. Sources further add, three belonged to the South Kashmir area, six are residents of Batamoloo (Srinagar District) in Central Kashmir. Muzamil, one of the two, from Sopore District was killed in an encounter. Remaining seven are from Kishtwar and Doda Districts in Jammu region. “One among the seven was killed in an encounter in Kishtwar,” sources said. However, unconfirmed reports put the number of Kashmiri youth who have taken up gun in the past one year at more than 40, including those who lost their near ones in Central Reserve Police Force (CRPF) or Police firing in the 2008, 2009 and 2010 agitations. Most of them are in their late teens or early 20s.
