At least 40 Sarpanchs (head of Panchayat, village level local self Government institution) and Panchs (member of Panchayat) have resigned in Palhalan and its adjoining areas in Pattan tehsil (revenue unit) of Baramulla District in North Kashmir due to militants threats since the killing of a Sarpanch in the region, Daily Excelsior reported on September 13. The resignations have come from Palhalan, Goshbugh, Taapar, Wusan and Kalsari Nehalpora villages. Most of Panchs and Sarpanchs submitted their resignation to the Block Development Officers of the respective blocks. Some of them issued advertisements in local newspaper announcing their resignation. Others have announced their resignation through posters and by making announcements through the loud speakers of the Masjids. The killing of Palhalan Sarpanch took place after Lashkar-e-Toiba (LeT) posters had appeared in several areas of Pattan asking Panchs and Sarpanchs to resign or face consequences. These posters appeared outside Masjids. As reported earlier, militants in the evening of September 10 shot dead Sarpanch of Palhalan village in Baramulla District. In South Kashmir Districts of Shopian, Pulwama and Kulgam around 200 Panchs and Sarpanchs resigned over the past few months following militants’ threats. In August posters of lesser known militant outfit, al Qaida Mujahideen appeared in several villages in Shopian District forcing around 50 Panchs and Sarpanchs to resign. These posters appeared in the market places and around Masjids in the villages of Pahlipora, Prang, Thearan, Baba Khadar, Trekawangam and Chetergam of District Shopian.

Principal Sessions Judge Udhampur (Udhampur District), A K Koul awarded 10 years imprisonment to Mohd Yousuf alias Mithu, a close associate of Lashkar-e-Toiba (LeT) ‘commander’ Qari. According to the prosecution case, Yousuf, a resident of Basantgarh in Ramnagar, was arrested by Security Forces (SFS) on August 10, 2003, in village Bhagni along with grenade. During investigation, it came to fore that Yousuf was assigned the task of hurling the grenade on Police party which he could not do because he was unable to pull the pin of the grenade. He was also involved in an attack on Police Station Basantgarh in 1996. He was arrested from Pathankot in 1999 and was jailed for two years. After being let off, he again indulged in militant.

Army on September 16 intensified its operation in Uri forests after militants trapped by them in the evening of September 15 proved to be a group of recently infiltrated militants from Pakistan occupied Kashmir (PoK). An unnamed Army officer said that they had information about the presence of two militants in the Lacchipora forests of Uri when they launched an operation. Now it has been established that it was a group of at least 3-4 militants of Lashkar-e-Toiba (LeT), who had managed to infiltrate through Kamalkote sector of Uri on September 2. The Army had claimed on September 2 that the infiltration bid was foiled by Army after they found a group of heavily armed militants trying to infiltrate into Kashmir valley by crossing the fence in Kamalkote sector of Uri. However, the General Officer Commanding (GOC, 19 Division), Bipin Rawat, had told reporters then that Army had apprehensions about infiltration of some of the militants as they had noticed marks near the fence. The GOC had said that day that Army had noticed movement of around three infiltrators near the fence on September 3 but they were fired upon and after that they didn't notice any forward movement.

Army said that they killed a militant who was injured in the encounter last week, when one militant was killed. Arms and ammunition was also recovered from the killed militant. Army sources further said at least 3-4 militants of LeT who had managed to infiltrate through Kamalkote sector of Uri on September 2 are trapped in these forests and couple of them are still alive.

Minister of State for Home Affairs Ramachandran Mullappally said that the government received from intelligence in July that Lashkar-e-Toiba (LeT) was conspiring to hijack a flight between New Delhi and Srinagar (Jammu and Kashmir), most likely with Hizb-ul-Mujahedeen’s (HM) assistance. "Their plan was to use the passengers as hostages for securing the release of their comrades in jail," he commented. "We feel that this sort of operation would not have been conceived without express involvement of the Hizb, which is the home-grown terrorist group of Kashmir. The hijackers planned to ask for the release of militants belonging to the Hizb."

A top Lashkar-e-Toiba (LeT) ‘commander’ was among two militants killed in an encounter in Handwara forests of Kupwara District on September 25, reports Daily Excelsior. An Army trooper was killed, while two Army troopers, including an officer, were injured in the encounter. The Army recovered two AK 47 rifles, six magazine, 150 rounds, two Matrix sheet, four maps, two wireless sets, two GPS, one compass, 2 pouches and Indian currency from the dead militants. The Army in the night of September 24 launched an operation in the maize fields and forests of Haril in Handwara after they received information about the presence of militants in the area. The militants fired at the Army party resulting in a fierce encounter. In the morning of September 25, the Army party was again fired at by militants. Army returned the fire killing one militant. The gun fight continued till the afternoon resulting in the killing of another militant at around 1pm. One Army trooper was killed and an Army commando, Captain Manish and Army trooper were injured in the encounter. As per the matrix sheets, maps and GPS devices recovered from the militant who was killed early in the morning it appeared that he was a top ‘commander’ of the LeT. The militant group that was trapped in the Handwara forests appeared to have recently infiltrated. The Army sources said that it was a group of around eight militants that was trapped by the Army, which was using surveillance helicopters to track the movement of the group.

Union Ministry of Home Affairs has asked the Jammu and Kashmir Government to hold early elections for civic bodies and block development councils, given intelligence alert that Pakistan-based LeT is intimidating people against participating in the democratic exercise. MHA sources said that IB alert of LeT’s intention to subvert the polls has already been shared with the State Government and the delay in allowing people to carry out their right to vote will only provide more opportunity to militants.

Army thwarted infiltration attempt by a group of five to six Lashkar-e-Toiba (LeT) militants at forward village of Balnoi on the Line of Control (LoC) in Mendhar sector of Poonch District in the morning of September 27, killing two militants and forcing others to retreat to Pakistan occupied Kashmir (PoK), reports Daily Excelsior. Sources identified the slain militants as Abu Mahaz alias Khandari Kashmiri, a ‘divisional commander’ and Abu Anzala alias Abu Tallah Afghani, an ‘area commander’ of the LeT. Both of them were Pakistani nationals and were wearing Army uniform. Official sources said troops observed movement of militants trying to infiltrate into Indian Territory on surveillance gadgets installed between Roshni and Gun Hill Posts at Balnoi sector of Mendhar at 2am. Troops challenged the militants when they reached close to the fence and asked them to surrender. The militants opened firing and made attempts to sneak into this side. A heavy exchange of gun fighting between militants and the troops continued till 3.30am in which two infiltrators were killed. As the Army personnel were engaged in searches, Pakistani troops started heavy firing on Indian positions at 5.30am in an apparent bid to facilitate infiltration by remaining militants. The firing from Pakistan side continued till 8am, sources said. However, an effective retaliation by the troops forced rest of the militants to retreat to PoK. Army didn’t suffer any casualties in the firing. Troops conducted searches on the LoC and recovered bodies of both the slain militants along with a large quantity of arms, ammunition and other items. Recoveries made from the scene of encounter included two AK-47 rifles with 10 magazines and 193 rounds, two pouches, one wireless set with one antenna, two Under Barrel Grenade Launchers (UBGLs), eight UBGL grenades, two Pakistan made water bottles, one medicine kit, two Taiwan made Global Positioning Systems, two Nokia mobile handsets, two Indian SIM cards, Rs 12,000 Indian currency including three notes in 1000 denomination and 18 notes in 500 denomination, one map of Mendhar, one compass, one Matrix sheet, three Chinese hand grenades, one I Com set, one newspaper ‘Zaraar’ of Pakistan, two ‘Halwaal’ company’s juice bottles (also Made in Pakistan) and about 5 kg dry fruits.
