With the pressure of the Security Forces (SFs) building up on militants they are desperate to aim at soft targets across Kashmir Valley to make their presence felt, Director General of Police (DGP) K Rajendra said on June 11, Daily Excelsior reported. He said that there is lot of pressure on the militants operating in the State from their handlers across to act, adding, "And there are large numbers of soft targets available which militants aim at to show their presence." The DGP also said that all those strikes that were carried out in Srinagar in recent months have been carried out by militants who came from outside Srinagar for the purpose and fled soon after. He said that there are no known sleeper cells of the militants in Srinagar but didn't rule it out also. He said that militants target Srinagar and other towns for their high news value. The DGP said that there are no fresh recruitments of militants taking place in the State. He, however, didn't rule out few odd cases in parts of Kashmir Valley. He said that Lashkar-e-Toiba (LeT) is making desperate attempts to recruit youth in Sopore but they are finding it very difficult. "There is hardly any recruitment as there is no support for it. One odd child they may recruit," he said. The Police Chief said that despite the elimination of top ‘commanders’ and coming down of the infiltration, the militancy is not over yet. He said that there are still around 200-250 armed militants in the State. "They are mostly in South and North Kashmir with Central Kashmir being least affected", he added. The DGP said that Tral, Shopian, Sopore and Kulgam are affected by the militancy and any one can sneak in other areas of Kashmir Valley to carry out the strike due to easy connectivity. He said that location of Sopore and its background is the cause behind survival of militants in the area. He said proximity of Sopore to the Line of Control (LoC) through Bandipora, Kupwara and Baramulla, easy to operate and easy escape routes in the area are behind the growth of the militancy in the area. On the recent threat to Panchs (member of Panchayat, village level local self Government institution) and Sarpanchs (the head of Panchayats), the DGP said that some elements are spreading rumours and causing panic to subvert the elected system in the State. He said that there have been some incidents and some of the Panchs and Sarpanchs have been targeted for various reasons other than militancy. "It is not something alarming", he added. Rajendra, however, said that Police is investigating these cases where the Panchs and Sarpachs have been targeted and have been threatened through posters. "We have mapped these areas, mostly in South Kashmir, where these incidents have taken place and joint patrolling is being done by the security forces in these areas", he added. On financing of militancy, he said that SFs have managed to block various channels of funding militancy in the State. But, he said, they are using multiple channels. He said that Police have identified the people who are channeling hawala money and have managed to choke the funding to a great level. Rajendra said that there are various channels like money transfer and depositing of money into the accounts of Over Ground Workers (OGWs) from third country. "Other banking channels of funding militancy are also being used", he added. The Police Chief said that LoC trade is also being used to fund militancy in the State. He said that modus operandi is under invoicing of the goods. He said that six cases have been registered in funding of militancy through LoC trade routes of Uri and Poonch.

Police on June 12 arrested two suspects, Mansoor Ahmad Bhat and Moinul Haq Lone, for providing SIM cards to the Lashkar-e-Toiba (LeT) militants in Sopore area of Baramulla District, according to Daily Excelsior. The duo was working for a cellular operator company in Sopore. They have been procuring SIM cards on forged documents and providing them to the militants of LeT operating in and around Sopore. Police said that they used to sell these SIM cards at exorbitant rates, as high as INR 700 per SIM card. "So far, six SIM cards have been detected that have been procured illegally and provided to the LeT", Police added.

Army on June 13 arrested a Lashkar-e-Toiba (LeT) militant along with his Pakistani wife and three children as soon as they entered into Indian side from the Line of Control (LoC) in forward village Deri Dabsi of Mendhar sector in Poonch District, Daily Excelsior reported. The Army later handed over the militant, his wife and three children to Police. Official sources said that the militant, identified as Mukhtiar Ahmad (25), had crossed over to Pakistan occupied Kashmir (PoK) in 2002 for arms training when he was 15 years old and 6th class student of a Madarsa (seminary).

Srinagar Police on June 14 neutralized a Lashkar-e-Toiba (LeT) module that was operating in Srinagar and arrested its five cadres, reports Daily Excelsior. However, the brain behind the module is still absconding. Deputy Inspector General (DIG, Central Kashmir range) Syed Afhad-ul-Mujtaba said that four of the arrested militants belonged to Pulwama District while the fifth one is a resident of Zewan-Srinagar. "We have been able to crack the conspiracy that was hatched to plant IED [improvised explosive device] in a car at Chanapora Bridge on May 17 and so far five arrests have been made. We are on lookout for the others and hopefully they too would be tracked down soon," said Mujtaba. "In order to disturb prevalent peace and public order a criminal conspiracy was hatched by the active militants of LeT outfit operating in the Tral and adjacent villages of the South Kashmir. Bilal Ahmad Bhat alias Bilal Lalihari resident of Lelhar-Pulwama, Sajad Ahmad Bhat alias Shadak resident of Zewan-Pantha Chowk and a Pakistani militant Qasim alias Qasim Bhai along with their other associates were entrusted with the responsibility to carry out IED explosion in the Srinagar city," said Mujtaba. He said Qasim Bhai was instrumental in supplying the ignition gadgets besides imparting training to other members of the module to trigger the IED. "Qasim Bhai coordinated the whole operation by providing money and arranged other logistics through a well knit over ground worker module. Mohammad Yusuf Lone coordinated with other members of the module to carry out the task. Yusuf used to work as source for the law enforcement agencies but later on switched over his loyalty to LeT," he said. "The explosive material was provided by Muzaffar brother of Sajad, who is an active militant of LeT. The explosive material was procured clandestinely from some of the magazines, which provide blasting material to the quarries operating in the Zewan and Khonmoh areas," he said. He added that on May 16 the explosive laden vehicle was brought by Sajad, Qasim, Bilal and other associates to the assigned place. The DIG further said, "An LeT explosive expert who is a foreigner had devised the car bomb which was detected in time and defused through a controlled explosion in Nowgam area of the city on May 17 by us. The explosive material used to prepare the bomb was locally procured by the militants. It comprised of gelatin sticks used locally for rock blasting," adds IANS. Police have cracked a major network of Hizb-ul-Mujahideen (HM) in Police Department with the arrest of four Police Constables. Three constables, identified as Mohammad Abbas, Riaz Ahmad and Mohammad Ilyas, who had reportedly been passing on all sensitive information especially pertaining to deployment of Police and para-military personnel in Srinagar city to Lashkar-e-Toiba (LeT) militants, were arrested by the Security Forces, Daily Excelsior reported on June 16. A team of National Investigating Agency (NIA) was also camping in Srinagar amidst reports that they too had inputs about the links of some Police personnel of Srinagar with the militants, mainly the HM outfit. A First Information Report (FIR) against all three constables has been lodged at Shergarhi Police station. The involvement these constables in the militancy surfaced few days back after attempt on the life of a former HM militant Ghulam Hassan Mir alias Shabnam at Saderbal, Hazratbal (Srinagar District) on June 7. Shabnam was shot at by five to six persons but he had survived the attack. Investigations by the police revealed that all five to six persons involved in the attack on the life of Shabnam were Police and CID constables, who were affiliated to HM and had carried out the attack on the instructions of one of their commanders.

Sources said earlier Mukhtiar Sheikh was detained in the aftermath of November 26, 2008 (26/11) attacks in Mumbai for supplying SIM cards to LeT militants. But the case was dropped against him later on the ground that he was trying to infiltrate into the terror group. As Police continued interrogation of four arrested Police personnel amidst preliminary investigations that nearly a dozen constables could be directly involved in the militancy in Srinagar, the arrests had also caused concern to Central security agencies, which suspected that the constables might have been involved in gun-running and extortion. In view of their concern, Police officers have provided access of all four constables to Central security and Intelligence agencies. "We have provided access to all Central security and Intelligence agencies of four arrested constables though it was the Jammu and Kashmir police which blew the cover over this," Police spokesman said. Official sources further confirmed that the Police personnel had provided SIM cards to the militants. Police on June 22 arrested Parvez Iqbal Tak, a forest contractor, who was missing for past more than 20 days after a Mitsubishi Outlander, registered on the name of missing actor Reshma Patel alias Laila Khan, was recovered from a shop in Kishtwar town which Tak had brought from Mumbai (Maharashtra), reports Daily Excelsior. Police suspect that the vehicle belonging to her was used in a blast outside the Delhi High Court in September 2011 and that Tak was the last person to use it, adds Times of India. Deputy Inspector General Gareeb Dass said, “The last person who used the vehicle was Tak, who has reported links with LeT [Lashkar-e-Toiba] militants," said Dass, adding so far, he did not have any evidence to say Laila had any direct connection with a terror group. Troops on June 23 destroyed a major hideout of the Lashkar-e-Toiba (LeT) militants in the Sanai forest area of Surankote tehsil (revenue unit) in Poonch District and recovered a large quantity of arms, ammunition and explosives, according to Daily Excelsior. The recoveries included two AK-47 automatic rifles with 60 rounds, 200 rounds of PIKA ammunition, a double sniper bore rifle, six Chinese grenades, two AK-47 filled magazines, a UBGL launcher and four grenades. Troops also recovered a pipe bomb, few clothes, cells and detonator wire, which could have been used by the militants for fabricating Improvised Explosive Devices (IEDs) to cause large scale destruction, official sources said.
