The State Investigation Bureau (SIB) Police officials arrested three Naxalites [Left Wing Extremists (LWEs)] belonging to the Communist Party of India-Marxist-Leninist (CPI-ML New Democracy) from Kamayyakunta and Kannapuram villages in Buttayagudem and Koyyalagudem mandals (administrative units) in West Godavari District on April 2, reports The Hans India. According to information, three Naxalites of the Chandranna Dalam (armed squad), Karam Kannayya, Madakam Ramarao alias Ramanna, Chimala Vasantha Rao tried to extort money from a timber merchant in Kannapuram village. The SIB team raided on the cashew garden and took Kannayya into their custody. Later, the team tapped the mobiles of other persons and arrested them in Kannapuram village of Koyyalagudem mandal. The team had received information that these three Chandranna dalam cadres of CPI-ML New Democracy have planned to kill a timber trader at Kannapuram village, suspecting him as ‘Police informer’. A Communist Party of India-Maoist (CPI-Maoist) cadre who was allegedly involved in the murder of two sarpanchs (local-self government institution heads) was arrested from Dantewada District on April 5, reports Indian Express. Laxman Bhaskar (45), active as a ‘Janmilitia’ member of Maoists, was arrested from the District hospital in Dantewada town where he had arrived for his treatment, Dantewada Superintendent of Police (SP), Kamalochan Kashyap said.Acting on a specific tip-off that a Naxal [Left Wing Extremist (LWE)] was in Dantewada District hospital due to some illness, a joint team of Police from Bhansi Police Station and Cyber Cell raided the place, the SP said. Laxman, a native of Kamaloor Pujaripara village, was associated with the CPI-Maoist since past five years and working under Kamaloor Bhansi LOS (local organisation squad) of Maoists, he added. The arrested ultra was allegedly involved in the murder of a Sarpanch of Badekameli panchayat (village level local-self government institution), Suresh Tamo in 2013 and former sarpanch of Pujaripara in Dhurli area Bhagat Kunjam in 2014, the SP, Kashyap further said. Besides, he was also wanted in incidents of loot, damaging railway property, blocking roads and other Maoist related incidents since last five years, the SP added.

The Border Security Force (BSF) has set up two new posts in the Naxal [Left Wing Extremism (LWE)]-affected Kanker District to facilitate road construction projects, reports Indian Express on April 7. “Both the company operated bases (COB) were set up last week in the highly sensitive region of Kanker bordering with Maharashtra,” Inspector General (IG), Frontier Headquarters of BSF in Bhilai, Mahendra Singh said. One BSF post has been set up at Kanhargaon village which is on the border of Kanker and Gadchiroli (Maharashtra) to ensure security to the Bande-Irpanar road (36 kilometres long) and the other at Charre-Marre village for the Antagarh-Amabeda road (35 kilometres long), he said.

The Naxal [Left Wing Extremism (LWE)] Special Division (NSD) of the District Police conducted combing operations at the forest areas of Tamil Nadu-Kerala border in Coimbatore District on April 8, reports The Times of India. Security Forces (SFs) conducted the operations to curtail the movements of Communist Party of India-Maoist (CPI-Maoist) cadres. Maoists' activities were reported from Attappady and Agali Police limits in Palakkad District of Kerala. These two areas are located near Annaikatti in Coimbatore District. The NSD personnel were given modern weapons and night vision goggles. Deepak M Damor, Deputy Inspector General of Police (DIG), Coimbatore range, A Mohan Navas, Additional Superintendent of Police (ASP), NSD, west zone and Police personnel conducted the combing operations at Kalkothypathy, Vediparai, Chinnattumalai and Kovaicourtalam.

As many as 1,794 women constables recruited by CISF are undergoing training at the centre. The Centre had increased the number of CISF personnel from 1, 45,000 to 1,80,000. According to press release, the personnel would be trained in handling terrorists and Naxals Left Wing Extremists (LWE). Training as per the security needs of the country would be imparted to them.

The ministry has named the Niyamgiri Suraksha Samithi (NSS) in Odisha and Visthapan Virodhi Jan Vikas Andolan (VVJVA) in Jharkhand as the two organisations acting as fronts for Naxalites groups. The report by MHA also says that the NSS had campaigned against mining activity by the Odisha Mining Corporation at the Niyamgiri Hills which would have given the Vedanta Group access to natural resources. The VVJVA on the other hand opposed the decision by the Jharkhand Government to amend two tenancy laws which allowed the use of agriculture land of tribal people for non-agricultural purposes

The aim of the visit was to boost the morale of the Indian Air Force (IAF) personnel deployed there. A statement issued by the Ministry of Defence (MoD) said, "During the visit, he was briefed by the local commanders of various paramilitary forces deployed in Bastar area. He reviewed the operational preparedness of forces deployed in the sector. He also interacted with personnel from various state agencies and air warriors to boost their morale." The IAF has been operating its helicopters in the Bastar region since the past several years to give logistical support of Central Armed Police Forces and police personnel fighting the LWEs in the state.

In the light of April 24 attack on Security Forces (SFs) by Communist Party of India-Maoist (CPI-Maoist) cadres, Union Government has asked SFs to focus on counter-offensive operations on "high value targets", reports The Times of India on April 27.The ‘high value’ targets include south Bastar ‘Divisional Commander’ Raghu, head of Jagargunda area committee Papa Rao, and commander of the first battalion of People's Liberation Guerrilla Army (PLGA) Hidma, who is said to be behind the latest attack. The Central Reserve Police Force (CRPF) and other forces have been asked to demoralise the Naxalites [Left Wing Extremists (LWEs)] by targeting their leaders, area commanders and influential members of the 'jan militia' (people’s militia). There are about 200-250 leaders of different committees and area commanders of Naxalites in Bastar who keep travelling to Jharkhand, Odisha and Maharashtra for coordination as well as to plan attacks on SFs. Both the CRPF and the Chhattisgarh Government have informed the Union Home Ministry that they need a large number of Unmanned Aerial vehicle (UAVs) to help gather "real time intelligence" about the movement of large contingents of Maoists inside the jungle, said sources. The Union Home Minister (UHM) agreed, and has sought a detailed proposal. In addition, there are also plans to procure Foliage-Penetrating (FOPEN) radar and more Dhruv Helicopters to monitor the movement and activities of Naxalites inside thick forests.

Besides Bihar, Andhra Pradesh, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, Uttar Pradesh and West Bengal are the other states affected by LWE.
