A ‘poster war’ broke out on the first day of People’s Liberation Guerrilla Army (PLGA) week at Pottangi in Koraput District, reports New Indian Express on December 2. Communist Party of India-Maoist (CPI-Maoist) banners were placed at Kartulpeta village within Bandhugaon Police limits and anti-Naxal [Left Wing Extremism (LWE)] posters were seen at several places in Pottangi. According to the report, CPI-Maoist posters pasted by its Srikakulam-Koraput Division Committee (SKDC) protested against leasing out bauxite mining to corporate house by ignoring the rights of tribal people and urged locals to fight for land rights and invited local youths to join their movement with their posters. However, anti-CPI-Maoist posters highlighted Naxals as barrier to development works and killers of innocent people. This was the first time anti-Naxal posters were seen in Pottangi. No one has claimed responsibility for putting up the anti-Naxal posters.

A joint team of Jharkhand and Chhattisgarh forces and Para-Military personnel are conducting a major anti- Naxal [Left Wing Extremism (LWE)] operation in Burha Pahar, located in Garhwa District of Jharkhand bordering Chhattisgarh to target and root out top Maoist commanders reports Hindustan Times on December 2. The Jharkhand Government has directed the local administration to evacuate Burha Pahar village, witnessing repeated bombardments following the heavy offensive over a month by the Security Forces (SF)’s.Jharkhand Chief Secretary (CS) Rajbala Verma and Director General of Police (DGP) DK Pandey held a review meeting in Garhwa on December 2 to discuss strategies for the offensive, besides deliberating on the development projects the government is planning for the area. Jharkhand Government wants to liberate Burha Pahar from CPI-Maoists by December end. Jharkhand DGP DK Pandey warned Communist Party of India-Maoist (CPI-Maoist) commander Arvindji, who is reportedly holed up in Burha Pahar, to surrender or be ready to face bullets.

Left Wing Extremists (LWEs) cadres belonging to JJMP (Jharkhand Jan Mukti Parishad), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), slapped a forester of East Garu Range, was on his duty supervising an upcoming multipurpose tower there, on December 1 evening, in Palamu Tiger Reserve (PTR) under Garu Block (administrative unit) in Latehar District, reports The Pioneer. Sources said about two dozen JJMP cadres reached the work site of the tower and then on identifying the forester, S Pathak, there, they slapped him as a token of warning not to continue the construction of the tower. Sources said the JJMP cadres forbade the forester quite threateningly. The JJMP cadres demanded that prior to the construction of this tower permission from JJMP ought to have been taken. The JJMP rebels handed down one contact number asking people at the construction site to speak to one of them on cell phone. Sources said the JJMP is all for extraction of levy.

The Police have arrested three Naxalites [Left Wing Extremists (LWEs)] of the Communist Party of India- Marxist Leninist (CPI-ML, Chandra Pulla Reddy Bata faction) near Narashimhasagar project forest area during combing operations in Jayashankar Bhupalpally District on December 3, reports The Hindu. The arrested Naxalites have been identified as Dharmarapu Yakaiah alias Mohan, ‘District Committee Member, DCM’ of the group, Darra Ashok alias Srikanth, ‘deputy commander’, and Kaviri Narsinga Rao alias Dilip, ‘district squad member’. Police recovered four Smooth Bore Breech Loading (SBBL) rifles, 20 rounds of ammunition, one 8mm rifle and 122 rounds of ammunition, 82 rounds of SBBL ammunition, five empty magazines, six kit bags, seven cell phones, two power banks, two grenades and other articles such as literature, flags, cooking items and INR 6,500 in cash from their possession. On interrogation it was disclosed that on July 24, 2017, a new group called CPI-ML, Chandra Pulla Reddy Bata faction was formed with 12 members under the leadership of Kura Rajanna and Bommani Narasimhulu alias Vishwanath alias Anand, Aler of Nalgonda District. “The entire members are indulging in extortions from business people. They had been involved in the land settlements, civil panchayats and also put pamphlets and created terror in the society,” Additional Superintendent of Police (ASP) B.K. Rahul Hedge said. Their areas of operation are Bhupalpalli, Mahabubabad, Kothagudem and Khammam, adds Telengana Today.

The Naxal [Left Wing Extremism (LWE)] rebellion in Chhattisgarh is at its end and red corridor will become a green corridor of development and peace. The state is turning a new tide with Government’s development policies. The development projects are being pushed despite continued violence. Recently, 12 security personnel lost their lives, while trying to build a stretch of road. Infrastructure like schools and roads are being rebuilt whenever they have been destroyed in Naxal hotbeds such as Bastar, said Chhattisgarh Chief Minister (CM) Raman Singh at Hindustan Times Leadership Summit in New Delhi on December 1, reports Hindustan Times. Red corridor will become green corridor. Green corridor means peace and development. There will be drums of celebrations, not the sound of bombs exploding. Change can’t be brought at gunpoint. It will need dialogue and development. The per capita power consumption statistics and healthcare indicators showcase Chhattisgarh’s growth path, added Singh, while responding to questions from media.

A sudden surge in Naxal [Left Wing Extremism (LWE)] activities in Gadchiroli District during last ten days, which has resulted in killing of seven persons, including two Policemen, and injuring five others, has prompted top Police Officials to camp and monitor counter-insurgency operations, reports Indian Express on December 5. Additional Director General of Police (ADGP, Operations), D Kanakratnam; Special Inspector General of Police (SIGP, Anti-Naxal Operations), Sharad Shelar; and Deputy Inspector General of Police (DIGP, Gadchiroli Range), Ankush Shinde; rushed to Gadchiroli and visited many remote Police outposts, around which recent incidents of Naxal violence were reported. 100 personnel from CoBRA (Commando Battalion for Resolute Action) of the Central Reserve Police Force (CRPF) battalion were called from Jagdalpur. The Police have launched intensive combing operation and visited many remote posts in Dhanora and Bhamragad tehsils (revenue unit), said Sharad Shelar, Special Inspector General of Police (SIGP, Anti-Naxal Operations).

An exchange of fire took place between Security Forces (SFs) and cadres of People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist) at Tarobora village in West Singhbhum District on December 6, reports India Today. The encounter took place during routine long-range patrolling by SF personnel comprising of Central Reserve Police Force (CRPF) and District Armed Police in Naxal [Left Wing Extremism (LWE)] affected areas in West Singhbhum District. The retaliation fire of 30 to 35 rounds by SFs resulted in retreat of PLFI. Mobile phones and sim cards were recovered during the operation, said Superintendent of Police (SP), Anish Gupta.

The commandos from the State Anti-Naxal Squad (ANS), Commandos-60 (C-60), of the Maharashtra Police killed seven Communist Party of India-Maoist (CPI-Maoist) cadres, including five women cadres, in an encounter in Kalled forest under the Jinganoor Police Station limits in Sironcha tehsil (revenue unit) of Gadchiroli District on December 6, reports The Hindu. Confirming the development, Special Inspector General of Police (SIGP, Anti-Naxal Operations), Sharad Shelar said that the bodies of all the seven Naxals [Left Wing Extremists (LWEs)] killed in the encounter had been recovered. The women cadres killed in the encounter belonged to the Sironcha dalam (armed squad). The Police team also recovered two Self-Loading Rifles (SLRs), two 303 guns, two locally made guns and other Maoist literature from the spot. Further, SIGP, Shelar stated, “There has been a spurt in the violent activities by the Maoists in Gadchiroli especially this week because they are observing the PLGA [Maoists’ military wing the People’s Liberation Guerilla Army] week. It is their strategy to terrorise common people. But this [Wednesday’s encounter] was a major success for us.”One of the seven Maoists killed is suspected to be Jadi Pushpa alias Balamma of Bellampally town in Mancherial District of Telengana. “We are assuming that Pushpa was killed in encounter as civil rights activists met her family members at Chandravelli village to condole her death,” revealed a source in the Police department. “A positive identity would be established only after the Maharashtra Police releases her details,” he added. Pushpa, who is also known as Rajeshwari and Rajeshwarakka, joined the underground outfit about 20 years back. She was working in Dandakaranya area in Chhattisgarh and carried a SLR and a reward of INR 400,000. The identities of the remaining six cadres are yet to be ascertained.

According to Police, the rebels of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), attacked a stone crusher unit belonging to a person, Arun Pandey, and set on fire six vehicles early on December 8. The rebels also fired in the air and left a pamphlet claiming responsibility for the incident, Police said. The crusher was being used in road construction. Through the pamphlet, the rebels also appealed to labourers not to work on the crusher. The denial of ‘levy’ to the rebels is said to be the reason for the incident.

People do not support violent activities and the LWE cadres have no local base. Our problem is mostly caused by infiltration from Chhattisgarh, Jharkhand as well as from Andhra Pradesh,” Patnaik told the State Assembly. The CM further said: “The asymmetric deployment of Central forces on the Chhattisgarh border is a major issue towards which we have drawn the Centre’s attention. However, as usual our repeated requests for additional deployment of Central forces have not been considered so far. The State government’s commitment to eliminate the LWE menace is reflected in our determined efforts to complete the Gurupriya Bridge in spite of the Centre not giving adequate funds. I am hopeful in a few months from now the cut-off areas will have connectivity.” While furnishing a written reply on Monday (December 4), the CM had informed the House that there was drop in Maoist violence in 2017 compared to 2016. In 2016, as many as 68 incidents of LWE violence were recorded in the State, whereas till November this year there were only 47 violent incidents perpetrated by Maoists. In 2017, Maoist violence claimed the lives of 14 civilians and 9 security personnel.Patnaik said improvement in Police infrastructure, recruitment of armed personnel, specialised training and a progressive policy of surrender and rehabilitation had led to substantial improvement in the situation.

According to Police, cadres of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), raided a private company involved in road construction work at Madhuamilan village under Chandwa Police Station area of the District. The private company is involved in road construction work of around five kilometres under the Pradhan Mantri Gram Sadak Yojana (PMGSY). The rebels asked the labourers to leave and later set one tractor and one JCB machine on fire used for road construction, by pouring petrol. They also left a pamphlet claiming responsibility for the incident. The denial of ‘levy’ is said to be the reason for the attack.

The deceased Naxals were identified as Etti Kumar aka Rakhi (35), Jakkati Praveen Kumar aka Azad (24), Nunavath Arjun aka Naveen (22), Boina Omprakash aka Ganesh (22), Easam Naresh aka Sudharshan (30), Turkuli Madhu (35), Gadudula Srinu (40), and Bhattu Adinarayana (38). Police also recovered a Self-Loaded Rifle (SLR), three 8 mm riffles, two double barrel breach loader, kits bags and Naxal literature from the location. According to Superintendent of Police (SP), Ambari Kishore Jha, following information that members of CPI-ML-Chandra Pulla Reddy Bata faction were moving in the area, a Special Party Police team launched combing operations in Mellamadugu forest area. During the combing operation, the team came across eight Naxals and when they asked them to surrender, the Naxals opened fire on them and in retaliation the Police opened fire killing all of them. The Special Intelligence Branch (SIB) and the Police of BhadradriKothagudem District have identified Rajanna as the leader of the newly-floated Naxal [Left Wing Extremism (LWE)] outfit, CPI-ML-Janashakti-Chandra Pulla Reddy Bata. According to the Police, Rajanna organised a plenary in ChevellaMandal (administrative sub-division)in Ranga Reddy District in June this year with 60 Naxal sympathisers, mostly former CPI-ML-Janashakti cadres. After the meet, he started working on the new group.Police further said, around 20 Naxals of the group are on the prowl and eight of them died in exchange of fire in Bodu forest of Bhadradri Kothagudem on December 14. Bhadradri Kothagudem, Superintendent of Police (SP), Ambar Kishore Jha, said, "Kura Rajanna is the man behind this new group. Rajanna was involved in 11 cases in Karimnagar and was acquitted in nine.
