Maharashtra Government has decided to buy a new helicopter for anti-Naxal [Left Wing Extremism (LWE)] operations, reports Business Standard on September 7. The new chopper will be used for anti-Naxal campaign in Gadchiroli and Chandrapur Districts and also as an air ambulance, told an official from the Chief Minister's Office. At present, the Government has been spending about INR 200 million annually to hire helicopters for Naxal affected areas of Vidarbha.

The new Director General of Police (DGP) of Odisha, R P Sharma, on September 8, said that the infrastructural issue is a major challenge in the anti-Naxal [Left Wing Extremism (LWE)] operation as Naxals change their strategy keeping eye on the force movement, reports Business Standard. Sharma added, "Maoists are adopting new strategy and create fresh corridors at various places. Depending on the movement of the Naxals the security forces also should move accordingly and establish themselves in new areas." Sharma took charges as the new DGP recently and was attending a review meeting with Inspector Generals (IGs) of Central Reserve Police Force (CRPF) and Border Security Forces (BSF).In the meeting, Sharma said that anti-Naxal operations will be intensified especially in the inter-state border regions. So, we will request the Union Government of India to provide two additional Battalions of Central Armed Police Forces (CAPF) for deployment on inter-state borders, adds The Telegraph. The State Government of Odisha has been demanding deployment of additional central forces as their number in Chhattisgarh and Jharkhand is more than 100 Battalions. At present, 16 battalions of central forces have been deployed in the state, out of which eight are from the CRPF and one from the CoBRA (Commando Battalion for Resolute Action) unit.

The chief of Battalion No.1, Hidma (36), of the Communist Party of India-Maoist (CPI-Maoist), has reportedly been promoted to the CPI-Maoist Central Committee (CC), reports Hindustan Times on September 10. Hidma belongs to the Muriya tribal community of Bastar region and was born in Purvati village in Sukma District of Chhattisgarh was the member of the Dandakaranya Special Zonal Committee (DKSZC) of the CPI-Maoist. Hidma joined the People’s Liberation Guerilla Army (PLGA) of the CPI-Maoist as a lower rung cadre in the late 90s. Officers involved in the anti-Naxal [Left Wing Extremism (LWE)] told, “Hidma is being projected as the tribal face. With increasing pressure of Security Forces (SFs) in Bastar, the Maoist battalion needed encouragement and Hidma’s battalion has been exceptionally successful in combat against the SFs. It has less than 10% casualty ratio in every combat compared to the security forces and its morale is extremely high. To maintain a large formation like battalion is a tough job and Hidma has successfully managed that.”

Former Communist Party of India-Maoist (CPI-Maoist) leaders Sirimane Nagaraj and Noor Sridhar have denied the possibility of the role of Left-Wing Extremists (Naxals) in Gauri Lankesh’s murder, reports The Hindu on September 12. They said that Naxalites were being blamed to “bury the truth”. “Since all suspicions point towards the Hindu right-wing, investigation should begin from them,” they said. At a press conference in Bengaluru on September 11, Sridhar said that there was no enmity between Gauri Lankesh and Naxals as suspected by some people. “The CPI (Maoist) is not a mafia. Whenever they have killed someone in the past, they have left a poster owning responsibility and even mentioning the reason for the act,” he said, pointing to differences in the modus operandi. Sridhar said it was unfortunate that Vikram Gowda, an alleged member of the Naxal movement, was being falsely accused of the killing by a section of media.

Chhattisgarh Chief Minister (CM), Raman Singh, on September 15, said that the government is working to strengthen education in the backward and the Naxal [Left Wing Extremism (LWE)]-hit areas of the State, reports Business Standard. Raman Singh told that they have introduced the Porta cabin (prefabricated temporary structure) for schools in the Naxal-affected areas, where the school building was destroyed by the Naxals and will soon inspire them to join schools. "We have introduced the Porta-Cabins in the Naxal-hit areas, in place of the school that was destructed by them. We have increased the count of schools. We have now reached the interior part of the Naxal-hit area and will soon train them and will try to bring to school," Raman Singh said. The CM further said that the Chhattisgarh Government's aim is to improve the quality of the education provided to the students and match up to the national literacy level.

Chhattisgarh Police would be using night vision Monocular for tracking the Communist Party of India-Maoist (CPI-Maoist) cadres in the Naxal [Left Wing Extremism (LWE)] affected areas of Chhattisgarh, reports The Pioneer on September 18. The Union Home Ministry (UHM) has already heightened the use of unmanned aerial vehicles (UAVs) and Closed-Circuit Television (CCTV) surveillance in insurgency pockets of Chhattisgarh. There is also enhanced co-ordination with the State Police and undertaking intelligence based joint operations. It is important to note that a total 259 battalions of Central Armed Police Forces (CAPFs) were deployed in the Naxal affected region of the State. The deployment in other States is as follows- Andhra Pradesh (16), Telangana (12), Bihar (57), Jharkhand (144), Madhya Pradesh (8), Maharashtra (34), Odisha (102), Uttar Pradesh (6), and West Bengal (53). Recently, Union Cabinet approved of raising four ‘India Reserve Battalions’ (IRBns) for Chhattisgarh State.

To instill confidence among the tribal people and gain their support in anti-Naxal [Left Wing Extremists (LWEs)] activities, the Naxalite Special Division (NSD), a special wing of the District Police, conducted a special awareness programme at Kondanur in Coimbatore District on September 17, reports The Hindu. An official of the wing said, the NSD wing was conducting such programmes once in three or four months in tribal villages to improve rapport with the tribal youths and women. Over four hundred tribal people from 20 villages around Kondanur participated in the event. Sports materials including cricket bat and volley ball for youths, and saris for the women were distributed by Additional Superintendent of Police (ASP), A. Mohan Nawaz of NSD in the presence of Police officials. To counter the movement of Maoists in the hilly terrains and also to prevent people from falling into the clutches of the Maoists, the Police department was regularly conducting such awareness camps in the tribal hamlets, he added.

The CPIMaoist cadres were functioning with a divisional committee of the KhammamKarimnagarWarangal (KKW) led by Bade Chokka Rao aka Damodar and a District committee of Adilabad. Damodar was trying to build base in the TelanganaChhattisgarh border. Gujarat AntiTerrorist Squad (ATS) arrested Sriramula Venkatam, wanted in a case registered in 2010 at Kamrej Police Station of Surat District, in Hyderabad on September 23, reports The Times of India. Senior sources in the ATS said that while a warrant was issued against Venkatam by a Surat court because he was absconding for about seven years, they received a tipoff that the wanted man was based at Hyderabad and running a smalltime travel agency and also working as an estate agent. "We dispatched a police team headed by Inspector Nikhil Brahmbhatt to Hyderabad and arrested him. He has been brought to the city by air. We will be handing him over to the Surat district police as he is wanted in a case," a senior ATS official said. The case was regarding Naxal Left Wing Extremism (LWE) activities in the area. Sources in the Gujarat ATS said that Venkatam used to head the team of Naxals in Kamrej which was planning to carry out disruptive activities in the area.

The Cabinet Committee on Security (CCS) approved INR 250.6 billion for implementation of umbrella scheme of Modernisation of Police Forces (MPF) for years 201718 to 201920, on September 26, reports Business Standard.
The Union Minister for Home Affairs (UMHA) Rajnath Singh told reporters after a meeting of the Union Cabinet that the Central Government would contribute around 80 per cent of money earmarked for Police modernisation. Under the scheme the share of Central Government will be INR 186.36 billion and that of states INR 64.24 billion. Special provision has been made under the scheme for internal security, law and order, women security, availability of modern weapons, mobility of Police forces, logistics support, hiring of helicopters, upgradation of Police wireless, National Satellite Network (NSN), Crime and Criminal Tracking Networks and Systems (CCTNS) project and Eprison project. The scheme of Special Central Assistance (SCA) for 35 worst Naxal Left Wing Extremists (LWEs) affected Districts has been introduced with an outlay of INR 30 billion to tackle the issue of underdevelopment in these Districts. The umbrella scheme also provides for setting up of a stateof art forensic science laboratory in Amravati (Andhra Pradesh) and upgradation of Sardar Patel Global Centre for Security, Counter Terrorism and Anti Insurgency (SPGCSTAI) in Jaipur and Gujarat Forensic Science University (GFSU) in Gandhinagar.

The Communist Party of India-Maoist (CPI-Maoist)has admitted that the revolutionary movement is currently undergoing a “difficult” phase all over the country, reports Telangana Today on September 28. The senior Maoist leadership, constituting the all powerful Central Committee (CC), met in February (2017) last to review the progress of the revolutionary movement in the country. One of the resolutions passed in this crucial CC meeting was on the current situation of the revolution, which candidly admitted that the revolutionary movement was going through a ‘difficult’ stage all over the country. The same resolution also pointed out that the Left Wing Extremist (LWE) movement in urban areas was weak and that in several regions it was still passing through a ‘setback’ phase. These significant observations in the resolutions, speak of the overall impact of the intensified crackdown on LWE movement in the country despite the People’s Liberation Guerrilla Army (PLGA), the military wing of the CPI-Maoist succeeding in carrying out spectacular raids on Security Forces (SFs) in their base areas. The CC document, containing many resolutions, speaks of a very serious debate that the 19-member CC had on the current status. The Maoist party used three types of expressions, “Set back”, “Weak” and “Difficult” to denote the status of the revolutionary movement in different areas depending on the situations. The Maoist party also claimed that revolution was in different phases in 16 areas of the country, spanning different States. Organizationally, the CC oversees the functioning of four regional bureaus, which in turn monitor and coordinate Naxalite activity of Special Zonal Committees (SZCs), Special Area Committees (SACs), State Committees (SCs) or Leading Committees (LCs).
