In an official release, the Central Government has said that eight of the 10 districts in Telangana are Left-Wing Extremism (LWE) affected, reports The Times of Indiaon March 5. The Districts named are Adilabad, Karimnagar, Khammam, Medak, Mahbubnagar, Nalgonda, Warangal and Nizamabad. Only the two urban districts of Hyderabad and Ranga Reddy have been excluded from the list. Incidentally, among the 106 Districts declared as LWE-affected, eight districts of Andhra Pradesh also figure - Anantapur, East Godavari, Guntur, Kurnool, Prakasam, Srikakulam, Visakhapatnam and Vizianagaram. "By this reckoning, 16 of the 23 districts of erstwhile united Andhra Pradesh are hit by Naxalite violence. How could this be possible?" wondered a senior police official.

A self-styled ‘zonal commander’ of the People's Liberation Front of India (PLFI), identified as Amrit Yadav, was killed in an encounter with the district armed Police force in Palamau District on March 7, reports The Business Standard. The encounter took place when the PLFI cadres, who were preparing meals, opened fire at the Police force approaching them in course of its special drive in the Naxal-[Left-Wing Extremism (LWE)-affected areas, Additional Superintendent of Police (ASP), Kanhaiya Singh, said. The Police said three rifles, some live cartridges and Maoist literature were recovered from the spot. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

Odisha Chief Minister Naveen Patnaik on March 8 urged the Centre to sanction critical road projects in the Left-Wing Extremism (LWE)-affected districts and unconnected habitations in the State, reports The Business Standard. The State Government proposal to construct 24 projects under the Road Requirement Plan Phase-II, covering a length of 375 km at a cost of INR 6.57 billion, may be sanctioned at the earliest, the Chief Minister said during a meeting with Union Rural Development and Panchayati Raj Minister Birender Singh in New Delhi.

This was decided during a meeting of top brass of Bihar and Jharkhand Police. The meeting was attended by Jharkhand Director General of Police (DGP) D.K. Pandey, Additional Director General Police (ADGP) (Operations) S.N. Pradhan, Bihar DGP P.K. Thakur, ADG (Law and Order) Alok Raj, ADG (Headquarters) Sunil Kumar, Inspector General of Police (IGP) Central Reserve Police Force (CRPF) Shailendra Kumar along with officers from Special Branch, Criminal Investigation Department (CID) and Superintendent of Police (SPs) of bordering Districts. Commenting on the activities of PLFI in Bihar ADG Headquarters said "Looking at the increasing activities of the PLFI, a splinter group of CPI (Maoist) in Bihar, the officials of both the states have decided to share information. Earlier, PLFI was more active in Jharkhand. So, their input will be valuable for us." PLFI is a splinter group of the CPI-Maoist.

Fifty-three people were executed by the Communist Party of India-Maoist (CPI-Maoist) after ‘kangaroo courts’ found them ‘guilty’ in the five worst Naxal [Left Wing Extremism, LWE]-hit states of the country in the last three years, reports The Hindu on March 13. According to Union Ministry of Home Affairs (UMHA) statistics, 18 civilians were killed following the directives of ‘kangaroo courts’ or ‘Jan Adalats’ in 2015 for being alleged ‘Police informers’ or “for not believing in Maoist ideology“. During 2015, 41 ‘Jan Adalats’ were held by Naxal cadres in five LWE affected states, Andhra Pradesh (1), Bihar (6), Chhattisgarh (14), Jharkhand (14) and Odisha (6). Altogether 15 civilians were executed in 2014 following orders of 54 ‘Jan Adalats’ and 20 civilians were killed in 2013 under the directives of 63 ‘Jan Adalats’“To create terror among civilians in the LWE affected areas, the Maoist cadres, in their ‘Kangaroo Courts’, also called ‘Jan Adalat’, or ‘Praja Courts’, execute sentence against the civilians, who do not subscribe to their ideology in the areas under their domain or labeling them as ‘police informers’,” a Ministry of Home Affairs (MHA) official said. In 2016, till February 15, two ‘Jan Adalats’ have been held in Chhattisgarh. While nearly one lakh paramilitary personnel continued to be deployed in LWE-affected areas, the 10 Naxal-hit states; Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, West Bengal and Uttar Pradesh, saw 226 deaths in 1,088 incidents of violence perpetrated by Maoists in 2015. In 2015, of the 226 deaths, 168 were civilians and 58 were Security Force (SF) personnel. As many as 89 Maoists were also killed and 1,668 were arrested and 570 cadres surrendered before authorities during the year.

The ‘chief’ of the Left Wing Extremist (LWE) outfit, Jharkhand Sangharsh Jan Mukti Morcha (JSJMM), Diwalee Ganjhu, was killed in an encounter between Chandwa Police team and JSJMM extremists at Keeta village under Chandwa Police Station in Latehar District on March 12, reports The Pioneer. Latehar Superintendent of Police (SP) Anoop Birtharey said Chandwa Police got a tip-off on the presence of three extremists of JSJMM at Keeta and carried out this operation which yielded the body of Ganjhu in the retaliatory shots. Birtharey said the JSJMM extremists were the first to open fire at our cops’ four-wheeler which was damaged in the firing by the JSJMM extremists. While Diwalee was killed the other two extremists escaped into the forest.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with Security Forces (SFs) in a densely forested patch in Sukma District on March 13, reports The Pioneer. “A joint team of District Reserve Group (DRG) and Special Task Force (STF) had an encounter with Naxals [Left Wing Extremists, LWEs] in the forest near Misiguda and Bendre villages coming under Jagargunda police station limits,” Sukma Additional Superintendent of Police (ASP) Santosh Singh said. According to the Police, a team of SF while patrolling through Misiguda-Bendre forests spotted a group of Maoists following which an encounter broke out between both the sides. The intermittent firing lasted for several hours following which the insurgents fled from the spot, he said. Later during searching, body of a Maoist clad in ‘uniform’ besides two country made weapons, ammunition, bags, medicines and Naxal literature was recovered from the spot, Singh said. Blood stains found at the spot suggest that several rebels were either injured or killed in the gun-battle but their colleagues managed to drag them inside deep forests, he said.

Hit by intensive combat operations and encounters by the Security Force (SF) personnel, Naxalites [Left-Wing-Extremists (LWEs)] are trying to rebuild their base, says an input sent by the Union Ministry of Home Affairs (UMHA) to the Principal Secretaries (Home) of all the States affected by LWEs, reports The Times of Indiaon March 14. "The MHA input was based on the interrogation of Gajrala Ashok alias Prasad by Chhattisgarh Police. Prasad was former member of Dandakaranya special zonal committee and in-charge of western regional unified command of CPI (Maoist). Gajrala revealed that the renegade groups have been preventing the Maoists from expanding their base in Bihar and Jharkhand despite major losses in recent encounters," a Police official said. The input maintained that the CPI-Maoist is trying to improve its cadre skills in using arms, develop secondary leadership, induct more women and mass work in villages.The Police source said after the recent casualty and arrests in Aurangabad, Jamui, Gaya, Jehanabad, Saran and other Districts, the Maoists have been on the defensive. "The outfit is now keen on protecting its senior leaders/central committee members. It has decided to keep only its state, regional and special committee members informed about its cadres' movement. It has also decided to set up camps away from water body in the forests while holding Jan Militia and arms training," said the source quoting the MHA input. The Maoists have decided not to get involved in small or medium encounters with the security forces as they are short of ammunition. Only if there is no way out then Maoists will get engaged in encounters. According to Police, the Naxalites have been holding meetings in deep forest areas since the announcement of 10-phase panchayat election in Bihar. Inspector General of Police (IGP) (Operations) Sushil M Khopde said "Due to surrender by its cadres with arms and casualty in encounters, they are trying to influence the villagers and panchayat polls will be an opportunity for them. But we are also taking necessary actions to prevent any violence by the Maoists during the panchayat polls." According to police, the Naxalites have been holding meetings in deep forest areas since the announcement of 10-phase panchayat election in Bihar.

ChhattisgarhGovernment on March 14 said 128 Naxals-Left-Wing Extremists (LWEs) and 100 Policemen were killed in encounters over the last three years in the State, reports The Hindu. In a written reply to a question raised by Congress Member of Legislative Assembly (MLA) Deepak Baij, Local-Self Government Minister Ajay Chandrakar, who is in-charge of the Home Department, said, “543 encounters took place between Police and Naxalites from 2013 till January 2016 in the Maoist-affected districts of Chhattisgarh”. A maximum of 52 LWEs were gunned down in Bijapur, where 14 security personnel also lost their lives during this period. Also, 48 Policemen and 29 LWEs were killed in Sukma District, the Minister said. Moreover, a total of 852 LWEs cadres surrendered in the State in the last three years and a sum of INR 149.37 lakh was given to them as relief aid. Besides, 20 of them were also given government jobs, he said.

Odisha Director General of Police (DGP) Kanwar Brajesh Singh reviewed the law and order situation, particularly the Maoist activities in four districts of Kalahandi, Nuapada, Bolangir and Nabarangpur, and expressed confidence of having put the Maoists on the defensive, reports The Statesman on March 14. There are hardly 15 to 20 per cent of the LWE here (in Odisha) while the rest often infiltrate from across Chhattisgarh and Jharkhand, he said. Out of 13 blocks of Kalahandi Maoist movement is reported from 10 blocks. However, it is more acute in tribal pockets of Thuamul Rampur and Lanjigarh blocks, he added.

17 people were abducted by the Naxals-[Left-Wing Extremists (LWEs)] in the first two months of this year (2016) and they killed five of them, the Union Ministry of Home Affairs (UMHA) informed the Lok Sabha (Lower House of Indian Parliament) on March 15, reports The Deccan Herald. Of this, Jharkhand has the highest number of abductions and killings. While there were eight abductions in Jharkhand, two of them lost their lives at the hands of the Communist Party of India-Maoist (CPI-Maoist). Chhattisgarh followed with four abductions and two killings. Last year (2015), there were 115 incidents of abduction by Maoists in which 62 people lost their lives. Chhattisgarh had the highest number of incidents at 39 followed by Jharkhand at 30.

Even as security agencies claim that the LWE spread in the country is shrinking, as per UMHA statistics, 18 people were killed following the directives of “kangaroo courts” in 2015 for being alleged Police informers or “for not believing in Maoist ideology.” During 2015, 41 “Jan Adalats” were held by LWES in five LWE-affected States of Andhra Pradesh (1), Bihar (6), Chhattisgarh (14), Jharkhand (14) and Orissa (6). In 2014, Government statistics show that 15 people were executed following orders of 54 “Jan Adalats” and 20 people were killed in 2013 under the directives of 63 “Jan Adalats.”

Naxal-[Left-Wing Extremism (LWE)]activities continue to be a matter of concern with 35 Districts in seven states being badly-hit, according to the annual report of the Union Ministry of Home Affairs (UMHA) for 2015-16, reports PTI. "Left Wing Extremism (LWE) remains an area of concern for internal security of the country," the report submitted to Parliament said. While 106 Districts in 10 States are affected by Communist Party of India-Maoist (CPI-Maoist) activities in varying degrees, 35 Districts in seven states are the most affected. "CPI (Maoist) continues to be the most potent among the various LWE outfits in the country and accounts for more than 80 per cent of total LWE violence incidents and resultant deaths," the report said.

A Communist Party of India-Maoist (CPI-Maoist) ‘zonal commander’ Ram Mohan Munda, one of Jharkhand's top Maoists who carries INR One Million cash reward, was arrested with two aides after a brief encounter with the Security Force (SF) personnel on the outskirts of Ranchi District on March 31, reports The Times of India. On the inputs of Munda, a series of 25 Improvised Explosive Devices (IEDs) were found from Angara area on April 1 afternoon. Ram Mohan's career in Left-Wing Extremism spans more than a decade. He also led a special armed guerrilla group known as 'Ram Mohan dasta'. In 2008, Ram Mohan with Kundan Pahan, another top Maoist ‘commander’, looted INR 50 million from ICICI Bank cash van and also murdered Tamar Member of Legislative Assembly (MLA) Ramesh Singh Munda and a Deputy Superintendent of Police (DSP) besides several other acts of violence in past. The names of the two aides have not been disclosed. They are dasta members whose profile record is not available with police.
