A top Communist Party of India-Maoist (CPI-Maoist) cadre was arrested from Pilpilo More, around 60 kilometres from Bokaro steel city on October 3, reports The Telegraph. Police said the rebel, identified as Shivlal Manjhi alias Pawan Murmu, had been keeping tabs on the movement of the forces as a part of the Maoist design to ambush security men in the jungles of Nawadih zone sometime soon. On the basis of information provided by Manjhi during interrogation, Bokaro thermal Police later recovered five gelatin sticks, one kilogram of explosives, five detonators, codex wire, Naxalite [Left Wing Extremism (LWE)] posters and literature, among others, hidden in deep jungles of Pilpilo.

A full-fledged company of Central Reserve Police Force (CRPF)'s women battalion will be deployed in Jharkhand in the next ten days to carry out anti-Maoist operations, CRPF Director General (DG), K Durga Prasad said on October 4, reports NDTV. Currently, a women battalion of the CRPF is undergoing training at Salboni in West Bengal and one company of this battalion will be deployed in Ranchi in the next ten days, said Prasad, who laid the foundation of a barrack and 317 quarters for jawans of Rapid Action Force of the 106 battalion at Sundernagar on the outskirt of Jamshedpur. The CRPF Company will be engaged in operations against Left Wing Extremism (LWE) as well as anti-national forces in Jharkhand, Prasad said.

A Police constable with Gadchiroli Police sustained splinter injury in a blast when a pressure release bomb went off near Kunjimerka-Gundjur forest in Etapalli taluka (administrative unit) in Gadchiroli District on October 6, reports The Times of India. The incident took place when the constable tried to dismantle a Naxalite [Left Wing Extremism (LWE)] banner strung across poles to highlight their party's appeals for supporting the countrywide bandh (general shutdown) called on October 11 and 12. Two claymore mines were also later recovered from the spot. The incident took place shortly after a gun battle between a combined squad of Police from Jambiya Gatta sub-Police post and Central Reserve Police Force (CRPF) against Communist Party of India-Maoist (CPI-Maoist) cadres near Kidatola village. The armed Maoists retreated as the Security Forces (SFs) were trying to encircle them. Sources claimed that senior officers of Jambiya Gatta sub-Police Force were tipped off regarding the presence of Maoists in the forests adjoining Kidatola village. A combined force had launched a search when the encounter and blast took place one after another.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres set fire to the diesel engine of a coal-loaded train near Dumri Vihar station in Bokaro District on October 6, disrupting rail services for hours in the Central Industrial Chord (CIC) section of Dhanbad division, reports The Telegraph. Sources said over a dozen Maoists, who are observing a ‘protest week’ from October 5 to October 11 across the nation against the Centre's anti-people and pro-capitalists policies, initially tried to blow up the tracks near the station around 12.50am. But, only two concrete sleepers placed under the rail tacks were damaged in the blast. According to a rail staff at Dumri Vihar, the armed Naxalites [Left Wing Extremists (LWEs)], in the "uniform of security forces", planted a few electronic devices below the sleepers and triggered a blast. "But, a few minutes later a goods train, coming from the Gomoh side, managed to pass through the stretch without any hassle. The Naxalites, who were standing nearby, then rushed towards another goods train, carrying coal from Barkakana to Tenughat Thermal power plant in Bokaro, which was waiting for signal about 100 metres away. The rebels dragged driver Vijay Kumar out of the cabin and set the engine on fire," he added. The Maoists also snatched away a walkie-talkie and a mobile phone from the driver, but allowed him to flee the spot. Lone guard Kundan Kumar also managed to escape.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed by the Security Forces (SFs) in Bijapur District on October 7, reports India Today. The encounter took place this evening close to Dubaiguda jungle under Awapalli Police Station limits, when a joint team of SF personnel was on an anti-Maoist operation, Bijapur Superintendent of Police (SP) K L Dhruv said. Acting on specific inputs about the movement of the rebels in forest axis between Awapalli and Bijapur, a squad consisting of District Reserve Group (DRG), Special Task Force (STF) and local Police led by Station House Officer (SHO) of Awapalli Police Station, Laxman Kewat launched an operation to track them, he said. When SFs were advancing into Dubaiguda forests, they came under heavy fire from a group of Maoists that led to a gun-battle between both sides, he said. However, the rebels soon escaped from the spot on finding security the personnel zeroing in on them. During a search of the area, the body of a Naxal [Left Wing Extremist (LWE)] armed with a .303 rifle was recovered, the SP said. The Maoist was yet to be identified, Dhruv said, adding further details will be known once the Police party reaches its camp.

Six hardcore Maoists surrendered before the SFs in the Naxal-affected Bijapur District on October 7, reports The Times of India. The Maoists surrendered before Central Reserve Police Force (CRPF)'s 229th Batallion commandant T Vishvanath. They were wanted by Police since 2005 for being engaged in various anti-national activities including planting of landmines and obstructing communication networks.

District Police arrested three cadres of the Communist Party of IndiaMaoist (CPIMaoist), including a ‘zonal commander’ in Dumka District on October 8, and also recovered huge quantity of explosive materials after clues were provided by the arrested rebels, reports The Times of India. Briefing the media, Superintendent of Police (SP) of Dumka, Prabhat Kumar said the ‘zonal commander’ Kanchan Yadav, belonging to Ahardih village under Narayanpur Police Station of Jamtara District, carried a reward of INR one million. Kumar had constituted three separate teams to arrest Yadav following a tip off about his activities in the rebelhit Masalia Police Station area and was finally arrested from Jhandapahad locality near Basmatta village on October 7. Based on information provided by Yadav, Police later arrested two other rebels. A total of 64 packets of gelatin, 164 detonators INR 35,000 in cash and Naxal Left Wing Extremism (LWE) literatures have been recovered by the Police. Yadav joined the Maoist outfit in 1997 and was instrumental in expanding the base of CPIMaoist in Santhal Pargana. Kumar said Yadav was involved in some of the most violent incidents in Santhal Pargana since the ambush on the Security Forces (SFs) in Pokhariya village in Shikaripara in April, 2008. The then OfficerinCharge (OIC) of Shikaripara Police Station and two constables had died in the ambush. Yadav also knew about many of the rebels involved in the killing of the former Pakur SP Amarjit Balihar and ambush on the polling party during the last Lok Sabha elections at Kathikund and Shikaripara Police Station areas respectively.

Fourteen Communist Party of India-Maoist (CPI-Maoist) cadres, including four hardcore Maoists, carrying cash rewards of various amounts on their heads, surrendered before the Police in Bijapur District on October 9, reports The Pioneer. “Two hardcore Naxals [Left Wing Extremists (LWEs)] that carried cash rewards of Rs 3 lakh (INR 300,000) on their arrest along with two others carrying a reward of Rs 1 lakh (INR 100,000) each on their heads were among the Naxals giving up arms,” Superintendent of Police (SP) of Bijapur, KL Dhruv said. According to the Police, Maoists were impressed by the public relations drive being carried out by Security Forces (SFs) in the Naxal-hit region. Kursum Bodi (36) resident of Rengavaya who was President of Jantana Sarkar (peoples’ government) and carried reward of INR 300,000 on her head gave up arms. Likewise, Kamlesh Poyam (26) ‘commander’ of CNM (Chetana Natya Mandali) an outfit of the CPI-Maoist who too carried reward of INR 300,000 on his arrest turned up before the Police. In the same way, Nagesh Gota (20) and Kursam Sayabi (25) both Janmilita (people's militia) ‘commanders’ carrying reward of INR 100,000 each gave up arms, Police said. All of them were involved in various kinds of Naxal related incidents like, murder, attempt to murder, damaging roads, firing on Police camps, arson and similar others. Cases were registered against them with Kutru, Farsegarh and Bedre Police Stations, the SP added. They were all provided with instant financial support of INR 10,000 each.

The Security Forces (SFs) of Kerala, Karnataka and Tamil Nadu decided to launch a joint operation, following specific intelligence information that Communist Party of India-Maoist (CPI-Maoist) had increasingly been using the forest tri-junction of the southern states as a safe haven, reports New Indian Express on October 10. The decision was taken at a high-level meeting held in Kochi in Ernakulam District on October 9, in the wake of the arrest of suspected Islamic State of Iraq and Syria (ISIS) sympathisers in Kerala and the surging Maoist infiltration into South Indian States. Earlier, intelligence agencies had received information about a secret meet of the Maoists held in Wayanad on September 14, which was attended by a Maoist ‘central committee’ member who was reportedly hiding in the tri-junction area. At the high-level meeting, a specific strategy was laid out detailing the role of the security formations of each State, and modalities were worked out for preventing Maoists from hiding in the border Districts of Kerala and Karnataka, besides Nilgiris in Tamil Nadu. “We received information from reliable sources that Maoists advancing North Indian states like Jharkhand and Chhattisgarh were using the tri-junction area as hideout. The infiltrating extremists include senior Maoist leaders who control regional operations. A joint action is needed, considering the possibility of Maoists crossing the border and escaping to another State when the police force of a particular state launches crackdown,” a senior officer said. However, Central Reserve Police Force (CRPF) Director General K Durga Prasad said that ever since SFs intensified their crackdown, threat from Left Wing Extremists (LWEs) had come down in the Southern States.

According to Police, a team of District Reserve Group (DRG) and District Police had started from Dhanora Police on an anti-Naxal [Left Wing extremism (LWE)] operation. “Based on specific information received, the Police team reached a weekly market in Dhanora Police Station,” Superintendent of Police (SP) of Kondagaon, Santosh Singh said. While searching the market, Police rounded up Ghasia Ram Netam, who had tried to run away after seeing the Police, the SP said. Netam (26) is a resident of Chikpal, Kadenar, Kondagaon. Naxals are not just looking at dominating areas, they want money. We are not experts in Bihar Naxalism, so the Intelligence Bureau team, other agencies are here.” In the five-decade history of the Maoist struggle, this would be the first instance of Naxals planning to loot an ATM. “They had taken up two flats on rent and a small shop in Noida. The shop was used to carry out property business. The nature of these operations is under investigation,” Arun added. Sources claimed one of the accused may have carried out Naxal operations under the garb of a real estate firm.Police claim to have recovered 125 detonators, three 32 bore pistols, one 9 mm pistol, three 315 bore country-made revolvers, more than 80 cartridges, two laptops, 13 mobile phones, cash amounting to INR 75,000, apart from four cars and a motorcycle, from the men. Arun said an INSAS (Indian Small Arms System) rifle, “belonging to one of the forces”, and two other recovered rifles were of “very good quality” While five of the Maoists were arrested on Saturday night from Noida, four were arrested from nearby Sadarpur area around 4 am on Sunday. Ravidas was arrested from Chandauli. Apart from Ravidas, Ranjit Paswan and Krishna Kumar, Pawan Kumar Jha (25), Sunil Kumar Yadav (25), Shailendra Kumar (41), Sachin Kumar (28), Suraj (22), Ashish Saraswat (18), and Brij Kishor Tomar (22) were arrested. Six of the accused — Ravidas, Paswan, Sachin Kumar, Saraswat, Tomar and Suraj — are from UP. The others are from Bihar. Western UP, from where three of the men come, has virtually no Naxal presence. Earlier, South Asia Terrorism Portal (SATP) reported, a top CPI-Maoist leader from Jharkhand’s Latehar District, Pradeep Singh Kharwar was arrested on October 15, along with five other accomplices from an apartment in Sector-49 Noida of Uttar Pradesh.

According to Dhruv, a joint team of Security Force (SF) personnel consisting of District Reserve Group (DRG) and District Police had started on an antiMaoist operation from Awapalli Police Station limits. They confronted armed Maoists in the jungles near Munga village and both sides engaged in gun fight. After intermittent firing the Maoists fled away into the core jungle area, Dhruv added. The State Government is ready for talk with any side, including the Communist Party of India-Maoist (CPI-Maoist), to solve the Naxal issue. “Government’s doors for talks with Naxals are always open provided that the dialogue must be under the purview of democracy and constitution,” State’s Home Minister Ramsewak Paikra said in a statement. The Minister said Chief Minister (CM) Raman Singh had already said many times in past that the Government is ready for peace talk with Naxals if they shun violence and arms. Moreover, the CM had also said that the Government was ready to embrace Naxals, who want to surrender and join the mainstream, Paikra said. The State Government has formulated an attractive surrender and rehabilitation policy for the Maoists who wish to surrender and lead a peaceful life, he said, adding that surrendered cadres are taking benefits of the policy. “The government’s policy and intention is clear for a permanent solution of the Maoist problem,” he said. The statement comes in the wake of media reports that the Supreme Court, on October 21, had asked the Centre and Chhattisgarh Government to initiate peace talks to end Maoist violence in the State.

She was gunned down in the exchange of fire with a joint team of security forces in a forested patch of Chhote Dongar police station area,” Superintendent of Police (SP) of Narayanpur, Abhishek Meena, said. Based on a tip-off, separate joint teams of Special Task Force (STF), District Reserve Group (DRG) and District Force from Narayanpur and its neighbouring Kondagaon District had launched an anti-Maoist operation in Chhote Dongar area of the District, he said. While SFs were advancing through forests between Kilam and Becha villages, a group of Maoists opened indiscriminate fire on them following which they retaliated leading to the death of a female Maoist cadre, he added. The proposed new ‘red zone’ would support Maoists’ twin strategy of providing escape route to rebels in the face of intensifying counterinsurgency measures in Bastar in Chhattisgarh and reclaim it by engaging the troopers in the proposed “extended” ‘guerrilla zone’, the seized Naxal documents have revealed. “The Naxal documents detailing the strategy on forming a new ‘guerrilla zone’ as extended ‘red zone’ of Bastar along border regions of three adjoining states has been recovered along with explosives during a raid on a Maoist camp in Chhuikhadan forest along the border region of Rajnandgaon District in Chhattisgarh and Balaghat District in MP (Madhya Pradesh),” sources in State Intelligence Bureau (SIB) said on October 26. The proposed new ‘guerrilla zone’, nestled in Satpura hill range, is spread over eight Districts in three States of Chhattisgarh, Maharashtra and MP. It will facilitate CPIMaoist to expand its base towards north and east of Bastar. Of the eight Districts, Maoists have already established their base in Rajnandgaon in Chhattisgarh, Balaghat in MP and Gadchiroli in Maharashtra. The reds are on their way to expand to other border Districts of Kawardha and Mungeli in Chhattisgarh, Mandla and Dindori in MP and Gondia in Maharashtra. Chandrababu Naidu and his son Lokesh, reports The Hindu on October 27. In a press release sent to the media and signed by CPI-Maoist Andhra Pradesh State committee official spokesman Shyam on October 26, the Maoists said the AOB encounter was a major covert operation, in which 6,000 Police personnel were used. He alleged that Police utilised the services of some covert operatives to lace the food served to the Maoists with sedatives, and gunned down the leaders and dalam (squad) members after they fell unconscious. In the five-page release, the Maoists said they would also eliminate former Naxalites [Left Wing Extremists (LWEs)] who joined hands with the Police. “The AOB encounter is a planned attack by the State and Central governments. In the name of law, Constitution and democracy, police are protecting ‘political fraudsters’ and killing Maoists with an eye on awards,” Shyam alleged.
