The National Investigation Agency (NIA) is set to seize the property of alleged Indian Mujahideen (IM) operative Tahseen Akhtar alias Monu, accused of involvement in bomb blasts, after he failed to surrender within the stipulated deadline, police said on December 1, reports Business Standard. Akhtar, considered the mastermind of several bomb blasts, including in Delhi, Mumbai, Patna and Bodh Gaya, is a resident of Maniyarpur village in Samastipur District of Bihar. "The NIA team is likely to reach Akhtar alias Monu's village to attach (seize) his property on Monday [December 2] as he failed to surrender after a special court asked him to surrender till Nov 30 or else his property would be attached," a District police official said.

Two top operatives of the banned Students’ Islamic Movement of India (SIMI), Abdul Wahid Khan and Uber Sidhhiqui, told intelligence agencies and the National Investigation Agency (NIA) that Indian Mujahideen (IM) is now training “human bombs” to target top political leaders, including Gujarat chief minister Narendra Modi, in the election season, Asian Age reported on December 4. They also claimed IM had attempted to kill Narendra Modi using a human bomb at least three times during the recent Assembly campaign but failed due to the heightened security around Mr Modi. What is also worrying the intelligence agencies is that of all the jihadi outfits that operate in India, the IM has the most formidable network of sleeper cells, particularly with SIMI backing.

Indian Mujahideen (IM) is using images and video clips of the Babri Masjid demolition and the 2002 Gujarat riots to brainwash Ranchi youth into carrying out bomb blasts in various parts of the country, sources part of a National Investigation Agency (NIA) training programme revealed on December 4, reports The Times of India. IM's strategy has been extremely successful in the development-starved Jharkhand, from where more than 15 people have been recruited over the last 13 years. The mentors of IM's Ranchi module have a collection of gruesome images and videos of the riots and the mosque demolition. The boys are told that "Islam and its followers" are passing through a difficult phase in India and it is time to fight back, said another participating police officer. The terrorists even supply hatred-filled literature to young recruits to keep them motivated.

The two include the mastermind of Bodh Gaya temple blasts, Umer Siddiqui, who was arrested from Raipur in Chhattisgarh. Following the escape of alleged Indian Mujahideen (IM) operative Afzal Usmani, the prison authorities have taken a major step to ensure no other IM operative gets an opportunity to flee, dnaindia.com reported on December 6. The prison department on December 3 shifted 16 IM operatives from Taloja prison to Arthur Road jail. “The move was made as the IM members were regularly taken to the sessions court at Colaba for their trial hearings and Usmani’s escape from the court premises could only have motivated others to make a similar attempt in future. Now, with their hearings to take place within Arthur Road jail, they won’t be taken out of the prison and, hence, there won’t be any possibility of them attempting escape,” said a prison source.

The Union Home Ministry has informed Bihar Police about threat to Shahnawaz Hussain from IM. "The ministry had alerted Patna police," the official said. "After the union ministry's alert, Bihar Police and intelligence agencies have been taking it seriously and have decided to take no chance," a Police official added. According to Police officials, IM along with another terror organisation, in its secret meeting held in Nepal, decided to target some top BJP leaders, including Shahnawaz Hussain, who hails from Bihar.

The National Investigation Agency (NIA), investigating a 'larger conspiracy' involving Indian Mujahideen (IM), has identified 11 associates of IM ‘India operations chief’ Yasin Bhatkal who are now named for their alleged roles in terror plots across India, Indian Express reported on December 12. The agency has named Sultan Armar, Shafi Amar, Mohd Hussain Farhan, Afeef Mota, Salim Ishaqi, Anwar alias Noor and Abdul Wahid Siddibapa of Bhatkal, Karnataka. All of them were either in Pakistan or other Middle East countries. The three from Azammgarh, Uttar Pradesh have been identified as Abu Rashid Sheikh, Mohammad Rasid and Sadab Ahmed. Hyder Ali, also an accused in October 27, 2013 Patna and Bodhgaya serial blasts of July 7, 2013, has also been named. Yasin was said to be instrumental in motivating and recruiting them. The agency is also approaching a Delhi Court to get non-bailable warrants issued against them. The NIA said the accused persons are active members of IM and were engaged in waging war on India at the behest of top IM militants Riyaz and Iqbal Bhatkal, who are said to be holed up in Pakistan. The agency also suspects that some of the members named are still in India and may carry out terror attacks.

Confirming that the premature "media leak" of Indian Mujahideen ‘India operations chief’ Yasin Bhatkal's detention had caused the agencies to "narrowly miss" his aide Tahseen Akhtar, now wanted for the Bodh Gaya and Patna serial blasts, Union Minister for Home Affairs, Sushilkumar Shinde told National Investigation Agency (NIA) officers earlier this week to strictly hold back terror leads, so as not to compromise ongoing investigations, The Times of India reports on December 13. "Shinde told NIA officers to guard against sharing investigation leads even as they are worked upon, lest this alerts those under surveillance and wipes off the trail," an officer said, adding that with some more terror suspects currently under watch, secrecy was crucial to ensure that the crackdown, as and when it happens, leads to maximum arrests.

Amjad is known to Mohammad Imtiaz Ansari, who was arrested at Patna railway station while escaping after the first blast. Indian Mujahideen (IM) ‘India operations chief’ Yasin Bhatkal told investigators that cartridges manufactured at arms factory of Mir Vihar, Nangloi (Delhi, West District) were sold to various anti-social elements to fund IM's own operations, The Times of India reported on December 21. It was Yasin's idea to have a cartridge manufacturing unit for IM to be self-sustaining. His other colleagues, including Riyaz Bhatkal, approved of the plan in late 2010. Yasin's father-in-law, Irshad Khan, arranged for space to set up the factory and also supplied iron and brass. "The manufacturing cost of one bullet was estimated to be about Rs 3 and the same could be sold in the grey market for Rs 200," Yasin told Police. Once they started making their own cartridges in mid-2011, these were test fired near Yamuna opposite Shaheen Bagh (Delhi). In addition, on December 20, Yasin Bhatkal was remanded in Police custody till January 3, 2014 by a local court after the Delhi Police said it wanted to take him to Karnataka to unravel the conspiracy behind the September 13, 2008 serial blasts of Delhi, reports Economic Times. Meanwhile, Bhatkal's close aide Asadullah Akhtar was also produced before Additional Sessions Judge Daya Prakash and the special cell sought his custody in an another case related to the September 13, 2008 terror attacks. The Police told the court that both the accused were required to be interrogated to know about the whereabouts of some of the absconding members of the banned terror outfit. Five cases were lodged in connection with the September 13, 2008 serial blasts at Gaffar Market in Karol Bagh, Barakhamba Road in Connaught Place, M-Block Market in Greater Kailash and recovery of a bomb near India Gate. 13 suspected IM operatives are presently facing trial in the 2008 serial blasts cases.

He said the task of guarding open and friendly borders with countries like Nepal and Bhutan was a "big challenge" and that security forces should ensure "total curb" on illegal activities along frontier areas. It was along the Nepal border that Indian Mujahideen (IM) ‘India operations chief’ Yasin Bhatkal and alleged Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda, who had been on wanted lists for over a decade, were arrested in 2013. Indian Mujahideen’s (IM) ‘operational chief’ in India, Yasin Bhatkal, who was arrested on August 28, 2013, during his interrogation admitted that IM operatives, especially Tehsin Akhtar alias Monu, would target foreign tourists in Rajasthan, Delhi, Maharashtra, Goa and other states, reported The Times of India on December 22. The IM members would also attack Jews, especially tourists from Israel, Yasin claimed, according to a top official. According to sources, Yasin claimed the IM was closely associated with al Qaida and was working to distance itself from ISI. "The passion (among IM leaders) for fighting in NATO forces in Af-Pak region by becoming part of al Qaida and distancing from ISI are some of the new trends in the IM based in Pakistan, which is also leading to a split of the outfit," Yasin told interrogators. To the surprise of Indian agencies, Yasin disclosed that Mohammad Sajid (Bada Sajid), who was involved in the Delhi 2008 serial blasts and was present in Batla House, is fighting in FATA (Federally Administered Tribal Areas) region in northwestern Pakistan. "He (Bada Sajid) was even wounded in the fight there," Yasin said. Yasin was friends with Bada Sajid, Atif Ameen and Chota Sajid, members of the IM's Azamgarh module, and had made bombs initially with them for Delhi, Jaipur, Ahmedabad and Surat blasts in 2008. Bada Sajid fled India after the Batla House encounter, in which Chota Sajid and Ameen were killed. Yasin told intelligence officials that the "conflict and bickering for change in the command of IM is apparent". He gave names of IM members who are having ideological differences with the outfit's leadership in Pakistan. "The group comprising Afifi alias Mota Bhai, Sultan, Safi and Farhan are upset about activities of Iqbal Bhatkal," he told agencies. During his custody in NIA, Yasin had given primary details of IM's association with other terror outfits including al-Qaida. Giving an account of his conversations with Riyaz Bhatkal, he said, "Riyaz talked of going on a tour to meet al Qaida and that he wanted to discuss about the journey. He mentioned that he couldn't go to Tehrik-e-Taliban Pakistan (TTP) and that he will join hands with al Qaida. He explained that there were two types of Taliban - one was of Afghanistan and the other of Pakistan. All in Pakistan were supporting the Taliban of Pakistan. Al Qaida was also supporting the Taliban-Afghanistan. But the Taliban of Afghanistan talked only about Afghanistan and not about other places. Riyaz said they (Taliban-Afghanistan) had their priorities in Afghanistan. He said Taliban of Afghanistan were clear that they would not let their land to be used against others." Yasin claimed Riyaz told him that they (IM) would be under the al Qaida and that he was going to Waziristan.

The Madhya Pradesh (MP) Anti-Terrorist Squad arrested three activists of the Student Islamic Movement of India (SIMI), including Mumbai based Abu Faisal alias 'Doctor' who had escaped from Shahid Loknayak Tantya Bhil District Jail in Khandwa District of MP with six others on October 2, 2013, from a house in Barwani District of MP, The Times of India reports on December 24. A sum of INR 100,000 in cash and three pistols were seized from them. Abu Faisal is alleged to be a vital link between Indian Mujahidin (IM) and SIMI. Two others who were arrested along with Faisal were identified as Khaleed Ahmed of Sholapur (Maharashtra) and Irfan Nagori of Mahidpur in the Ujjain District of MP. The duo, Police said, are hardcore SIMI activists and were providing logistic support to Faisal after the escape. In the incident that took place at the Jail in Khandwa on October 2, 2013, seven inmates had broken open the ventilator of their barrack and scaled the wall using blankets. Six of them were SIMI activists. While one of them identified Abid Mirza, a terror accused, was caught and assaulted by locals who mistook him for a thief. Others Abu Faisal alias Doctor, Aslam Ayub Sheikh Mehboob, Mohd Ejajuddin, Zakir Badul and Amjad Khan alias Dawood had managed to escape. All of them had been in jail since 2011 accused of murder, dacoity and communal violence. Director General of Police Nandan Kumar Dubey said, "They are being interrogated for more details. We are hopeful that remaining five would be arrested soon."

According to source, the squad's chief, Rakesh Maria, is reportedly on the radar of the terror group. After receiving intelligence alerts, the state home department forwarded a proposal to enhance security to the public works department. Commandos have been deployed. Students Islamic Movement of India (SIMI) operative and terror suspect Abu Faisal alias Doctor had travelled to Uttar Pradesh, Bihar, Jharkhand and Maharashtra to raise money from sympathizers, in a bid to revive the operations of SIMI, The Times of India reported on December 26. The money collected was to be spent by Faisal in rebuilding the defunct module and also procuring materials needed for explosives and to develop improvised explosive device (IED) to trigger major blasts in the country. After escaping from the Khandwa jail on October 2, 2013 Faisal alone travelled across the four states and met with sympathisers known to him as part of his fund raising exercise. He allegedly hand-picked 15-20 youths from Maharashtra and Madhya Pradesh, including Irfan Nagori (Mahidpur) and Khalid Ahmad (Sholapur-Maharashtra) to build his new team of committed men. Further questioning of Faisal is likely to reveal his links with SIMI-Indian Mujahideen (IM) modules in east UP, Bihar and Jharkhand. The ATS team is now trying to ascertain the local links in Khandwa, who helped Faisal after escaping from Khandwa Jail.

Around 24 primed bombs, one pipe bomb, 900 gelatin rods and 600 detonators were seized during the raid, said ATS Chief Sanjeev Shami. The arrested were identified as Javed Nagori, Abdul Aziz, Mohammad Adil, and Abdul Wahid. All four supplied explosives and were in constant touch with Abu Faisal, the chief of the state module of Indian Mujahedeen (IM) and five SIMI operatives who escaped from Khandwa jail on October 1, 2013. Faisal was arrested along with two other suspected SIMI operatives on December 24, 2013, at Sendhawa in Barwani District (Madhya Pradesh), others are on the run.
