Three weeks before Patna blasts of October 27, four Indian Mujahideen (IM) operatives, Haider Taufiq, Tariq and Nauman involved in the incident had come on the radar of intelligence agencies, The Times of India reports on November 2. They were being tracked through human and technical intelligence constantly. Based on the inputs, the National Investigation Agency (NIA) also got a non-bailable warrant issued against key suspect Haidar Ali, a week before the blasts while one of his associates was called to NIA's Patna office four days before the blasts to help officials track Haidar. Still, intelligence agencies did not get a hint of the Patna attacks. IM operative Manzar Imam, who was arrested from Ranchi (Jharkhand) in March, 2013 had revealed their names as early as October 1, 2013.

Besides this, Usmani also knew some drug peddlers and said that he wanted to smuggle drugs between Indian and Nepalese peddlers since it's a profit making business," said a Police source.

Indian Mujahideen's (IM) ‘India operations chief’ Yasin Bhatkal revealed that Riyaz Bhatkal looked to tap an al Qaeda connection to access an arms manufacturing base in a remote area of Thailand and is closer to the Afghan Taliban, reports The Times of India reported on November 3. "Indian Mujahideen wants to be closely associated with Afghan Taliban and al-Qaida and not Tehrik-e-Taliban Pakistan based in Pakistan because latter is against ISI. Members of the TTP are Pathans, who are pure but foolish," Yasin has said in his statement to the National Investigating Agency (NIA). Tapping his conversations with Riyaz, who directs IM in coordination with ISI, Yasin has spoken of "a Pakistani political leader's men working in Afghanistan for the Taliban".Speaking about an association with al Qaeda, Riyaz claimed he had met a Myanmarese national, an old- timer, who had been with Mullah Omar and Osama bin Laden. With the help of this person, Riyaz said he is eyeing an illegal arms manufacturing centre in Thailand, an area where government control is weak.

Red alert has been sounded in Motihari, headquarters of East Champaran District, following a report that Indian Mujahideen (IM) operatives might target the crowded localities of Motihari town, The Times of India reports on November 3. Arshad Ansari alias Tabish, an accused in the serial blasts at Patna Gandhi Maidan on October 27 arrested by NIA, has revealed that he had to provide maps of the location of crowded places of Motihari town to Imtiaz Ansari, another accused arrested in connection with the blasts .The East Champaran Police, through public address system, have alerted the Motihari residents not to touch any abandoned bag or object at any public place. The police have been asked to keep vigil on movement of suspected persons.

Surveillance of blast mastermind Tehsin Akhtar's internet activity shows that he has been in touch with Riyaz for hours everyday in the run up to the blasts. "On many occasions his internet activity, involving communication with Riyaz, has been seen to be seven-eight hours in a day. It shows Riyaz may be closely engaged with the planning of the attacks. However, only further investigation will reveal who played what role in the blasts," said an intelligence officer.The conversations have been made in code language and messages encrypted. Many chats have been routed through proxy servers abroad. Tracing such chats or mails takes a lot of time as real server that shows the location of the participants in a chat is not known.

Both the National Investigation Agency (NIA) and Central intelligence outfits have stumbled upon crucial information during the course of investigating Patna serial blasts revealing that Indian Mujahideen (IM) operatives Riyaz and Iqbal Bhatkal, have embarked on a major plan to revive the terror outfit in India as it had suffered serious reverses following the arrest of its India chief Yasin Bhatkal, Asian Age reported on November 5.Information gathered during Patna serial blasts also confirms that Jamaat-ud-Dawa ‘chief’ and India’s most wanted terrorist, Hafiz Mohammad Saeed, was virtually playing the role of a “mentor” to the Bhatkal brothers helping them revive IM’s activities. NIA sources said the Patna explosions were part of Saeed’s same gameplan. “It would not be wrong to say that Saeed was responsible for funding the Patna serial blasts as the financial trial leads to some Jamaat operatives working out of some Gulf countries,’’ a top intelligence official confirmed.

Indian Express reported on November 6 that the crude bombs that exploded in Patna and the nine explosives seized in Ranchi have strong similarities, investigators have found, indicating they were made by the same or a connected group of people. However, these bombs are unlike the ones used in the past by IM. After analysing the bombs used in Patna and those seized in Ranchi, Jharkhand Police suspect the IM is using a combination of two kinds of IEDs, both of which are new to the organisation."They are using the high-intensity gelatin-based pipe bombs and flame-based elbow bombs that are relatively weak," said Additional Director General of Police S.N. Pradhan, spokesperson for the state police.

Indian Mujahideen's (IM) Ranchi module was behind the blasts in Bodh Gaya (Bihar), according to intelligence sources, Zee News reports on November 6. Notably, the same group was behind a series of blasts in Patna, which took place on October 27, 2013. A news agency has quoted the sources as saying that the National Investigation Agency (NIA) has recovered a document from Ranchi with details of the entire planning, including the placement of each of the 13 bombs. The document shows that the blasts were planned by IM operatives Tehsin Akhtar and Haidar Ali and included the same planters as in the Patna blasts.It also includes the name of Imtiaz Ansari, arrested after one of the Patna bombs exploded at the city railway station. The chart's matrix reveals Imtiaz had planted bombs near the Thai Monastery in Bodh Gaya. His accomplice Ainul alias Tarique, who was injured while planting bombs at Patna station and later died, had planted bombs at the Targhar Monastery. Mujib, who was staying in the hotel room which was raided on November 4, had planted bombs in four places in Bodh Gaya.

"The accused used to offer lucrative exchange rates. They scanned neighbourhoods in Salt Lake and prepare a list of victims. They used to meet victims at PNB crossing and hand over fake currencies hid among genuine notes," said an officer.Interrogation of the accused point fingers at one Iqbal Kana from Muzaffarnagar (Uttar Pradesh), a history sheeter who has fled to Pakistan. Both explosives are largely used for mining and quarrying activities and easily pilfered. "The outfit has been procuring explosives from local sources such as stone quarries as coastal and border security has been tightened after 26/11 and it's not easy to smuggle in RDX. Moreover, ammonium nitrate is no less deadly," said an officer privy to investigation details. After the 2010 German Bakery blasts of Pune (Maharashtra), Indian Mujahideen (IM) has not used RDX in any of the blasts, indicating the group has been procuring explosives locally and from easily available sources as RDX is hard to get and is generally smuggled across the border from Pakistan by terror groups.The Hindu reported on November 8, Uzair Ahmed who was arrested by the National Investigation Agency (NIA) for alleged links with the IM is purportedly emerging as a key member of the terror outfit’s module that is suspected to have carried out serial blasts in both Patna and Bodh Gaya. At the instance of his handlers, Uzair had allegedly been funding the module’s operations. The module members were also in touch with their handlers in Pakistan.“Whether he was directly involved in the conspiracies is yet to be established. The accused had, on several occasions, supplied funds to the module members. We suspect this was used to procure raw materials for the improvised explosive devices used in the recent terror strikes,” a senior NIA official said. These fresh arrests have been made to facilitate ongoing investigations, which have established that the five SIMI operatives provided logistics, financial and ideological support to run the banned organisation. They were identified as Sheikh Azijullah, Moinuddin Mashiuddin Qureshi, Sheikh Habibullah, Hayat Noor Khan alias Raju Mistry and Roshan Ghulam Sheikh. All of them were booked under provisions of the Prevention of Unlawful Activities Act, 1968. Indian Express reports on November 18 that four alleged IM operatives suspected to be involved in the Patna blasts stayed in Raipur for over a fortnight immediately after the incident, according to the Chhattisgarh Police. Additional Director General (ADG, Intelligence) Mukesh Gupta told that the Patna blasts suspects, Haider Ali alias Abdullah, Numan Ansari, Taufeeq Ansari and Mojibullah, were provided shelter in Raipur. The Chhattisgarh Police have confirmed the identities of the four with the NIA and the Bihar Police. Gupta said the seven who have been arrested were under surveillance for over three years. While they were found to be involved in some organisational activities for SIMI, an alert was raised following a reported phone conversation between Siddiqui and another person in Arabic on October 17, when some words like "qurbani (sacrifice)", "Gujarat", and "Narendra Modi" came up. The recording of the conversation has been sent to the Intelligence Bureau (IB) for translation. Two suspected Students Islamic Movement of India (SIMI) cadres, allegedly involved in procuring funds for the outfit, were arrested in Raipur (Raipur District), Police said on November 24, reports The Times of India. “Mohammed Saeed Abdul Jaleel (50) and Azharuddin Samshuddin Qureshi (19) were arrested in the evening of November 23. Jaleel, a resident of Sanjay Nagar area, and Qureshi of Rajatalab locality were nabbed for their alleged links with the banned terror outfit," Raipur Superintendent of Police O.P. Pal said. As per initial inputs, Jaleel and Qureshi were involved in arranging funds for the banned outfit and also attended camps organised by the terror module being run by Umer Siddhiqui, another SIMI cadre, arrested from Chhattisgarh on November 14, 2013, for allegedly masterminding Bodh Gaya blasts (July 7, 2013). With the latest arrest, the number of activists linked to the SIMI held from Chhattisgarh so far, has reached 13, he added. Police had arrested Sidhhiqui, who runs a coaching centre in Raja Talab, and auto driver Abdul Wahid Khan (54) of Pandri area on November 14, 2013, for their alleged links with SIMI. Police later held Sheikh Habibullah, Roshan Sheikh, Hayat Khan, Sheikh Ajijullah, Moinuddin Kureshi and Mohammad Aziz. In the night of November 21, three more suspects namely Mohammad Dawood, Mohammad Aslam and Sheikh Subhan were arrested. Police are questioning all of them in connection with the serial blasts in Patna on October 27, 2013 and Bodh Gaya on July 7, 2013.
