Abu Fazal, one of the six Students Islamic Movement of India (SIMI) cadres who escaped from Khandwa prison on October 1, had accompanied his module to recce the Allahabad High Court's Lucknow (Uttar Pradesh) bench twice in two months after the September 30, 2010, verdict on the Ramjanmabhoomi-Babri masjid dispute, an ex-Uttar Pradesh Anti-Terrorism Squad (ATS) official said, The Times of India reports on October 3. "Abu revealed his module had visited the Lucknow bench in October and November and seen the chambers of Justice D.V. Sharma and Justice Sudhir Agarwal, who were part of the three-judge bench," the official said, adding Abu allegedly planned to kill both as well as some lawyers involved in the case. "The SIMI module, with the help of a local module, was planning to even trigger a blast on the court premises to kill them." The escaped terror suspects were also allegedly planning to kill a New Delhi-based publisher of a popular kids' magazine before their arrest two years ago.

Indian Mujahideen (IM) was in touch with the Communist Party of India-Maoist (CPI-Maoist), discussing a possible tie-up with the Left-wing extremist outfit to procure explosives and ammunition for use in terror attacks in India, arrested IM mastermind Yasin Bhatkal has revealed, reports The Times of India on October 2. Bhatkal, during the course of his interrogation by the National Investigation Agency (NIA), is said to have disclosed a meeting with senior CPI-Maoist leader, known to him only by the "alias" Manjar, in Harsa region of southern Nepal around six months ago. The secret meeting, Ministry of Home Affairs (MHA) sources told The Times of India, explored the prospects of a pact between IM and CPI-Maoist, wherein the latter would make available arms, ammunition and explosives — sourced through its wide network — to IM for terror attacks. Sources said the IM offered handsome payments to the Maoists for supply of weapons and explosives. Most of these funds would come from IM's Pakistani mentors. However, the talks could not culminate immediately into a deal.

On October 1, arrested Indian Mujahideen (IM) ‘operational chief in India’ Yasin Bhatkal’s close aide Mohammad Manzar Imam was arrested in a fresh case by the National Investigation Agency (NIA) inside a Delhi court in connection with terror strikes across the country since 2003 and remanded to 15-day police custody, according to Indiatvnes.com. Imam was produced before District Judge I.S.Mehta from Ernakulam in Kerala in pursuance to the production warrant issued against him and the NIA sought his custodial interrogation to unearth the entire conspiracy which led to various terror strikes in the country. Imam was arrested by the NIA after court allowed its plea and granted the probe agency his 15-day custody. “During his (Bhatkal) custodial examination, he (Bhatkal) revealed that another IM operative namely Manzar Imam has been working closely with other IM associates like Tahseen Akhtar under the command of another founder member of IM namely Riyaz Bhatkal,” the NIA said.

Six cadres of the Students Islamic Movement of India (SIMI) and another under trial escaped from Khandwa jail (Khandwa District) in the morning of October 1 (today), reports Hindustan Times. They also stabbed and injured two policemen on mobile duty outside the jail premises. The SIMI activists are at large, but the other under trial, Abid Mirza, was rearrested by Police in nearby Sarvodaya Colony. Mirza is accused of planting a bomb at a nursing home and in a ransom case, both in 2010.

Abu Faisal alias Doctor, the suspected mastermind of Khandwa Jailbreak of October 1, had motivated his group members to form a separate wing called 'Maal-e-Ganeemat' within Students Islamic Movement of India (SIMI), a banned outfit, with the aim of looting non-believers to fund their activities, said the Police, The Times of India reported on October 3. Faisal had reportedly revealed that INR 25 million gold looted in Bhopal (Madhya Pradesh, MP) in August 2010 and five bank robberies across MP were planned to collect funds for terror attacks. Further, Faisal had also admitted to having handed over INR 4,00,000 to a lawyer to defend former SIMI ‘chief’, Safdar Nagori. Faisal was in touch with Indian Mujahideen (IM) militants before his arrest. One of Faisal's associates, Aqueel Khilji, was shot down in an Anti-Terrorist Squad (ATS) encounter in March 2012 in Aurangabad (Aurangabad District, Maharashtra) and four others were arrested.

The Centre has asked all states to remain alert and tighten security in sensitive places to foil any attempt by terrorists to disturb peace, Zee News reports on October 3. In an advisory to all states and Union Territories, the Union Ministry of Home Affairs (MHA) said terrorists may try to carry out attacks during the festival season beginning this month and all efforts should be taken to prevent any such attempt. The advisory was issued after the Intelligence Bureau (IB) warned that terror outfit Indian Mujahideen (IM) is planning terror strikes in prominent Indian cities in the festive season. According to the IB note, major cities like Surat and Ahmedabad (Gujarat), Haridwar (Uttarakhand) and Delhi are on IM hit list.

Unravelling Pakistan’s Inter-Services Intelligence (ISI's) direct handling of Indian Mujahideen (IM), arrested IM ‘India operation chief’ Yasin Bhatkal told National Investigation Agency (NIA) how ISI takes care of funding, training and resources for attacks in India, The Times of India reports on October 4. The execution of terror strikes, however, is left almost entirely to IM. Bhatkal further claimed that ISI, and not Lashkar-e-Toiba (LeT), had imparted him training for two months in Pakistan in 2006, which covered handling of explosives, assembling of bombs, indoctrinating young Muslims and covert operations. ISI officials facilitated his entry and exit from Pakistan at the time, put him up at the spy agency's safe house in Karachi and ensured that he travelled under heavy security cover. Bhatkal has revealed that top IM operatives, including Riyaz Bhatkal, Iqbal Bhatkal, Amir Reza Khan, Mohammad 'Bada' Sajid, Dr. Shahnawaz, are based in Karachi (provincial capital of Sindh), living in safe houses provided by the ISI.

A National Investigation Agency (NIA) special court restrained media from reporting on investigations and interrogation details of Indian Mujahideen (IM) ‘India operation chief’ Ahmed Siddibappa alias Yasin Bhatkal and Asadullah Akhtar in connection with the Dilsukhnagar (Hyderabad District, Andhra Pradesh) blast case of February 21, 2013, The Times of India reports on October 4. The special court further has directed print and electronic media not to publish any proceedings of these cases without prior permission of the court. The order was passed following a petition by NIA where it argued that the details of investigations against Bhatkal and Akhtar being published in the media was not only causing damage to the probe but also endangering the lives of witnesses and could lead to destruction of evidence by absconding accused.

The advisory is based on the confessions of Mujahideen (IM) ‘India operational chief’ Yasin Bhatkal and his aide. ADG law and order and crime Mukul Goel on Friday held a meeting with the security officials looking after the places of worship in Faizabad, Varanasi and Mathura through video conferencing and directed them to ensure complete access control at all such places. He also directed the police officials of the three districts to step up surveillance near all places of worship. Moreover, following a fresh input from UP Anti-Terrorist Squad (ATS) that an IM operative is present in Varanasi under the guise of tourist guide, the local Police swung into action. Deputy Inspector General (DIG), Varanasi range, A Satish Ganesh said to have received inputs from the ATS regarding a possible terror suspect's presence in the city to target Sarnath. According to him, six suspects, listed in the wanted list of National Investigation Agency (NIA), have been brought under monitoring by the agency. "One of them belongs to Samastipur district of Bihar while others belong to neighbouring Azamgarh district," said the DIG adding that the details of these suspects along with photographs would be made available to SOS police out posts and other police officials. Haddi’s statement to National Investigation Agency (NIA) says planning for the blasts started a week in advance. Haddi and terrorist Waqas took a room on rent in Byculla. A week before 13/7, Bhatkal and Tehsin Akhtar alias Monu came to Mumbai and stayed with them. For a week, they carried recce of various spots, finalising on four to plant bombs: Zaveri Bazaar, Opera House, Kabutarkhana and a flower market outside the Dadar railway station. “These places were chosen because they are heavily crowded in the evening and will result in maximum loss of life,” said an unnamed Policeman. On the morning of 13/7, the men, led by Bhatkal, started assembling bombs in their room. Four pressure-cooker bombs were assembled, according to Haddi. Three pressure cookers were filled with a gel of ammonium nitrate and fitted with detonators and watch timers. The fourth was filled with dry granules of ammonium nitrate and fitted with a detonator and a watch timer. The bombs were packed in plastic sheets and put in handbags. Around 2.30pm, each person, carrying one bomb, left Byculla. Haddi left for Zaveri Bazar and placed a bomb under the seat of a Scooty, which had been stolen the previous night and parked near Zaveri Bazar by Bhatkal and Waqas. Haddi rode the Scooty to a Zaveri Bazar eatery where he parked it.

A threat analysis carried out by security agencies on the basis of details provided by arrested ‘India operation chief’ of Indian Mujahideen (IM) Yasin Bhatkal and his aide Akhtar Asadullah, revealed that IM has become stronger and more lethal despite the arrest of over 100 of its cadres, Financial Express reports on October 17. The group has branched out to Pakistan and Afghanistan, where its cadres are fighting alongside the Taliban. There are now three factions of the IM and Amir Reza Khan alias ‘Rizwan’ is no more its chief. He has set up another group and continues to enjoy the patronage of Pakistan’s Inter-Services Intelligence (ISI). “Our initial assessment was that the group has weakened with arrest of so many cadres and there is division. But the IM, considered a creation of the fugitive Amir Reza Khan, has grown many folds. Each group has its men and logistics in India,” a counter-terror official said. The IM structure changed after the 2008 Batla House encounter and Riyaz Bhatkal and his brother Iqbal Bhatkal began calling the shots as they shifted to Pakistan, said officials. This is believed to have caused an acrimonious spat between Riyaz and Amir, who decided to go his separate way. Another top IM operative Shahnawaz, a Unani doctor and brother of Mohammad Saif is now a lieutenant of Amir. Saif was arrested during the Batla House encounter. Yasin Bhatkal claimed that their ultimate mission is to uphold Shariah in India like the Mujahideen in Afghanistan and Somalia. During interrogation, they reportedly told the Police that they had staged the attack in retaliation for the Muzaffarnagar riots. They are also said to have named the IM module involved in the Bodh Gaya blasts. The names of the four detained are Imtiaz Ansari, Ainul, Akhtar and Kaleem. Ansari, a resident of Ranchi, was apprehended at the railway station just after the first two bombs went off. Imtiaz had earlier provided three other names. "We are still verifying the information received. All I can say is that the two are from Jharkhand," said an officer involved in the investigation. One of the suspects has been identified as Haider, a resident of Aurangabad who was living in Ranchi since 2010. Akhtar, a resident of Samastipur who is wanted in several other bomb blast cases across the country, is reported to have got in touch with Imtiaz through Haider. Sources said Imtiaz, who worked as a preacher in Sithio village under Dhurwa Police station of Ranchi, mobilised the others from Ranchi. Imtiaz, who has been sent to seven-day police custody, reportedly told his interrogators that Haider had been asked to create a module in Naxal-dominated area of Aurangabad. The Jharkhand Police is reported to have received Intelligence inputs on Haider's "suspicious" activities. Haider is reported to have been among those who planted the bombs. Moreover, according to the National Investigation Agency (NIA) and Bihar Police sources, Tehseen Akhtar alias Monu, said to be an aide of arrested Indian Mujahideen (IM) leader Yasin Bhatkal and suspected to be the key conspirator, was told to get youth from places other than Bihar to broad base the module. Meanwhile, investigations into the Patna serial blasts have clearly revealed that the terrorist attack was a well-planned operation carried out by at least 18 IM operatives who were divided into three modules. Intelligence sources said, that Ranchi was the main centre where the conspiracy to target Narendra Modi’s Patna rally was hatched. The bombs were also assembled in Ranchi and then taken to Patna by members of the three modules. The entire operation was supervised by key IM operative Tehseen Akhtar alias Monu, and Waqas. Intelligence inputs and investigations reveal that IM terrorists wanted to carry out a “human bomb” attack at the crowded rally, but failed as this particular module lacked the expertise to put together such a sophisticated explosive. Therefore only low-intensity crude explosives were used in the serial bombings.

Meanwhile, it has been reported by The Times of India that IM’s Ranchi module was formed to assassinate Narendra Modi. In fact, IM operatives had given a code- 'Machhli 5'- to the plotters for the job, initial interrogation of arrested IM operative Imtiaz Ansari revealed. Ranchi city Superintendant of Police (SP) Manoj Ratan Chothe, who interrogated key suspect Imtiaz Ansari in Patna said, "Imtiaz was full of hatred against Modi for the 2002 Gujarat riots and the recent Muzaffarnagar riots. The IM used Muslim fundamentalists to prepare Imtiaz to avenge the riots." IM had provided high-intensity explosives (nitroglycerin and nitrocellulose and plastic test tubes) to six youths in Ranchi. "After preliminary preparations at Imtiaz's house, they boarded a Patna-bound bus with the explosives in their backpacks on the eve of Modi's 'Hunkar' rally.
