A central leader of the Maoist insurgents currently detained in the Nakkhu Jail since last year (2000) ended his hunger strike, which he commenced on July 27. He was demanding prison reforms and additional facilities for prisoners. As Home Minister Khum Bahadur Khadka assured that the government would fulfill his demands, except those that required policy changes, the insurgent leader concluded his hunger strike.

Five sister organisations of the Communist Party of Nepal-Maoist (CPN-M), an extremist outfit in Nepal observing a cease-fire since June 23, have warned the party leadership against reaching any agreement with the government which compromises on the ‘people’s republic agenda’. The statement made by the leaders of the five sister outfits at a public meeting in Tettariya in Morang district on August 10, added that "Talks with the government is possible if it is ready for holding talks on republic state". Any agreement, which does not take this issue into consideration, the leaders warned, would not be acceptable to them. The outfits that have issued this warning are All Nepal National Independent Students’ Union (Revolutionary), All Nepal Peasants’ Association, All Nepal Women’s Association, All Nepal Trade Union Federation and Tharuwan National Liberation Front.

On August 10, an all-part meeting unanimously gave the mandate to Prime Minister Sher Bahadur Deuba to commence negotiations with the Maoist insurgents and find a solution to the insurgency problem that has claimed more than 1,800 lives till date. A joint-statement at the end of the meeting said, "The government must move with maximum restraint and carefully to protect the basic fundamental and human rights enshrined in the constitution and solve the problem peacefully."

On the same day, an all Party meet called by Prime Minister Sher Bahadur Deuba in Kathmandu, supported the Prime Minister’s bid to initiate peace talks with the Maoist rebels. No concrete strategy was, however, discussed during the meeting. The meeting stressed that the government and the rebels must initiate the dialogue without any pre-conditions and that all activities hampering peace and adversely effecting the political, economic and educational environment must cease immediately.

In the run-up to the talks with the Maoist insurgents, Minister Khum Bahadur Khadka, Finance Minister Dr. Ram Sharan Mahat and Minister for Physical Planning Chiranjibi Wagle met a five member team of a Maoist front organisation on August 15, the All Nepal Women's Association (ANWA). The insurgents, commenting on the Armed Police Bill approved by Parliament, stated, "The ordinances were approved through a deep conspiracy involving the government and the opposition UML. [Communist Party of Nepal (United-Marxist-Leninist)]".

In a statement, Prachanda announced the ‘first’ team to negotiate with the government. It is to be led by Krishna Bahadur Mahara. Prachanda in his statement added that "an interim government, a new constitution and the evolution of a republic", are the points that the insurgents would want to discuss.

Reacting to allegations of excesses made by several leftist political parties, the Moist rebel outfit, Communist Party of Nepal-Maoists(CPN-M) chief, Pushpa Kamal Dahal, alias Comrade Prachanda said that the outfit would pay serious attention to ensure that no attacks in any form would be carried out anywhere against ‘friendly forces’ in the present sensitive situation.

Talks between the government and the Maoist insurgents in Nepal to find a solution to the over six-year long insurgency problem are scheduled to commence on Thursday, August 31, 2001. The talks shall be held in the capital Kathmandu. In a statement released to the press, on August 28, insurgents’ leader ‘Comrade’ Prachanda said his party’s representatives would hold the first round of talks in Kathmandu and proposed that the second round be held on September 10 in Rolpa and the third round on September 25, again in Kathmandu. He asked the government to fulfil its commitments, including the release of and making public the whereabouts of all Maoist activists and leaders, to create a conducive atmosphere for the talks. The Maoist representatives at the talks are Krishna Bahadur Mahara, Agni Prasad Sapkota and Top Bahadur Rayamajhi. Cabinet Minister Chiranjibi Wagle was named as the convener for the government -team.

The government and the Maoist insurgents sat down for the first round of talks on August 30, in the capital Kathmandu At the end of the talks, a joint press release said, "The talks were held in a friendly and cordial atmosphere and both the sides pledged to resolve all the differences and national problems through peaceful dialogues." Minister for Works and Physical Planning and government co-ordinator at the talks Chiranjibi Wagle stressed on the peaceful resolution of the problem and urged the Maoist leaders not to resort to pressures and use of force to create a more favourable environment for talks, the joint-press release said. Maoist leader Krishna Bahadur Mahara put forward the insurgents’ views and assured the government delegates of avoiding all kinds of forceful activities. He also drew the government’s attention about its role to make a friendly atmosphere for dialogues. Former Speaker Daman Nath Dhungana and Human Rights activist Padma Ratna Tuladhar had played the role of facilitators in the talks. The two sides agreed to meet again within two week’s. The two sides have on earlier occasions had informal consultations and interaction.
