The new ID cards identify the disqualified combatants as "UNMIN discharged". The general convention of the newly formed CPN-Maoist-Baidya party kicked off in the Kathmandu on January 9, reports Myrepublica.com. This is the party´s first general convention following its split from the UCPN-M in June 2012, the 7th in the history of the party and its mother party, and the first in 21 years. Altogether 1,200 representatives, 400 observers, 300 volunteers and 100 cultural artists are participating in the convention. The five-day convention will conclude on January 13. Representatives of fraternal communist parties from 11 countries including USA, India, Turkey and Canada, who were also present, expressed their good wishes and solidarity. Addressing the opening session of the 7th General Convention at Khula Manch, Chairman Mohan Baidya declared that fresh constituent assembly (CA) elections were not possible in the present context and blamed the major parties for the existing political scenario.

This comes as Nepali Congress (NC), Communist Party of Nepal - Unified Marxist–Leninist (CPN-UML), Unified Communist Party of Nepal - Maoist (UCPN-M) and Madhesi Morcha leaders met the Head of the State urging him to extend the deadline for the formation of a Government of national consensus. As per the decision passed by the general convention, Mohan Baidya will continue as chairman of the party while CP Gajurel and Ram Bahadur Thapa have been retained as vice chairman and general secretary. Likewise, Dev Gurung and Netra Bikram Chand will continue as secretaries. The party will have a 51-member Central Committee (CC). The general convention approved the names of 44 members while the remaining members will be appointed later on. The leaders discussed to change the existing bureau system into command system. Under the system, power will be centralized in the commands, which will be headed by top leaders. Under the bureau system, the state committees are more powerful than the bureaus. There are 14 state committees, including geographical and non-geographical state committees. Once command system is implemented the bureaus will be dissolved but state committees will be retained.
