As the Unified Communist Party of Nepal-Maoist (UCPN-M) leaders continue to present their views stressing on the need for keeping party unity intact in the Central Committee (CC) meeting, chairman Pushpa Kamal Dahal aka Prachanda showed his readiness to revise his political report to address the feeling of the rival faction led by vice chairman Mohan Baidya, reports Nepal News. Prachanda expressed his commitment to revise his political proposal for party unity, said the state-owned news agency RSS. While Prachanda said in his proposal that the party should go ahead prioritising peace and constitution writing in the present context, vice chairman Baidya who leads the hardliner faction in the party had presented a separate political paper stressing that the party should adopt the strategy of immediate revolt.

The United Communist Party of Nepal- Maoist (UCPN-M) establishment led by Chairman Pushpa Kamal Dahal and hardliner Mohan Baidya faction have agreed to put aside their differences, at least for the time being, reports Nepal news. A meeting of the Maoist office-bearers held at party chairman Dahal's Naya Bazaar residence decided to put the proposals of both Dahal and Baidya on hold and start deliberations to prepare a common draft. With the agreement, the CC meeting is set to end without reaching any decision on the separate political papers. A meeting of 16 parties including the main opposition parties, Nepali Congress (NC) and Communist Party of Nepal-United Marxist Leninist (CPN-UML) on January 9 arrived at the conclusion that the UCPN-M has backtracked from previous agreements and that it is responsible for lack of progress in the peace process. Issuing joint press statement after the meeting held in Singh Durbar, the 16 parties said the Government and Maoist Party have gone back on past agreements on the peace process and constitution.

Nepal News reports that the United Communist Party of Nepal-Maoist (UCPN-M) chairman, Pushpa Kamal Dahal aka Prachanda, on January 10 met Prime Minister and party's vice chairman, Baburam Bhattarai to assure that he is not seeking to replace him. In the meeting held at PM's official residence, chairman Dahal dismissed media reports that he had agreed to change Government leadership. Politburo member Agni Sapkota, who was present at the meeting, also said the "conclusion of the meeting was to take initiatives to turn the current Government into a unity Government". Earlier, leaders of Baidya faction had said the Bhattarai-led Government should be dissolved to make way for a national unity Government. Dahal and Baidya had on January 10 reached an understanding to put aside their differences for the time being and resolve them through dialogue at different levels of the party.

Kantipuronline reports that hardliners in the Unified Communist Party of Nepal-Maoist (UCPN -M have rejected a 'consensus proposal' prepared by party Chairman Pushpa Kamal Dahal, stating that Prime Minister Baburam Bhattarai should step down immediately for consensus. Dahal has assured Bhattarai that the present Government will continue for some time as the party lacks a credible plan B, while also trying to win over the hardliners by appearing to agree with their demands at least in principle. On January 11, Dahal dispatched a draft of the consensus proposal to Baidya. A meeting of the Constitutional Committee is underway at Singha Durbar on January 12 (today) in a bid to endorse the decisions taken by the Dispute Resolution sub-committee on the contentious issues in the new constitution, reports Himalayan Times. The dissenting Maoists have been keeping their reservations in several issues settled by the sub-committee and have also been demanding to overturn some of the decisions made earlier. As per the CA new calendar, the constitutional committee, which is mandated to prepare the first draft of the new constitution, has to settle all the disputed issues, except federalism by January 29. Though DR subcommittee under the CC has nailed down 75 disputable issues to 14, it has failed to settle some thorny issues such as forms of governance, electoral system, among others to be incorporated in the new constitution, whose final deadline is May 27.

Nepal News reports that a meeting of the Constitutional Committee on January 12 could not arrive at any decision on the subjects finalised by the sub-committee as top leaders of major parties, who are members of the sub-committee, remained absent in the debate. Unified Communist Party of Nepal-Maoist (UCPN-M) chairman, Pushpa Kamal Dahal, who heads the dispute resolution sub-committee, did not show up in the meeting while Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) chairman, Jhala Nath Khanal left the meeting early. Tharuwan Kochila State Committee (TKSC) has withdrawn its three-day general strike it called in eastern Nepal on January 11 demanding a separate ‘Kochila state’ and "group entry" of youths from indigenous communities from the region into the Nepal Army. The Tharuwan body withdrew its strike after the Ministry of Peace and Reconstruction sent a letter on the afternoon of January 11 urging it to withdraw its entire protest program and come to the negotiating table to discuss the demands. Normal life in six districts in eastern Nepal was thrown out of gear due to the bandh (shutdown) called by TKSC.

Describing the temporary unity as a "transitional solution", the Maoist CC decided to put on hold both the political paper of party chairman Pushpa Kamal Dahal and vice chairman Baidya's counter-proposal. Dahal's paper proposed to focus on concluding the peace process and constitution-drafting while Baidya's document accused the party leadership of compromising party's ideology and proposed to prepare for "people's revolt".

At a time when opposition parties have been demanding Government to pull out the decision to legalize war time transactions, UCPN-M Secretary, Tikaram Oli warned that if the legal recognition of the deal is not implemented, the farmers will rebel. Most of war time transactions were conducted in Bafukhola, Shivarath and Bame Village Development Councils (VDCs) as they were Maoist base-areas during the conflict. Republica reports that the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman, Jhalanath Khanal on January 18 warned the (UCPN-M) of dire consequences if the Government’s decision of legalizing the transactions of properties during the conflict period is not revoked. A meeting of the second and third largest party in the Constituent Assembly (CA) concluded that the decision was against the interim constitution, Comprehensive Peace Accord (CPA) including the law of the land and urged the Government not to enforce it. A meeting of the Constitutional Committee (CC) failed to arrive at any agreement with UCPN-M faction remaining adamant on incorporating a provision for mandatory military training to citizens above 18 years in the new constitution, reports Himalayan Times. The meeting was supposed to endorse the sub-committee’s decisions that a Nepali citizen above 18 years of age would not require to undergo compulsory military training as the state can call upon its citizens to serve the nation as and when required; nothing needs to be mentioned about rehabilitation, management and integration of Maoist combatants in the new constitution; law with retrospective effect will be enacted in the new constitution; law will be enacted to fix ceiling on land holding and the country shall pursue a system of federal democratic republic. The United Kingdom has agreed to provide NPR 2.5 billion (20 million Pound Sterling) to Nepal Peace Trust Fund (NPTF) to support the ongoing peace process, reports Nepal News. Andrew Mitchell, the International Development Secretary of the UK pledged such assistance during the meeting with Prime Minister Baburam Bhattarai at Dhulikhel in Kavre Kistrict on January 18.

The departure of 7,365 combatants choosing voluntary retirement could start next week, according to Government and Maoist sources. “There is no dispute in our party in releasing the combatants opting for retirement,” UCPN-M Politburo member, Janardan Sharma said. The November-1 deal commits for integrating a maximum of 6,500 combatants by forming a new directorate in the NA. Commanders of the Maoist army have demanded that they be provided one major general, two brigadier general, eight colonel, 16 lieutenant colonel, 64 major, 120 captain, 96 lieutenant and 120 second lieutenant posts in the new directorate.

The transactions were made by the parallel government during the Maoist insurgency. Dahal also urged Nepali Congress (NC) and Communist party of Nepal-Unified Marxist Leninist (CPN-UML) leaders to recommend an alternative to address problems faced by people who made such deals through the "People's Government." "There won't be any more talks with the Maoists now. We will not allow the House to function until the decision is withdrawn," said Nepal Congress (NC) General Secretary, Krishna Prasad Sitaula. He, however, also said that Dahal did not expressly tell the meeting that the decision will not be withdrawn, as the Maoist party decided earlier in the day. During the meeting held on January 27, Prime Minister, Baburam Bhattarai, directed his secretariat to initiate the process at the earliest to bid farewell to the combatants. Last week, the Cabinet had released NPR 1.97 billion to the Peace Ministry to make the first installation payment to the combatants. Apart from the first instalment of the cash package of NPR 500,000 to NPR 800,000, the Special Committee has decided to also provide cash allowances to the departing combatants.
