The chairman of UCPN-M Puspha Kamal Dahal aka Prachanda clarified that the party has not decided to take action disciplinary against Vice-chairman Baburam Bhattarai. Speaking at a programme in Kathmnadu, Prachanda said, "The reports appearing in the media that our party has decided to take disciplinary action against Bhattarai are false. We have not taken any decision on this regard yet." There are some issues related to Bhattarai's dissatisfaction in the party, but such issues are always common in any left-wing and the UCPN-M is not an exception to this, he explained.

Chief of foreign department of Unified Communist Party of Nepal-Maoist (UCPN-M) Krishna Bahadur Mahara on January 3 talked about the possibility of country facing a "constitutional crisis" following the departure of the United Nations Mission in Nepal (UNMIN) before the completion of its mandate, reports Nepal News. He said this was so because the UN political mission has become an integral part of the interim constitution. Speaking at a programme organised by Maoist aligned Revolutionary Journalist Association in Dhorahi of Dang, he said "The exit of UNMIN without the completion of the army integration task and successful conclusion of the peace process will leave a void that can possibly create a constitutional crisis in the country."

The Unified Communist Party of Nepal-Maoist (UCPN-M), on January 4 sent a second missive strongly objecting to the Government request for transfer of United Nations’ Mission in Nepal (UNMIN) assets along with arms and ammunition of the Maoist combatants cantoned in seven different camps under UN supervision, reports Kantipuronline. The second Maoist letter comes after the contents of the Government letter sent on December 31, 2010, to the world body became public. The Government is keen to replicate UNMIN’s core competencies through the Special Committee for supervision, integration and rehabilitation of Maoist combatants. In the letter, the Maoists have warned that the Government move will seriously violate the Interim Constitution, Comprehensive Peace Accord (CPA) and Agreement on Monitoring of the Management of the Arms (AMMA) and jeopardise the peace process.

The Central Committee (CC) meeting of the Unified Communist Party of Nepal-Maoist (UCPN-M) on January 5 failed to reconcile Chairman Pushpa Kamal Dahal aka Prachanda and Vice Chairman Baburam Bhattarai, reports Kantipuronline. Bhattarai stuck to his stand on the immediate action plan, peace and constitution, organisational reshuffling and other issues, where as Prachanda’s new document stressed on peace and constitution, but Bhattarai termed it unclear and wrote a note of dissent. The CC also could create a clear framework for organisational reshuffling after the Bhattarai faction objected to Prachanda’s proposal on it. Dahal offered to make Bhattarai coordinator of the people’s movement but Bhattarai rejected it saying he could not take the helm if the party won’t embrace his political line. The meet agreed to appoint Vice Chairman Mohan Baidya chief of the party’s organisation department — the party’s most powerful wing — and his supporter Netra Bikram Chand in-charge of Young Communist League (YCL).

According to Kantipuronline, the Police says that An outfit of former People’s Liberation Army (PLA) combatants of the Unified Communist Party of Nepal-Maoist (UCPN-M) calling itself the People's Liberation Army Former Soldiers' Unity Organisation (PLAFSUG) was suspected of running various crime rackets in Jhapa District, says the Police,. Police believe that the outfit is largely comprised of disqualified Maoist combatants and it is involved in crimes like extortion, abduction and robbery in the Dstrict. Mechi Zonal Police Chief Raviraj Shrestha said the authorities have found direct involvement of the outfit in various crimes that took place in Jhapa in the past couple of months. He also claimed that the fighters at the Chulachuli-based camp of the PLA in Ilam District were harbouring the outfit.

The move is part of an internal power struggle that has led to the demand for reshuffling by the party's two Vice Chairmen -- Mohan Baidya and Babauram Bhattarai -- to remove powerful individuals close to the party chairman Pushpa Kamal Dahal alias Prachanda from lucrative wings of the party. The Baidya and Bhattarai factions have threatened they will form a parallel trade union if Jamarkattel, who is close to Party Chairman Prachanda, is not removed.

The chairman of the Unified Communist Party of Nepal-Maoist (UCPN-M) Pushpa Kamal Dahal alias Prachanda said on January 10 that his party is prepared to hand over the command control of cantonments to the Prime Minister-led Special Committee overseeing the Maoist combatants before United Nations Mission in Nepal (UNMIN) scheduled departure on January 15, reports Kantipuronline. He outlined three steps that would ensure a smooth transition before UNMIN wraps up. The steps include organising a special ceremony to formally mark the transfer of the chain of command to the Special Committee, the regrouping of combatants into two different categories (those opting for integration and those opting for rehabilitation), and finalising the norms and modalities for integration. Prachanda said he wanted to send a message to the Nepalese and the international community that the Maoists are committed to the peace process.

A division bench of Justices Top Bahadur Magar and Mohan Prakash Sitaula issued the order. The arrested have been identified as Pasang Moktan (33) of Parsa District and Dhan Bahadur Limbu (31) of Morang District. According to the Deputy Superintendent of Police (DSP) Hridaya Thapa, Dhan Bahadur Limbu is an active cadre of YCL. Limbu in association with Moktan, a central member of so-called National Liberation Movement Nepal, had abducted Phuyal from Thamel of Kathmandu on January 19.

A meeting of SC named members of the monitoring mechanism that comprises four representatives each from SC and its Secretariat and one from PLA combatants. Barsha Man Pun of the UCPN-M, Ram Sharan Mahat of Nepali Congress (NC), Ishwor Pokharel of Communist Party of Nepal-United Marxist Leninist (CPN-UML) and Jitendra Dev of Madheshi Janadhikar Forum-Democratic (MJF-D) will represent SC in the nine-member monitoring mechanism.
