Prime Minister Yousuf Raza Gilani on October 2 said that the Government was committed to bring peace through dialogue with Tehreek-e-Taliban Pakistan (TTP) in Federally Administered Tribal Areas (FATA), reports Daily Times. He said that the coalition Government had inked not a single agreement with United States (US) on the war on terror. Regarding the Pakistan-US ties, Gilani said that Pakistan must adopt a moderate approach in its relations with Afghanistan and the US. He said that Pakistan wanted good relations with all countries, including the US.

A Tehreek-e-Taliban Pakistan (TTP) commander, Maulvi Faqir Muhammad, said on October 3 that his group will not blindly support Pakistan in the event of an attack by the United States (US), reports The Times of India. Referring to drone strikes in the tribal belt, Maulvi Faqir Muhammad in a telephone interview with the British Broadcasting Corporation (BBC), said that the US was continuously infringing on Pakistan's sovereignty. However, if the US sends ground troops into the country, the TTP will not blindly or impulsively support Pakistan, adding, a decision on backing Pakistan will be made by the TTP shura or council after deliberations.

Prime Minister Yousuf Raza Gilani said on October 2, 2011 that his administration was ready to hold negotiations with all militant groups, including the Haqqani Network. “The TTP welcomes the Prime Minister’s offer,” Maulvi Faqir Muhammad, TTP’s Deputy Commander and Commander-in-Chief in Bajaur Agency of the Federally Administered Tribal Areas (FATA) told The Express Tribune over phone from an undisclosed location. Faqir set two preconditions for dialogue: The Government should reconsider its relationship with the United States (US) and enforce Islamic Shari’ah in the country.

TTP commander Maulvi Waliur Rehman Mehsud said, “Our shura [council] will decide whether and when can we enter into talks with the Government, with the military…but I think we will like to involve countries we trust… they are in the Arab world. Judge and Judicial Magistrate Malik Naeem Shoukat remanded an alleged terrorist, Qari Inayat, of Tehreek-e-Taliban Pakistan (TTP) for three days in Police custody, reports Daily Times. Inayat was arrested on October 10, 2011 and belongs to Khyber Pakhtunkhwa. He is an activist of Qari Shakeel group based in Muhammad Agency in the Federally Administered Tribal Areas (FATA) that is believed to be an offshoot of the TTP. Shakeel is a vice commander of TTP in the agency and had been planning terror attack in Islamabad. Inayat is a right hand of Shakeel. The Police informed that the Inayat had also close relations with Sardar Ali Khattak, a suspect who was already in the P Police custody.

Khyber Pakhtunkhwa (KP) Governor Masood Kausar escaped a missile attack while six persons were injured on October 11 in Orakzai Agency of Federally Administered Tribal Areas (FATA) when suspected militants fired rockets on a jirga (council), report Daily Times. Militants fired two missiles at a jirga to be addressed by Kausar in Orakzai, wounding six people, including two Levies personnel, but the Governor was not hurt. According to a senior official in the administration, the suspected Tehreek-e-Taliban Pakistan (TTP) militants fired rockets that landed in Scouts Fort in Kalay, headquarters of the Orakzai Agency. The attack comes after military said it weaned the region away from the influence of militants, sending the Internally Displaced People (IDP) back to their areas.

The TTP draws on a network of militants and for-hire criminals that stretches from the country’s north western towns, through its Punjab heartland to the commercial capital, Karachi. According to a cadre of the group who spoke with Associated Press (AP) reporter over the phone from an undisclosed location, the “Black Night” group works under the command of Hakimullah Mehsud and Waliur Rehman Mehsud, the leaders in the TTP, adding, that the group would continue to target wealthy Pakistanis, Government officials and foreigners from non-Muslim countries for abductions. Mohammed Yusuf, a cadre of the TTP who met an AP reporter in Karachi, said two groups - the al-Mansoor and al-Mukhtar handle much of the fundraising for the movement in the city. The most common ways of raising funds are kidnappings and extortion, according to Amir Rana, an expert on Pakistani militancy. The boys were abducted on September 1, 2011, after they crossed the border into Afghanistan, from the Ghakhi area in Mohmand tehsil (revenue unit) of Bajaur Agency. TTP had claimed responsibility for the abduction. Earlier, the TTP demanded the release of all their comrades imprisoned in Pakistan. Fazlullah was the TTP leader in Swat Valley of Khyber Pakhtunkhwa province, about 160 kilometers northwest of Islamabad before a 2009 army offensive forced him to flee. But if they think they will keep Kalashnikovs in their hands and also hold talks, that will not happen,” Malik said. However, any deals with the TTP could anger Washington, which has been pushing Pakistan to crack down harder on militant groups since American Special Forces killed Osama bin Laden on May 1, 2011 in Abbottabad, where he had been living for years. Last year, the US added the TTP to its list of Foreign Terrorist Organisations and set rewards of up to $5 million for information leading to the capture of its leaders. Past peace deals with the group failed to improve security, and instead enabled it to build up strength and impose its harsh version of Islam in areas ceded to it.

Secretary of State Hillary Clinton appeared to extract recognition from Pakistan that it could do more in clamping down on Afghan militants using Pakistani soil to attack Americans but it offered no details on how. Accompanied by Central Investigation Agency (CIA) Director David Petraeus and US military officer General Martin Dempsey, she said Islamabad has a “critical role in supporting Afghanistan reconciliation and ending the conflict”. “We look to Pakistan to take strong steps to deny Afghan insurgents safe havens and to encourage the TTP to enter negotiations in good faith,” said Clinton after talks with Foreign Minister Hina Rabbani Khar, adding, “US was looking for operational action over not months and years, but days and weeks because we have a lot of work to do to realise our shared goals.” Clinton warned that stern action would have to be taken against Afghan and Pakistani terrorists if they did not cooperate in efforts to stabilise Afghanistan and pursue peace. Families streamed out of the Agency, a flashpoint for Tehreek-e-Taliban Pakistan (TTP) and other groups on the NATO supply line into neighbouring Afghanistan, after the Army ordered them to leave because of military action going on in the area. “Around 3,200 families, up to 18,000 people, have arrived in the Jalozai refugee camp and we are making arrangements to facilitate them,” Adnan Khan, spokesman for the disaster management authority of Khyber Pakhtunkhwa province said. “We will provide them food for 15 days initially and also non-food items, including tents and utensils,” he said. Pakistani officials accused NATO helicopters of violating Pakistan’s airspace over the Tehreek-e-Taliban Pakistan (TTP) and Haqqani Network stronghold of North Waziristan Agency, along the Afghan border. “Two helicopters intruded several kilometres inside Pakistan territory in Datta Khel town around 2:00 am (2100 GMT Tuesday),” a military official said. The helicopters flew in from the eastern Afghan province of Paktia and circled the border village of Zoi Nara for more than five minutes, the official in the provincial capital Peshawar said. But a spokesman for NATO’s US-led International Security Assistance Force told AFP that their “operational reporting” showed that no ISAF helicopter crossed the border, which is unmarked in many places.

Pakistan has not been taken into confidence on the initiation of the reconciliation process in Afghanistan, Major-General Athar Abbas, the Director General of the Inter Services Public Relations (ISPR), said on October 27, reports Daily Times. In an interview with BBC in Rawalpindi, Abbas said that Pakistan had neither been taken into confidence nor the Pakistani Government had been informed about the objectives of the reconciliation process. Pakistan can only help in the Afghan reconciliation process when it is taken into confidence, he said. The Afghanistan issue was heading towards a settlement and there was a need to determine the role of every stakeholder in the conflict and how the reconciliation process would be pushed forward and what would be role of Pakistan in this situation, he said, adding that only in that case, Pakistan would be able to decide whether it could persuade one group or the other to take part in the conciliation process. “We cannot guarantee the success of the reconciliation process because none of the groups is in our pocket,” he said. The Director General termed a BBC report, alleging that the Pakistan Army and the Inter-Services Intelligence (ISI) supplied and protected the Afghan Taliban and al Qaeda highly biased and one-sided. “We consider that report highly biased, it is one-sided, it doesn’t have the version of the side which is badly hit or affected by this report,” Major General Athar Abbas said. “So therefore, other than that, it is factually incorrect,” he said. He said that the head of ISI had already said “not a single bullet or financial support” had been given to groups named in the BBC report. Abbas said that about 300 ISI officials have been killed in Tehreek-e-Taliban Pakistan’s attacks and it was a proof that the ISI did not support militants.

A senior administration official said that there were a range of issues that could help to facilitate in squeezing the Haqqani Network from the Pakistani side, and would be very complementary to US efforts on the Afghan side of the border. A boy identified as Asadullah (18), of Bajaur Agency escaped from the custody of Tehreek-e-Taliban Pakistan (TTP) after remaining in their captivity for two months in Kunar province of Afghanistan, reports Dawn. Asadullah reached his home in Erab village of Mamond tehsil (revenue unit) in Bajaur. He was among the 27 boys of Bajaur, abducted by TTP on August 31, 2011 after they crossed over to Afghanistan. The Bajaur chapter of TTP had claimed responsibility for abducting the 27 boys and keeping them hostages in Kunar province of Afghanistan.
