Suspected Tehreek-e-Taliban Pakistan (TTP) militants in Afghanistan abducted as many as 40 Pakistani boys after they inadvertently strayed across the border, Daily Times reported on September 2. The boys, from the town of Mamoond in Bajaur Agency of Federally Administered Tribal Areas (FATA), were trekking when they ended up in Afghanistan on August 31. “Now, they are being held by militants across the border,” Pakistan Government official Muhammad Haseeb Khan said. Two local intelligence officials said that the abductors were apparently from Maulvi Faqir Muhammad group of TTP, who is active in Bajaur but is believed to have fled to Afghanistan in 2010. Security officials said about 20 boys below ten years old in the group were allowed to return to Pakistan, but boys between 12 to 14 years old were held. About 60 children took part in the outing. Tribal elders and clerics were trying to negotiate with the militants to secure their release, officials said.

The volunteers of various peace bodies in Peshawar and tribal and semi-tribal regions of Federally Administered Tribal Areas (FATA) on September 3 decided to extend cooperation to each other in their fight against Tehreek-e-Taliban Pakistan (TTP), reports Dawn. Sources said that a meeting of the heads of various peace bodies was held at Bazid Khel of Peshawar wherein different issues were discussed. The meeting was also attended by Haji Gul Meran of Madali Chowk, Lal Pur Gul and Javed of Dura Adda of Akakhel and Bazid Khel Qaumi Lashkar chief Fahimur Rehman. The participants of the meeting expressed concern over shortage of arms and ammunitions, saying Government should extend support to them otherwise they would not be in a position to afford the expenditures of the fight against militants. They said that Government had promised to raise community police for support of peace bodies but all the appointments in the force were made on basis of political affiliations. Those Policemen only worked as bodyguards of political figures, they alleged.

The chief of Tehreek-e-Taliban Pakistan (TTP), Hakimullah Mehsud, claimed on September 4 that his fighters have the upper hand in Swat District of Khyber Pakhtunkhwa and Mohmand Agency of Federally Administered Tribal Areas (FATA), regions that are close to the Afghan border, reports Daily Times. He urged Muslims to support the group, according to a video monitored by the SITE Intel Group, which tracks militant websites. It was Mehsud’s first appearance in such a video since he admitted a role in the failed May 1, 2010, attempt to set off a car bomb in New York’s Times Square.

Tribal elders from Bajaur Agency of Federally Administered Tribal Areas (FATA) are holding talks with Tehreek-e-Taliban Pakistan (TTP) militants in Afghanistan for the release of the boys abducted during an outing along the Pak-Afghan border on September 1, Inter-Services Public Relations (ISPR) Director General (DG) Major General Athar Abbas said on September 4, reports Daily Times. “A tribal jirga (council) from Bajaur is currently holding talks with the terrorists,” Major General Athar Abbas said. “The future course of action will be decided by tribal elders from both sides of the border.” Pakistani Government officials had initially said around 60 boys from the ethnic Pashtun Mamoun tribe took part in the outing. But about 20 below ten years were allowed to return to Pakistan, while up to 40 others between 12 to 14 years old were held.

Two militants were killed when a bomb exploded prematurely in Kalosha area of South Waziristan Agency (SWA) in Federally Administered Tribal Areas (FATA) in the night of September 4, reports Dawn. Sources said that two militants were planting an explosive device on the road leading to the house of Tehreek-e-Taliban Pakistan (TTP) ‘commander’ Sharif Wazir in Kalosha area when it went off, killing them on the spot. Sharif Wazir was a confidant of TTP ‘commanders’ Mullah Nazir and Nek Mohammad. He had played a prominent role in eviction of Uzbek militants from South Waziristan Agency in 2008. Sources said that militants were planting the bomb to target Sharif Wazir.

The Tehreek-e-Taliban Pakistan (TTP) on September 6 set conditions for freeing 27 abducted youths it has been holding hostage for about a week and demanded that the Government should release children and women languishing in various prisons, stop instigating tribesmen for forming anti-TTP lashkars (militia) and disband such lashkars and ‘peace committees’ in Bajaur Agency of Federally Administered Tribal Areas (FATA). In a video released to the media from Kunar of Afghanistan, Bajaur Agency TTP ‘chief’ Maulana Dadullah confirmed that the 27 children from Mamond tehsil (revenue unit) were in the custody of his group. The TTP leader threatened that the lives of the children could be at risk if the demands were not met. He said no-one had so far contacted the TTP for negotiating the children’s release. He said the children were safe.

At least 26 people were killed and over 60 injured in two suicide attacks targeting the residence of the Deputy Inspector-General (DIG) of Frontier Corps (FC) Brigadier Farrukh Shehzad in Quetta on September 7, reports The Express Tribune. Earlier, it was reported that 15 persons were killed in the twin suicide car bomb blast. The attacks targeted and wounded DIG Brigadier Farrukh Shehzad whose force was involved in the arrest of Younis al Mauritani and two other al Qaeda operatives in Quetta in an operation on September 5. A woman, her three children and at least 11 troops from the FC and Balochistan Constabulary (BC) were among the dead, Police officer Hamid Shakil said. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the twin attacks. “Our fidayeen (suicide bombers) have carried out this attack. It is revenge for the arrests of our brothers in Quetta,” TTP spokesperson Ehsanullah Ehsan told Reuters by telephone from an undisclosed location. “If they make more arrests then the reaction will be much more forceful,” he warned.

The NATO-led International Security Assistance Force (ISAF) in Afghanistan is resisting Islamabad’s pressure for a big push against terrorists in eastern Afghan provinces, where most of Tehreek-e-Taliban Pakistan (TTP) have set up sanctuaries and have launched multiple attacks from there on Pakistan’s border check posts, reports Dawn. The differences could result in another rough patch in military and intelligence ties between Pakistan and the US, which leads the NATO mission in Afghanistan. The relations were gradually improving after months of friction. Sources said that SFs were providing escort to 300 passengers going from Parachinar in Khurram to Peshawar in Khyber Pakhtunkhwa when armed persons travelling in a suspected car approached the convoy from the opposite direction. The fighting involved militants loyal to TTP chief Hakeemullah and TTP Kurram chapter Chief Fazal Seed. The latter had parted ways with the TTP and formed his own group, Tehreek-e-Taliban Islami Pakistan (TTIP), on June 27. The rift between the two groups reached peak after Hakeemullah’s men set up checkposts in Talo Kanj, Badsha Kot and Shabak areas. They then started collecting “taxes”. The Fazal Saeed group resisted the move and his supporters attacked the checkposts and tents of Hakeemullah’s men. Both sides used heavy weapons as fighting continued till late into the night. Addressing a news conference at the CM Secretariat in Quetta, the Minister said that the Government had imposed a complete ban on the movement of Afghan refugees and other foreign nationals by restricting their movement to the locality where they resided. “There will be a complete restriction on the movement of Afghan refugees in Balochistan and KP,” the Federal Minister told journalists. He said that Army, Frontier Corps, Police and Balochistan Levies had been asked to place a check on the free movement of Afghan refugees and other foreigners and bar them from entering major human settlements. “We have given the deadline of one month to illegal immigrants to obtain their refugee cards or otherwise they would be arrested and deported to Afghanistan after completing their sentences,” Malik said. Pakistan has also banned issuing Visit Visas to Afghans.” There will be no Afghan visiting Pakistan on a Visit Visa,” he added. Further, when asked if key operatives of al Qaeda and Taliban were in Quetta, he said that after the death of Osama bin Laden, al Qaeda has declared Pakistan to be its enemy. Tehreek-e-Taliban Pakistan (TTP) leaders, according to him, have moved from remote tribal areas to Quetta after their defeat by the Pakistan Army. In a statement issued by the FBI, the three accused, named Irfanul Haq, Qasim Ali and Zahid Yousuf, pleaded guilty before a US district judge in Washington to the count of “conspiracy to provide material support to a designated foreign terrorist organisation.” The three were accused of trying to smuggle a “purported TTP member” into the US. In March 2011, the three were arrested in Miami on the count of conspiracy to commit alien smuggling. According to the FBI, “Haq, Ali and Yousaf admitted that between January 3 and March 10, 2011, they conspired to provide material support to the TTP in the form of false documentation and identification, knowing that the TTP engages in terrorist activity and terrorism. “According to court documents, Haq, Ali and Yousaf conducted a human smuggling operation in Quito, Ecuador, that attempted to smuggle an individual they believed to be a member of the TTP from Pakistan into the US.”

Official said that extremist organisations will be targeted in the next phase. “This proposal is under consideration,” he added. According to a report compiled by intelligence agencies, as many as 19 groups — five of them run by Shias — were active in Karachi and their associates were involved in bomb explosions and murders. Among the groups active in Karachi, the biggest is Lashkar-e-Jhangvi (LeJ), an anti-Shia sectarian outfit involved in mass murder and improvised attacks on minority groups, including Ahmadis. It has a strong known al Qaeda link. Sipah-e-Sahaba Pakistan (SSP), Harkat-e-Jihad-e-Islami (HuJI), Tehreek-e-Taliban Pakistan (TTP), Harkat-ul-Mujahideen al Alami, Harkat-ul-Mujahideen (HuM), Jaish-e-Muhammad (JeM), Jundallah, Tehreek Islami Lashkar-e-Muhammadi, Sunni Tehreek and Lashkar-e-Islami are the other Sunni groups active in Karachi. Poverty and fear of the Tehreek-e-Taliban Pakistan (TTP) have forced most girls in the Federally Administered Tribal Areas (FATA) into joining seminaries, says a Human Rights Commission of Pakistan report on September 24, reports Dawn. The report compiled by HRCP Khyber Pakhtunkhwa chapter for the year 2009-10 and seen by Dawn discussed the status of women rights and problems in the restive tribal region bordering Afghanistan. It said corporal punishment was common in seminaries for girls without let or hindrance. The report said insecurity was the major concern of FATA women from religious minorities. It warned that religious extremism might increase as the TTP had banned formal education for girls in the tribal areas. According to the report, militancy has led to closure of primary, community and Maktab schools in FATA. It said the disaster management body and directorate of education Fata put the number of educational institutions blown up in tribal areas by the TTP at 440 but the Government had the record of only 330 of them. It added that rehabilitation or reconstruction of the damaged educational institutions had yet to be begun due to lack of access to the conflict-hit areas they were located in. The report said not a single girl got admission to 9th class in Bajaur, FR Kohat and FR Lakki Marwat during 2009-10 due to TTP threats, while degrees colleges of Bajaur, FR Lakki Marwat and FR Peshawar reported no admission by girls during the said period on the same grounds. Some 120,000 female students in FATA were forced to quit schools due to TTP threats, report added. Declaring health facilities for women the second most militancy-affected sector in tribal areas, the HRCP report said almost 80 hospitals were hit by the TTP militancy and military operations against them. “Gynaecologists and nurses have refused to serve in health facilities. There are 13 sanctioned posts of gynaecologists for tribal areas but 10 are lying vacant. “Also, female health staff is reluctant to perform duty in the restive region due to growing militancy.”
