Robert, and his driver were assaulted by the National Socialist Council of Nagaland-Unification (NSCN-U) militants, when he was traveling in a hired vehicle in Peren District on December 2, according to Nagaland Post. Four National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militants, who were reportedly involved in the killing of the late Sub-Divisional Officer of Kasom Khullen, Dr. Th. Kishan and his two sub ordinates, failed to appear before the Chief Judicial Magistrate of Ukhrul District despite the court’s summon orders on December 3. They were identified as Hopeson Ningsen, Aboshibo, Ashang and Jonhny. Sources said representatives of the Central Bureau of Investigation (CBI), who have been handling the case of the triple murder, appeared before the court and pleaded for extension of the summon deadline of Hopeson Ningsen currently lodged at the Tihar Jail, consequent upon which the court extended its order till January 15, 2010.

Out of the three suspects, only Hopeson Ningsen is in the custody of the CBI and the other three are still at large.

Assam Tribune reports that the Joint Working Group (JWG) formed by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), National Socialist Council of Nagaland-Khaplang (NSCN-K) and Naga National Council on December 9 said it would not accept any “conditional political package” from the Union Government. The report adds that the Union Ministry of Home Affairs (MHA) had earlier said it would offer a set of political proposals to the Naga groups by the end of December to form the basis of future peace talks for an acceptable and honourable settlement to the vexed political conflict. “To clarify doubts arising out of recent statements made by the Government of India, the JWG hereby recommit ourselves to uphold, respect and honour the principles of a joint declaration signed on September 28 in which we jointly reject any form of conditional package offered to the Nagas by the Centre,” a JWG statement said.

Chidambaram on December 9 said in Rajya Sabha (Upper House of Parliament) that talks with the insurgent groups in the Northeast could be held only if they laid down arms, reports Imphal Free Press. Chidambaram said, “Our stand is clear. Lay down arms, give up demands for sovereignty and talks can be held... My appeal is common to all insurgent groups (in the northeast). Give up demands for sovereignty and lay down your arms. This will open the way for talks.” Reminding the House that he had last week hoped that the United Liberation Front of Asom (ULFA) would make a political statement offering talks with the Government, the Home Minister said, “No, such offer has not come. If they make an offer, we will talk.” He added, “If there is an offer for talks, these will be conducted with due dignity.” The Minster, responding to a question on the Government’s talks with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), said, “There is a ceasefire in place (in Nagaland). By and large, it has brought down the levels of violence. We are in touch with both factions (of the NSCN). At this moment, I am not in a position to disclose anything more…I am confident that both groups will move on the line of talks,” he added. When asked whether the ULFA ‘chairman’ Arabinda Rajkhowa had been arrested or had surrendered, the Minister said, “The BSF (Border Security Force) apprehended three people on the Meghalaya-Bangladesh border. A team from the Assam Police took custody of the three persons after their identities were established since they are involved in cases in Assam.” Asked whether any leaders of the National Democratic Front of Bodoland (NDFB) had been arrested and whether the Government would hold talks with the group demanding a separate Bodoland, Chidambaram said, “There are talks with the pro-talk faction through an interlocutor”. Replying to a supplementary question on whether any leader of the National Liberation Front of Tripura (NLFT) was in custody in Bangladesh, the Minister said, “Thanks to the coordinated effort of the central government and the Tripura government, militant activities have by and large been contained. I don't think there is a threat from the NLFT or any other group.” “Whether or not anyone is in custody, I do not know,” he added.

The National Socialist Council of Nagaland-Khaplang (NSCN-K) alleged that its cadre, Yanthungo Odyuo, was assaulted and kept in confinement by the rival National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres at Lotha region in Wokha District since December 13, according to Nagalnd Post. The Lotha region ‘chairman’ of the NSCN-K, John Lotha, said it was for the Nagas to judge whether it was a “deliberate ploy” to keep one region aflame or anti reconciliatory group wanted to “insult” Lotha people. He also said that one R.S.I Shopemo Mozhui of Longtseng village defected to the NSCN-IM and was reportedly collecting ‘tax’ in and around Sanis town with T.R. Challan of the NSCN-K.

Telegraph reports that the National Socialist Council of Nagaland-Khaplang (NSCN-K) has brought in heavily armed cadres of the Myanmar-based Kachin Independent Army (KIA) group to take on its rival National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in a renewed turf war in Tirap and Changlang Districts. “NSCN-K has turned to the Kachin Independent Army for logistical help to build up bases in the twin districts of Arunachal Pradesh — Tirap and Changlang — and heavily armed KIA fighters have already entered these two districts along the Indo-Myanmar border,” an unnamed senior Police official on December 27 said. The Police official said the NSCN-K had also started a recruitment drive in the twin Districts to take on the rival faction. “Altogether 16 youths from Pongchau and two others from Bonia village under Pongchau circle were recruited by the NSCN (K) in November,” he said. Besides, nine youths from Nyinu village under Wakka circle of Tirap District were recruited by the NSCN-K in December 2009 and these youths are currently undergoing training under the guidance of the KIA in Myanmar.

The Manipur Government gave its approval to conduct the hearing of the case related to the abduction and subsequent killing of the then Kasom Khullen Sub-Divisional Officer Dr. Thingnam Kishan and his two sub-ordinate staff by armed cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) at a Court in New Delhi following an application from the Central Bureau of Investigation (CBI) to the Supreme Court, according to Sangai Express. The CBI stated that conducting the hearing of the case at a New Delhi court would be more suitable in the light of the report earlier submitted to it by the State Police Department expressing apprehension over possible social unrest in case of bringing the main accused Hopeson Ningshen of the NSCN-IM to Imphal. The main accused is currently lodged in Tihar Jail.

Radheshyam on December 31 said that total of 35 cadres belonging to separate militant groups were killed during the encounters with the Imphal East District Police in 2009, reports Imphal Free Press. The slain cadres included 12 of the People's United Liberation Front (PULF), nine of the KCP, five of the People's Revolutionary Party of Kangleipak (PREPAK), three of the People's Liberation Army (PLA), two of the UNLF, one of the Manipur Naga Revolutionary Front (MNRF), one of the United Naga People’s Council (UNPC) and two others cadres. The SP mentioned that a total of 386 cadres belonging to separate militants groups were arrested during the same period. The arrested cadres included 154 of the KCP, 59 of the PREPAK, 39 of the PULF, 30 of the KYKL, 29 of the PLA, 18 of the United People's Party of Kangleipak, 15 of the UNLF, five of the UNPC, four of the Military Defence Force faction of the KYKL, three of the Kuki National Front (KNF), three of the Kuki Liberation Army (KLA), three of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), two of the National Socialist Council of Nagaland-Khaplang (NSCN-K), two of the United Kuki Liberation Front (UKLF), two of the Kuki Revolutionary Army (KRA), two of the KLA, two of the United Komrem Revolutionary Army, one of the MNRF, one of the Kuki Revolutionary Front and 11 others. The SP further said that 75 sophisticated weapons, including 11 AK-47 Rifles, 11 Ak-56 Rifles, one SM Carbine, one M-16 Rilfes, 38 9mm pistols, six numbers of .32 pistols, two 7.65-mm pistols, five .38 revolvers, four lethod louncher guns, four M-20 pistols, three M-21 Rifles, three SLR 7.62 mm, and total of 388 ammuntions of different weapons, two extra magazines of AK-56 rilfes, one magazine of .32 pistol, four 36 HE hand grenade, 16 Chinese hand grenades, one detonator, one wireless set, eight mobile hand sets, six motor cycles, one computer set, four vehicles and 60 kilograms of silver electricity wires were recovered from the possessions of the arrested cadres. 13 arrested cadres, including four of the PREPAK, three of the KCP, three of the PULF, two of the PLA and one of the UNLF, were detained under National Security Act (NSA), said the SP.
