Dilip Nunisa, the leader of pro-peace faction of the Dima Halam Daogah (DHD), condemned the two factions of NSCN for launching serial attacks on Dimasa villages in the last few months in the North Cachar Hills District, reports Sentinel. It was reported that Dilip Nunisa, in a press conference, directly blamed both the NSCN factions for attacking Dimasa people with an evil eye to trigger a racial war between the two communities. But he also admitted that some elements among the Dimasa people have also joined the fight against the Zeme Nagas and are hell bent on defending their own tribe.

The Army personnel shot dead a National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) militant in the Naga-dominated Choto Ninglo village under Mahur Police Station in the North Cachar Hills District around 9 am (IST) in the morning on July 3, according to Telegraph. Police sources said a group of militants started firing on the Army patrolling team in the Choto Ninglo village and Army personnel retaliated, killing one of the militants during the encounter that lasted more than 20 minutes. Another militant was injured, but he managed to flee, an unnamed official added. The Army later recovered the body of the Naga youth who is yet to be identified. Two 12 bore rifles, 12 cartridges and some ammunition of AK series rifles were recovered from his possession.

Telegraph quoting the Chief Minister of Manipur, Okram Ibobi Singh, reports that extortion was the motive behind the abduction and murder of the Manipur Sub-Divisional Officer (SDO) Thingnam Kishan and his two junior staff members by the militants of the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) on February 14, 2009. The Chief Minister informed the Legislative Assembly that preliminary investigations had ascertained the motive of the crime as extortion. "The NSCN (IM) cadres demanded money from the SDO and two of his staffs and were killed for not paying it. We do not know how much money was demanded," he said. The NSCN-IM militants abducted Kishan, who was posted at Kasom Khullen in Ukhrul District, along with five of his subordinate staff members on February 14 from the District. While the abductors freed three men belonging to the Naga community, they killed Kishan, Yumnam Token Singh and Aribam Rajen Sharma. The mutilated bodies were recovered in Senapati District on February 17. Subsequently, the NSCN-IM admitted the involvement of its cadres and said ‘Lieutenant Colonel’ Hopeson Ningshen was the mastermind. The Central Bureau of Investigation arrested Ningshen on May 28 and he is currently imprisoned in Tihar Jail in the national capital New Delhi

According to Imphal Free Press, Police arrested seven militants of the Azad fraction of People’s United Liberation Front (PULF), including a woman, from a motor stand in capital Agartala on July 15. "The seven militants of Azad fraction of PULF including their self-styled ‘Army chief’ Mohammad Abdur Rahaman (25) were detained from a motor stand in Agartala with some Bangladeshi mobile SIM cards and incriminating documents," said the Director General of Police Pranay Sahaya. "The rebels unsuccessfully tried to cross the border through Sonamura in western Tripura and then they returned to go to Bangladesh through another route," he added. The arrested militants were identified as Mohammad Abdur Rahman (25), Mohammad Firoz Khan alias Laskar (24), Mohammad Abdul Kasim (39), Mohammad Nazir Ahamed alias Tai Kunda (23), Mohammad Sanowar Ali (18), Mohammad Jamir (30) and Lufi. The seven militants later confessed that they were trained in Bangladesh by the Nagaland-based National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) outfit, adds Sentinel.

National Socialist Council of Nagaland-Khaplang (NSCN-K) kept in confinement three employees and a contractor of the Food Corporation of India's (FCI) regional office at Dimapur and later released them on July 18, according to Shillong Times. The NSCN-K said that it ‘interrogated’ them to elicit information on why for the last 20 years all contract work for Manipur under the FCI had gone to the Asui Muivah Firm, owned by a brother of NSCN-IM general secretary, Th. Muivah, when there were many other qualified contractors. The NSCN-K said in the last 20 years no other firm or agency was allowed to submit tender to the FCI except Asui Muivah Firm. The outfit alleged that the State Police and the NSCN-IM cadres were present when a tender was floated at the FCI office in Dimapur on September 30, 2008, and demanded cancellation of the contract and starting of the tender process anew. Meanwhile, Telegraph reports that after the intervention of the Union Home Minister P. Chidambaram, the Nagaland Police and the Army secured the release of the abducted FCI officials and a contractor’s representative, who belonged to the State of Manipur.

According to Telegraph, Security Force (SF) personnel shot dead three militants of the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) at Harmoti village near Nijlaluk in North Lakhimpur District, bordering Arunachal Pradesh, in the night of July 20. The slain militants were identified as ‘sergeant’ Nameng Kobin, ‘sergeant’ Babang Bake and Bhai. Three 9-mm pistols, ammunition and SIM cards were also recovered from their possession. “These militants were operating from Arunachal Pradesh and frequently entering Assam on specific operations like recruitment of cadres and sabotage activities,” Lakhimpur Superintendent of Police S.A. Karim said, adding that there were reports of the militants trying to carry out attacks in Assam prior to the Independence Day on August 15.

The NSCN-IM alleged that the slain person was a gangster involved in extortion and terrorizing the local people at Englan range in the same District. The three militants shot dead in an encounter at Harmoti village in North Lakhimpur District of Assam on July 19, reportedly belonged to a now-defunct militant outfit from Arunachal Pradesh and not the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) as was presumed earlier, according to Telegraph. According to the Arunachal Pradesh Police, the slain militants, Bamang Bake, Dongchi Tacho and Nglyang Kobin, earlier belonged to the National Liberation Front of Arunachal (NLFA). After the NLFA became defunct, they formed the United Socialist Council of Arunachal (USCA) with the help of NSCN-IM in 2004 and ran extortion rackets in and around the capital town of Itanagar.

The Union Government on July 28 expressed concern over the violation of cease-fire agreement by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland-Khaplang (NSCN-K) groups active in the Tirap and Changlang Districts of Arunachal Pradesh, and stated the matter has been taken up with the neighbouring countries to ensure that they do not give shelter to these groups, according to Nagaland Page. "I concede that despite ceasefire arrangement with insurgent groups, violations do happen and we have taken a grave notice of this," the Union Home Minister P. Chidambaram said during the question hour in Parliament. The Union Home Secretary held discussions with the State Government in March 2009 to review the situation, the Minister said adding that the Government has strengthened security on India-Myanmar border. On whether the insurgent groups were operating with support of neighbouring countries, he said "successive governments have taken up this matter with the neighbouring countries and continue to take up with limited success." There is a new Government in the neighbouring country of Bangladesh and "our assessment is that the new government is more responsive than the previous one," he said.
