In a statement, on February 7, the Arunachal Naga Students' Federation (ANSF) accused the State Government of ignoring the safety and security of the people of insurgency-affected Tirap, Changlang and Longding District, reports The Times of India. ANSF mentioned about the activities of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in their statement. They further urged the Union Home Ministry (UHM) and Union Minister of State for Home Kiren Rijiju to intervene in the matter and take appropriate measures to stop skirmishes and bring back peace and normalcy in the area.

The Chairman of Joint Intelligence Committee (JIC) and interlocutor for the Naga peace-talks, Mr R. N. Ravi on February 10 said that ongoing economic blockade in Manipur may have an impact on the peace-talks, reports Asian Age. JIC Chairman RN Ravi said, “The Naga issue can’t be dealt in political isolation. Naga neighbours are important stakeholders. A durable solution is not possible by disregarding neighbours’ sentiment and confrontational attitude towards them.” The news report further adds that over the stubborn attitude displayed by the Nationalist Socialist Council of Nagaland-Isak- Muivah (NSCN-IM) over Manipur, Mr Ravi had said, “It is bound to impact the tenor and character of further talks with NSCN-IM.”Notably, the Manipur based United Naga Council (UNC) is spearheading the economic blockade in the State for over three months and two rounds of meetings with the stakeholders to resolve the crisis has failed to elicit any result. UNC is protesting against creation of seven new Districts in the State of Manipur.

(NDFBP), Ranjan Daimary faction of National Democratic Front of Bodoland (NDFBRD), Karbi Longri NC Hills Liberation Front (KLNLF) – all from Assam, while the IsakMuivah faction of National Socialist Council of Nagaland (NSCNIM), NSCNKitovi Neopaokonyak (NSCNKN) and NSCNReformation (NSCNR) of Nagaland are under ceasefire agreements.A total of 23 underground outfits of Manipur, consisting two conglomerates – the United Progressive Front (UPF) and Kuki National Organisation (KNO) are currently under Suspension of Operation (SoO) agreement with the Union Government. Three valleybased underground outfits of Manipur – the United Revolutionary Front (URF), Kangleipak Communist PartyLamphel (KCPL) and Kanglei Yawol Kanna LupMDF (KYKLMDF) have signed Memorandum of Understanding (MoU) with the Union Government.The Union Government has informed that pursuant to the policy of talks, various insurgent outfits, including the United People’s Democratic Solidarity (UPDS), Dima Halam Daogah (DHD) of Assam and Achik National Volunteer Council (ANVC) and Breakaway faction of Achik National Volunteer Council (ANVCB) of Meghalaya have signed memorandum of settlement with the Government and dissolved themselves. Union Home Minister (UHM) Rajnath Singh on February 19 stated that the Framework Agreement signed between the Government of India and Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on August 3, 2015 would not affect the integrity and territorial boundary of Manipur in any manner, report The Sangai Express. The Framework Agreement does not mention anything about Manipur and the word ‘Manipur’ cannot be found in any place of the agreement, UHM Rajnath Singh further stated. The Sentineladds UHM Rajnath Singh said, “The Manipur Government did not send any representative for the first round of tripartite talks to end the economic blockade.” Disclosing that the Centre had provided the paramilitary forces as sought by the Manipur government, he said, “I do not understand why the Centre is blamed for the blockade. India has the federal system of government and the Constitution clearly says that the Centre cannot intervene on a state subject like law and order.”

The All Manipur Students’ Union (AMSU) categorically rejected Union Home Minister (UMH) Rajnath Singh’s assurance that the Framework Agreement signed between the Government of India and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) does not mention anything about Manipur and it would not affect the territorial integrity of Manipur, reports The Sangai Express on February 21. In a statement issued by the AMSU, its ‘secretary general’ Manjit Sarangthem said, “We would like to see and study the Framework Agreement if it contains anything inimical to the interest of Manipur.” AMSU further stated that this verbal assurance given by UHM Rajnath Singh was not enough. The Chairman of the Joint Intelligence Committee (JIC) and Interlocutor to the Naga peace talk, RN Ravi, on February 23 said that the Framework Agreement (FA) between the Union Government and the Nationalist Socialist Council of NagalandIsakMuivah (NSCNIM) is not the final agreement, and that it is still work in progress, reports The Sangai Express. In an interview given to ANI, Ravi, when asked why the Framework Agreement has been kept a secret and not released in the public domain, said, “The Framework Agreement FA is not the final agreement and we don’t serve halfcooked meals, because, as and when we will reach the final agreement, this (the Framework Agreement), will be part of that.” Ravi said that it would not be in the Nation’s larger interest to release the FA when its details are not yet finalized. “I have explained it to all the stakeholders by and large, by going and meeting them, and discussing the issue with them, what (the Framework Agreement) contains. So, a document as such, as I told you that since it is not a complete agreement, and an incomplete agreement can create issues, so, I think, it will not be proper,” Ravi said. When asked whether a deadline has been set for the FA to come out in its final form, the chairman of the JIC, said, “No, we can’t have a deadline. We are trying to make it as early as possible. Well, we are trying our best, but we can’t set a deadline.”

Meanwhile, Union Minister of State (MOS) Home Kiren Rijiju on February 24 stated that the rumor that the Framework Agreement (FA) signed between the Union Government and Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on August 3, 2015 may affect the territorial integrity of Manipur is devoid of any basis, reports The Sangai Express. Speaking to media persons in Imphal, Rijiju maintained that the Framework Agreement is not a final agreement. A final agreement would be reached only after the dialogue process ends. The political dialogue is not an isolated process. Centre’s interlocutor for the political dialogue, RN Ravi has been going to different places and consulting all stake holders. There is not an iota of truth in the assumption that the Framework Agreement may affect the integrity of Manipur. Yet some people have been deliberately trying to misinterpret the FA without having any knowledge about it. The FA is only a half page document and it only acknowledges the uniqueness of Naga history and Naga problems. The half page document merely states the position of the Government of India regarding the Naga issue but the final outcome of the dialogue process would be determined after consulting all stake holders, Rijiju stated.

The report sources the information from an official, privy to the talks, who said that New Delhi, believes a breakthrough has been made in the talks with the NSCNIM agreeing, in principle, that Naga communities can exercise autonomous political rights within existing State boundaries. The evolving formula, it believes, would meet the group’s demand for integration, while at once addressing Manipur’s territorial anxieties. “I’m afraid I can’t share more details at this stage,” the official said, “but I do believe we have a formulation all sides can live with.” Further, in a press release issued by the NSCNIM on February 24, it appeared a hint towards an early solution, saying “the Government of India has recognised the legal rights of the Nagas and candidly proclaimed integration the legitimate right of the Nagas… Whether we like it or not there is going to be a transformation in the history of the Nagas very soon”. Interestingly, the report also claims that Manipur’s Government has been regularly briefed on the negotiations, with New Delhi and Imphal regularly exchanging formal correspondence on the issue.“However,” the official added, “this process has been on hold since November 2016, when the election process was initiated in Manipur.”

The Central Government of India, on February 28, clarified that it has not signed any final accord with the IsakMuivah faction of National Socialist Council of Nagaland (NSCNIM) though a framework agreement has been sealed, reports The Assam Tribune. The issue figured at a meeting of the Parliamentary Standing Committee on Union Ministry of Home Affairs (UMHA), which was chaired by former Home Minister P Chidambaram. Officials of the Home Ministry, briefing the members of the Committee, gave a broad account of the framework agreement, which has been kept under tight wraps. The ‘Framework Agreement’ between the Centre and the NSCNIM was signed on August 3, 2015. Home Ministry officials explained that a final accord has not been signed as the Centre proposed to take along all Naga groups and the concerned State Governments of Manipur, Arunachal Pradesh and Assam.
