Assam Rifles (AR) arrested four cadres of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), identified as Asakha Kayni (29), Makavo (42), Ohehe (40) and Lokho (35), from Khuzama Junction along the National Highway-29 (NH-29) in Kohima District on March 2. The militants were involved in extortions. AR recovered 30 cash ‘receipts’, four mobiles phones, INR 8,730 in cash and 68 copies of ‘receipt’ of Dimapur Bus Owners Association from the arrestees.

The chief of Longpi village, Kailal Gangte Kuki, who is also the chairman of the area's Chief Association, was reportedly abducted by the NSCN-IM on February 27 and later released the next day after threatening him. Ravi and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) ‘leaders’ for over a month, reports Nagaland Post on March 8. According to the report, both sides used to hold both formal and non formal meetings almost on a regular basis but the UNC’s economic blockade appears to have caused some disruption. Ravi was also quoted as saying that the blockade had brought about serious misapprehension between the Nagas and non-Nagas in the Northeast and which would make his task of finding an early amicable solution to Naga issue difficult, added the report.

Tripathi in the Rajya Sabha, on March 15, said that the Framework Agreement of August 3, 2015 between the Government of India (GoI) and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) is a relevant document and details of the final settlement are being worked out within the parameters of the Framework Agreement, reports Business Standard. Three militants of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), identified as Ato Rengma, Ating Muisao and Hotobi Rengma were arrested by Central Reserve Police Force (CRPF) while conducting a routine check of a passenger vehicle plying to and fro between Dimapur and Golaghat Districts on March 24, reports The Sentinel. Nine bullets of 12-bore rifle, many pairs of camouflage outfits and substantial incriminatory documents were also recovered from the militants. In the primary investigation it was revealed that the trio was bound for Jangfai, a remote Rengma Naga village in the hills of Karbi Anglong District. The report further added that he arrest hint at a possible bid by Naga rebels to establish control in Rengma Naga-dominated areas of Karbi Anglong Hill District of Assam which had earlier in December 2013 witnessed a series of bloody turf battles between the Karbi People’s Liberation Tigers (KPLT) and Rengma Naga Hills Protection Force (RNHPF) for territorial control and major share of the extortion pie.

The IsakMuivah faction of National Socialist Council of Nagaland (NSCNIM) run ‘Government of People’s Republic of Nagalim’ (GPRN) held its twoday budget session last week and kept its ‘tax rate’ (euphemism for extortion) unchanged for the current fiscal year due to demonetization of high currency notes, reports The Hindustan Times on March 29. “The budget proposal for the 201718 fiscal was unanimously approved by the house after thorough deliberation,” Medo Angami, GPRN’s ‘minister for Chaplee (financial) Affairs’, said. Angami did not specify the size of the budget that allocates much of the money for the ‘Naga Army’ and the rest for the GPRN. But a member of NSCNIM’s ‘publicity wing’ said the size of the budget for the next fiscal is “more or less” the same as that of the current (201617) where “tax collection suffered due to the highvalue cash ban” last year. “House tax charged by the rebel Governments has remained the same at INR 110 per house per year. They are also likely to continue charging INR 250500 to issue work permit or identity cards to outsiders,” a Nagalandposted Central Intelligence Officer said. “The rebels generate a bulk of their socalled tax from goodsladen trucks that enter via Assam for delivery within the state or in Manipur beyond. This ‘tax’ varies from INR 15,00035,000 per six, 10 or 12wheel trucks. Often, the ‘UG (underground) tax collectors’ issue receipts of Rs 1,500 for 15,000 collected or INR 2,500 for INR 25,000 collected,” said a Police officer based in Dimapur, Nagaland’s commercial hub. Also unchanged is the ‘income tax’ slab for the salaried class, both government and private sector. Each employee in Nagaland has to pay 24% of a month’s gross pay annually to the NSCNIM, though resident tribes of the state are exempt from paying taxes to the State Government.
